NOTICE TO THE PUBLIC

Agricultural Commissioner/Sealer

5.            Approve an agreement with the California Department of Food and Agriculture for providing State subvention in the amount of $2,025 to offset costs of providing soil treatment supervision, commodity treatment supervision and commodity and/or soil sampling as required by the Nematode Control Program, effective July 1, 2016 through June 30, 2017.

6.            Approve an agreement with the California Department of Food and Agriculture, to provide State funding in the amount of $39,999.98 to offset costs of providing fruit and vegetable inspection services for the state Standardization Program, effective July 1, 2016 through June 30, 2017.

7.            Approve an agreement with the California Department of Food and Agriculture for providing State subvention in the amount of $126,946 to offset costs of providing European Grapevine Moth detection trapping services, retroactive to February 1, 2016 through November 30, 2016. Find that the Board has authority to enter into the proposed agreement as of February 1, 2016, and that it was in the County's best interest to enter into the agreement on that date.

8.            Approve an agreement with Tally, LLC and Election Administrators, LLC to assign Election Administrators' responsibilities under Tulare County Agreement No. 26397 to Tally, LLC.

Board of Supervisors

9.            Ratify the following proclamations: honoring Bel R. Martin and Sons Dairy as the 2016 Tulare Kiwanis Farmer of the Year; and honoring Kern County on its 150th Anniversary.

10.         Appoint Felix Mata, Seat 15 At-Large to the Tulare County Mental Health Board for a term ending December 31, 2017.

County Administrative Office/General Services

11.         Determine that the failure of two County wells located at the Bob Wiley Detention Facility and one at Mooney Grove Park, originally declared an emergency by the Board of Supervisors on June 2, 2015, is a continuing emergency (4/5ths vote required).

Health & Human Services Agency

12.         Approve an amendment to Agreement, No. 26819 with the California Department of Public Health, Emergency Preparedness Office to accept carry-forward funds for the Hospital Preparedness Program grant from the 2013/14 Fiscal Year in an amount not to exceed $2,934,259, retroactive to July 1, 2014 through June 30, 2017. Find that the Board had authority to enter into the proposed amendment as of July 1, 2014, and that it was in the County’s best interest to enter into the amendment on that date.

13.         Accept the award for funding in the amount of $10,521 from the California Department of Public Health, Tuberculosis Control Branch, to support tuberculosis prevention and control, effective July 1, 2015 to June 30, 2016. Find that the board had the authority to accept the award as of July 1, 2015, and that it was in the County’s best interest to enter into the agreement on that date.

14.         Approve an amendment to Agreement No. 26888 with the California State Department of Health Care Services to increase the agreement by $1,798,299 to a maximum of $18,954,499 for combined Drug Medi-Cal and Net Negotiated Funds to provide Substance Use Disorder services, retroactive to July 1, 2014 through June 30, 2017.  Find that the Board had authority to enter into the proposed amendment as of July 1, 2014, and that it was in the County’s best interest to enter into the amendment on that date.

15.         Approve an agreement with Tulare Youth Service Bureau, Inc. in an amount not to exceed $4,750,000 for the provision of mental health services to Tulare County adolescents and children, effective July 1, 2016 through June 30, 2017.

16.         Approve an amendment to Agreement No. 27100 with Intuitive Health Services, Inc. to update Exhibits A and B and increase the maximum amount of the agreement from $600,000 to $700,000 for the provision of adult, adolescent, and child psychiatric services in Tulare County Mental Health Clinics, retroactive to October 1, 2015 through June 30, 2016. Find that the Board had authority to approve the amendment as of October 1, 2015, and that it was in the County’s best interest to approve the amendment as of that date.

17.         Approve an amendment to Agreement No. 25434 with Government Payment Service, Inc. also known as GPS, to extend the term of the agreement for the purpose of accepting credit and/or debit card payments for the term of April 24, 2016 through June 30, 2017.

Resource Management Agency

18.         Approve an agreement with Southern California Gas (SoCal Gas) Company for Existing Service Connection Relocation for the Avenue 416 Widening Project in the amount of $8,490.45.

19.         Authorize the submittal of a Congestion Mitigation and Air Quality Improvement Program grant application to Tulare County Association of Governments.

Sheriff/Coroner

20.         Authorize submission of an online grant application for up to $100,000 in funding from the U.S. Department of Justice for the time period of October 1, 2016 through September 30, 2018 under the Body-Worn Camera Policy and Implementation Program.

21.         Approve an agreement with Southern Tri-County High Intensity Drug Trafficking Area, effective immediately and extended until termination at any time with written notice.

22.         Approve the sole source purchase of Taser X2 weapons from ProForce Law Enforcement in an amount not to exceed $120,000.

Solid Waste

23.         Approve an amendment to Agreement No. 26040 with West Coast Waste Inc. to extend the term of the agreement to April 1, 2017 in order to continue diversion and processing of green waste and maintain the level of customer service to residents.
