Under state law, matters presented under this item cannot be discussed or acted upon by the Board at this time. 4. PUBLIC HEARING: Request from the Resource Management Agency to consider an amendment to the Ordinance Code of Tulare County establishing a staged Water Conservation Program for all public water systems in County Service Area No. 1 for which the County supplies potable water. Approve a Categorical Exemption consistent with the California Environmental Quality Act [CEQA Title 14 California Code Regulations, Section 15061(b)(3] general rule exemption. Find there is no substantial evidence that this Ordinance will have a significant effect on the environment and determine that the Categorical Exemption consistent with the California Environmental Quality Act [CEQA Title 14 California Code Regulations, Section 15061(b)(3] general rule exemption, that was prepared for the project reflects the independent judgment of the County and has been completed in compliance with the California Environmental Quality Act of 1970. Adopt the affirmations and finding contained in Exhibit “A”. Direct the Environmental Assessment Officer, or designee, of the Tulare County Resource Management Agency to file a Notice of Exemption with the Tulare County Clerk-Recorder. Waive the final reading and adopt the amendment to the Ordinance Code of Tulare County. Direct the Clerk of the Board to publish the ordinance summary, and to post a certified copy of the complete ordinance, both with the names of the Supervisors voting for and against it, within 15 days. Authorize the Resource Management Agency to take all necessary actions to implement the ordinance. Set the Water Conservation Stage at Stage 4 for the Seville Water Company water service area, under Sections 8-09-1130 and 8-09-1150 of the newly adopted ordinance, effective immediately. Set the Water Conservation Stage at Stage 3 for the Delft Colony and Yettem Zones of Benefit of County Service Area No. 1, under Sections 8-09-1130 and 8-09-1150 of the newly adopted ordinance, effective immediately.

7. Appoint Monica Pilkinton, Child Care Provider to the Tulare County Council on Child and Youth Development for a term ending June 30, 2017.
8. Reappoint Sherri Glenn, Community Representative, Karen Ball, Agency Representative, Darcy Massey, Agency Representative, Timberly Romero, Community Representative, and Carol S. Gossett, Community Representative to the Tulare County Council on Child and Youth Development for terms ending June 30, 2018.

9. Approve an agreement with David E. Kilgore, M.D. in an amount not to exceed $227,000 for the provision of psychiatric services, effective July 1, 2016 through June 30, 2017.
10. Approve an agreement with JDT Consultants, Inc. in an amount not to exceed $470,000 to provide Therapeutic Behavioral Services, effective July 1, 2016 through June 30, 2017.
11. Approve an agreement with the National Council on Alcoholism and Drug Dependence in an amount not to exceed $170,016 to provide alcohol and drug prevention services, effective July 1, 2016 through June 30, 2017.
12. Approve an agreement with Tulare County Superintendent of Schools in an amount not to exceed $6,000,000 for the provision of mental health services to Tulare County adolescents and children, effective July 1, 2016 through June 30, 2017.
13. Approve an agreement with Tulare County Superintendent of Schools in an amount not to exceed $159,410 for the provision of Preschool Expulsion Reduction Program, effective July 1, 2016 through June 30, 2017.
14. Approve an agreement with Uplift Family Services in an amount not to exceed $130,000 to provide Specialty Mental Health Services and Therapeutic Behavioral Services, effective July 1, 2016 through June 30, 2017.
15. Approve an agreement with Family Services of Tulare County in an amount not to exceed $212,657 for the provision of Supervised Visitation services to families whose children have been placed in out-of-home care, effective July 1, 2016 through June 30, 2017.
16. Approve an agreement with Tulare County Superintendent of Schools in an amount not to exceed $268,107 for the administration of the More Opportunities for Viable Employment Program, effective July 1, 2016 through June 30, 2017.
17. Approve an agreement with Parenting Network, Inc. in an amount not to exceed $203,742 for the delivery of respite care services, effective July 1, 2016 through June 30, 2017.
18. Approve the submission of a Federal Aviation Administration Airport Improvement Program Grant application in the amount of $324,000 to construct and install navigation aids at Sequoia Field Airport.
19. Approve an agreement with the City of Exeter for a portion of Glaze Avenue (Avenue 272) from the easterly right-of-way of Filbert Road (Road 192) to a point 420 feet east of the south quarter corner of Section 10, Township 19 South, Range 26 East, MDM and from the easterly right-of-way of Industrial Drive to the westerly right-of-way of State Highway 65, a distance of 1,253 feet, more or less.
20. Approve the designation of a One-Way STOP controlled intersection on Luton Street (Road 98) and Addie Avenue (Avenue 210), located in the Matheny Tract. Approve the designation of a One-Way STOP controlled intersection on Canal Street (Road 100, west side of canal) and Addie Avenue (Avenue 210). Approve the designation of a One-Way STOP controlled intersection on Canal Street (Local Road 100, eastside of canal) and Addie Avenue (Avenue 210). Approve the designation of a One-Way STOP controlled intersection on Casa Street (Road 102) and Addie Avenue (Avenue 210). Authorize the installation of a STOP sign on Luton Street (Road 98) at the intersection of Addie Avenue (Avenue 210), on Canal Street (Road 100) at the intersection of Addie Avenue, on Canal Street (Local Road 100) at the intersection of Addie Avenue, and on Casa Street (Road 102) at the intersection of Addie Avenue in accordance with the provisions of Section 2B.04 of the 2014 California Manual on Uniform Traffic Control Devices (CA MUTCD) and Section 22450(c) of the California Vehicle Code.

22. Approve the designation of a One-Way STOP controlled intersection at Avenue 202 and Road 188. Approve the designation of a One-Way STOP controlled intersection at Avenue 202 and Road 192. 25. Approve the necessary budget adjustments for a trash compactor in the amount of $11,100 to cover the shortfall of funds previously approved for Fiscal Year 2015/2016. (4/5ths vote required).
26. Approve a Capital Asset purchase for a Ford Explorer in an amount not to exceed $31,000. Authorize the necessary budget adjustments (4/5ths vote required).
