NOTICE TO THE PUBLIC PUBLIC COMMENT PERIOD At this time, members of the public may comment on any item not appearing on the agenda. Under state law, matters presented under this item cannot be discussed or acted upon by the Board at this time. For items appearing on the agenda, the public is invited to make comments at the time the item comes up for Board consideration. 3. PUBLIC HEARING: Request from the Resource Management Agency to approve a nonproject exemption (14 Cal. Code. Regs. § 15378), a general rule exemption (14 Cal. Code. Regs. § 15061(b)(3), and a Class 8 Categorical Exemption, (14 Cal. Code. Regs. § 15308) pursuant to the California Environmental Quality Act (CEQA) and the State CEQA Guidelines. Adopt the extension of the Interim Zoning Ordinance prohibiting all commercial nonmedical marijuana activity in the unincorporated areas of the County, prohibiting outdoor nonmedical marijuana cultivation on private residences in the unincorporated areas of the County, and prohibiting indoor cultivation of nonmedical marijuana in the unincorporated areas of the County, except indoor cultivation that complies with certain reasonable regulations, as an urgency measure pursuant to Government Code section 65858. (4/5ths vote required). Approve a summary of the ordinance and direct the Clerk of the Board to publish and post the summary within fifteen (15) days after passage in the Visalia Times Delta in accordance with Government Code section 25124(b)(1). Direct the Environmental Assessment Officer of the Tulare County Resource Management Agency, or designee, to file a Notice of Exemption with the Tulare County Clerk. Direct the Director of Resource Management Agency, or his designee, to issue a written report ten (10) days prior to the expiration of the Interim Zoning Ordinance describing the measures taken to alleviate the conditions which led to the adoption of the Interim Zoning Ordinance.

4. Reappoint Diana Pearcy, Unincorporated Cities to the Independent Ambulance Compliance Committee for a term ending December 31, 2018.
5. Reappoint Tom Johnson, Trustee, Tom Link, Trustee, and Shirley Salas, Trustee to the Visalia Public Cemetery District for terms ending January 4, 2021.
6. Approve an amendment to Agreement No. 27559 with the San Joaquin Valley Insurance Authority (SJVIA) extending the term of the agreement to January 1, 2017 through March 31, 2017, for the purpose of participating in the SJVIA health insurance (Anthem Blue Cross and Kaiser), pharmacy program (Envolve Pharmacy Solutions), dental insurance (Delta Dental) and vision insurance (Vision Service Plan).

Presentation given by the Resource Management Agency to review and adopt a resolution consenting to Inclusion of properties within the County’s Jurisdiction in CHF Community Facilities District No. 2014-1 (Clean Energy) to Finance Renewable Energy Generation, Energy Efficiency, Water Conservation and Electric Vehicle Charging Infrastructure Improvements. Review and adopt a Resolution consenting to Inclusion of Properties within the County’s Unincorporated Area in the CHF PACE Program to Finance Renewable Energy Generation, Energy and Water Efficiency Improvements and Electric Vehicle Charging Infrastructure.
8. Presentation given by the Resource Management Agency to adopt a resolution authorizing Tulare County to join and participate in the California Home Energy Renovation Opportunity (HERO) Program, which will enable property owners to finance permanently fixed renewable energy, energy and water efficiency improvements and electrical vehicle charging infrastructure on their properties.
9. Request from the County Administrative Office to establish an Ad Hoc Committee comprised of two (2) members of the Board of Supervisors to assist the County with evaluating the impacts of the Tule River Tribe's effort to place in trust the proposed location for a new casino, hotel and convention center. Appoint two (2) members of the Board of Supervisors to serve on the Ad Hoc Committee. Approve the comment letter to be sent to Analytical Environmental Services, environmental consultant.
