Under state law, matters presented under this item cannot be discussed or acted upon by the Board at this time. 4. Presentation of the Annual National Ag Week Calendar Art Contest. Recognize March 16-22, 2015 as National Ag Week.

6. PUBLIC HEARING: Request from Resource Management Agency to review and accept Tulare County's 2014 Annual General Plan and Housing Element Progress Reports. Authorize transmittal of these reports to the California Governor's Office of Planning and Research and California's Department of Housing and Community Development.

7. Approve request by the listed Special Districts to change from odd-to-even numbered year elections, with the election to be consolidated with the General Election in 2016. The terms is the district board members will be extended for one year.

8. Appoint Mike Washam, Planning/Development Director (or Designee) to the Solid Waste Management Technical Advisory Committee to serve at the pleasure of the Board.
9. Reappoint Bernice Soto, Social Service Agency to the Community Health Center Board for a term ending April 18, 2019.
10. Appoint Brenda K. Weyhrauch, Resident District 5 to the Health Advisory Committee for a term ending February 1, 2017.
County Administrative Office/General Services
11. Ratify the signature of the County Administrative Officer on a letter signed requesting an extension from the California Board of State and Community Corrections to accept the conditional, partial award of SB 1022 funds through September 30, 2015.
Health & Human Services Agency
12. Reaffirm the Proclamation of a Local Emergency due to Drought in Tulare County Resolution No. 2014-0090.
13. Approve the Memorandum of Understanding (MOU) with Blue Cross of California Partnership Plan, Inc. to allow funding by Anthem Blue Cross for a Behavioral Health Coach assigned to the Visalia Health Care Center, retroactive to April 29, 2014. Find that the Board had authority to enter into the proposed MOU as of April 29, 2014, and that it was in the County’s best interest to enter into the agreement on that date.
14. Approve amendments to Agreement No. 25648 with Earlimart School District and Agreement No. 26549 with Exeter Unified School District to update the Exhibits and extend the termination date for Tulare County Health & Human Services, as the Local Government Agency, to act as the claims processing agent of Medi-Cal Administrative Activities claims on behalf of their school district, retroactive to January 1, 2015 through June 30, 2016. Find that the Board had authority to enter into the proposed amendments as of January 1, 2015, and that it was in the County’s best interest to enter into the amendments on that date.
15. Approve an agreement with O’Dell Engineering in an amount not to exceed $137,900 to provide Landscape Architectural Services for the Earlimart Neighborhood Park Project for the period of March 17, 2015 through December 31, 2018.
16. Approve the Plans, Special Provisions, Proposal and Contract (“Bid Documents”) for the construction of the Road 224 Deer Creek Bridge Project, located southwest of the City of Porterville. Authorize the Chairman of the Board of Supervisors to sign the Plans. Approve the advertisement for bids of the Road 224 Deer Creek Bridge Project.
17. Approve the Plans, Special Provisions, Proposal and Contract (“Bid Documents”) for the construction of the Road 148 Outside Creek Bridge Replacement Project. Authorize the Chairman of the Board of Supervisors to sign the Plans. Approve the advertisement for bids of the Road 148 Outside Creek Bridge Replacement Project.
