Agricultural Commissioner/Sealer
4. Approve an agreement with the California Department of Food and Agriculture to provide state funding in the amount of $222,412.35 to offset costs of regulating maturity and freeze damage of all oranges, lemons, and mandarins being produced and/or processed in the County, effective July 1, 2016 to June 30, 2017.
5. Appoint Robert Hutching, Tenant Commissioner to the Tulare County Housing Authority for a term ending December 18, 2017.
County Administrative Office/General Services
6. Proclaim May 9 - 13, 2016 as Juror Appreciation Week in Tulare County.
7. Approve an amendment to Agreement No. 27268 with Western Strata Exploration to increase the contract amount by $16,250 for an E-log and conductor casing on the Mooney Grove Well project. Accept the Bob Wiley Detention Facility, Tulare County Sheriff's Office Agriculture and Mooney Groove Park Well Replacement Projects as completed projects. Authorize the Chairman to sign the Notice of Completion and agreement amendments, subject to review and approval as to form by County Counsel. Direct the Clerk of the Board of Supervisors to record the Notice of Completion for the Project with the office of the Tulare County Recorder.
8. Approve an amendment to Agreement No. 27288 with Simile Construction Service, Inc. to increase the contract time by seven days. Accept the Animal Control Remodel and Expansion Project as a completed project. Authorize the Chairman to sign the Notice of Completion and Agreement Amendment, subject to review and approval as to form by County Counsel. Direct the Clerk of the Board of Supervisors to record the Notice of Completion for the Project with the office of the Tulare County Recorder. Approve the necessary budget adjustments (4/5ths vote required).
9. Ratify and approve an agreement with California Water Service to extend their water mail line to serve residents on Avenue 322.
10. Authorize the submission of a grant application for funding from the United States Department of Justice, Office for Victims of Crime for the program period of October 1, 2016 through September 30, 2019, in an amount not to exceed $900,000 for the Enhanced Collaborative Model to Combat Human Trafficking Program.

11. Approve an agreement with Community Services Employment Training, Inc. in an amount not to exceed $755,527 to provide the Supported Employment and Volunteer Program, effective July 1, 2016 through June 30, 2017.
12. Approve an agreement with Kings View Corporation in an amount not to exceed $220,000 for the provision of telepsychiatry services, effective July 1, 2016 through June 30, 2017.
13. Approve a reduction in adoption fees on May 13, 2016 and May 14, 2016 as part of the efforts to promote Tulare County Animal Service’s Open House event.
14. Introduce and waive the first reading of an Amendment to the Ordinance Code of Tulare County establishing a staged Water Conservation Program for all public water systems in County Service Area No. 1 through which the County supplies potable water. Approve the Ordinance Summary and direct the Clerk of the Board to publish such Summary and to post a certified copy of the complete ordinance five (5) days prior to the Ordinance Amendment adoption date, as required by Section 25124 et seq. Set the Public Hearing for May 17, 2016 at 9:30 a.m. or as shortly thereafter as can be heard.
15. Certify and adopt Phase One of the Tulare County-wide Safe Routes to School Plan (Grant Number: ATPLNI-5946149) as accurate. Adopt the Statutory CEQA Exemption for the Tulare County-wide Safe Routes to School Plan. Direct the Environmental Assessment Officer, or designee, to file the Notice of Exemption with the Tulare County Clerk.
16. Approve an agreement with the United States Department of Justice, Drug Enforcement Administration in the amount of $172,000, retroactive to January 1, 2016 and extending through September 30, 2016. Find that the Board had authority to enter into the proposed agreement as of January 1, 2016, and that is was in the County's best interest to enter into the agreement on that date.
17. Approve a capital asset and sole-source purchase of a new Cloud Cap Technology Tase 400 stabilized camera gimbal system for the County aircraft in an amount not to exceed $311,000. Authorize the Purchasing Agent to waive the formal bidding process and make the sole-source purchase. Authorize the necessary budget adjustments (4/5ths vote required).
18. Approve an agreement with the City of Reedley to provide a more predictable Enterprise Fund revenue stream, effective May 4, 2016 through May 3, 2019.

19. Request from Resource Management Agency to adopt the Agricultural Conservation Easement Program in substantial conformance with the General Plan Update Litigation Settlement. Approve the Administrative Protocols for implementation of the Program. Direct the Resource Management Agency, in concert with the County Administrative Officer, to take all necessary and proper action to implement the direction of the Board of Supervisors.
