6. PUBLIC HEARING: Request from Agricultural Commissioner/Sealer to approve the proposed fee schedule, effective July 1, 2016.
7. PUBLIC HEARING: Request from the Health and Human Services Agency to adopt the proposed fees to cover costs recommended for the Health Branch - Environmental Health, and Health Operations Divisions for Fiscal Year 2016/2017, beginning July 1, 2016.
8. PUBLIC HEARING: Request from the Resource Management Agency to adopt the proposed fee adjustments for the Tulare County Resource Management Agency in the 2016/2017 Summary of Proposed Fees, effective July 1, 2016. Approve the prorated fee increase over a four-year period for Lot Line adjustment at the increased amount of $50 per year. Approve the prorated fee increase over a five-year period for Notice of Partial Non-Renewals (Agricultural Reserve Program) at the increased amount of $30 per year, Notice of Full Non-Renewal (Agricultural Preserve Program) at the increased amount of $20 per year and Tentative Parcel Map (1-4 lots) at the increased amount of $100 per year. Approve the prorated fee increase over a five-year period for Setback Variance at the increased amount of $90 per year.

Agricultural Commissioner/Sealer
9. Approve an agreement with the California Department of Food and Agriculture for the County Petroleum Products Program in an amount not to exceed $12,075, effective July 1, 2016 through June 30, 2017.
10. Approve an agreement with the California Department of Food and Agriculture in the amount of $6,480 for the County Weighmaster Program, effective July 1, 2016 through June 30, 2017.
11. Ratify the proclamation honoring Tulare-Angra Do Heroismo Sister City's 50th Anniversary.
12. Reappoint Roger Everett, At-Large Member, Chris Kampheim, District 4, and Dale Brogan, District 2 to the Tulare County Water Commission for terms ending April 30, 2018.
13. Appoint Linda Duran, District 4 - Member to the Library Advisory Board for a term ending December 31, 2016.
14. Appoint Andrew Castaneda, Director - Seat 3 to the Woodville Public Utility District for a term ending December 1, 2017.
County Administrative Office/General Services
15. Ratify actions by the County Administrative Officer during the month of March 2016. Find that the activities funded pursuant to the good works funding agreements are necessary to meet the social needs of the residents of Tulare County.
16. Reaffirm the lack of water supply for East Porterville declared by the Board of Supervisors on June 30, 2015 is a continuing emergency.
17. Approve an amendment to Agreement No. 27119 with the Department of Water Resources, retroactive to June 8, 2015 to extend the agreement to June 30, 2017, subject to approval as to form by County Counsel. Find that the Board had authority to enter into the proposed agreement as of June 8, 2015 and that it was in the County's best interest to enter into the agreement on that date. Authorize the County Administrative Officer to sign reimbursement requests.
18. Approve an agreement with Hyde Children Family Partnership II, a California Limited Partnership; David G. Hyde, as Trustee for the David G. Hyde Trust (Dated November 6, 2009) and Shelley Hyde, an individual, for space located at 3350 W. Mineral King, Visalia.
19. Approve the necessary budget adjustments for the London Library construction project in the amount of $203,500 (4/5ths vote required).
20. Award the contract for the Assessor's Office Remodel Project to the lowest responsible bidder, Dale Atkins Construction, in the amount of $221,500. Authorize the Chairman to sign the construction agreement upon receipt of certificates of insurance, bonds, license verification, and contract subject to review and approval as to form by County Counsel. Approve the necessary budget adjustments (4/5ths vote required).
21. Approve an adjustment to the Mail Services budget for Fiscal Year 2015/2016 in the amount of $200,000 to meet increased postage demands. Approve the necessary budget adjustments (4/5ths vote required).
Health & Human Services Agency
22. Reaffirm the Proclamation of a Local Emergency due to Drought in Tulare County Resolution No. 2014-0090.
23. Reaffirm the Proclamation of a Local Emergency due to tree mortality in Tulare County Resolution No. 2015-0850.
24. Approve an agreement with Family Builders, Inc. in an amount not to exceed $300,000 to provide Therapeutic Behavioral Services, effective July 1, 2016 through June 30, 2017.
25. Approve an agreement with Aspiranet in the amount of $1,080,243 for start-up and provision of Wraparound services, effective May 1, 2016 through June 30, 2017.
26. Approve an amendment to Agreement No. 26031 with Everbridge Inc. to extend the term of the agreement through June 30, 2017 in an amount not to exceed $93,000.
27. Approve an amendment to Agreement No. 25985 with Accela, Inc. for license and support fees for EnvisionConnect, EnvisionConnect Portal, California Electronic Reporting System-Electronic Data Transfer (CERS-EDT), and EnvisionConnect Remote software products in an amount not to exceed $310,449.37, effective May 1, 2016 through June 30, 2019.
Information & Communications Technology
28. Approve the renewal with AutoMon, LLC. in an amount not to exceed $127,721.28 to provide maintenance and support for Caseload Explorer for the period of July 1, 2016 to June 30, 2017.
29. Approve the necessary budget adjustments for the Simulcast Installation Project in the amount of $11,500 (4/5th vote required).
30. Approve an agreement with the State of California for the Schools Bottled Water Program and any subsequent amendments thereto for the purpose of this grant, subject to County Counsel approval as to form.
31. Approve Program Supplement No. N090 in the amount of $17,706 with the California Department of Transportation for the preliminary engineering phase for the D112 over Bates Slough Bridge Project.
32. Approve an agreement with the State of California, Department of Transportation for cost reimbursement of transit operating expenses in the amount of $220,000, retroactive to July 1, 2014 through June 30, 2016. Find that the Board had the authority to enter into the proposed agreement as of July 1, 2014, and that it was in the County’s best interest to enter into the agreement on that date.
33. Authorize the submittal of Federal Transit Act Section 5311 grant application to Caltrans, in the amount of $220,000.
34. Approve an amendment to Agreement No. 25307 with United States Forest Service for patrol services on Forest Service land in the amount of $25,000, and for services related to controlled substances in the amount of $15,000 retroactive to October 1, 2015 through September 30, 2016. Find that the Board had authority to enter into the proposed amendment to the agreement as of October 1, 2015, and that it was in the County's best interest to enter into the agreement on that date.

35. Presentation given by the Human Resources and Development Department on the two-year County Wellness Program and Strategic Action Plan for calendar years 2014 and 2015. Approve the 2016 Wellness Program, absent new incentives. Authorize the County Administration Officer and Human Resources and Development Director to approve employee's paid time off to participate in or attend specified Wellness activities, subject to approval by each department head to assure services continue to be provided and workloads met. Direct the Human Resources and Development and the County Administration Office staff to research areas of interest or priorities of the Board relating to wellness and health initiatives.
