Background information has been provided to the Board on all matters listed under the Consent Agenda, and these items are considered to be routine by the Board.  All items under the Consent Agenda are normally approved by one motion.  If discussion is requested by any Board member or member of the public on any item, that item will be removed from the Consent Agenda.

4.               Ratify the Proclamation honoring Project Homeless Connect.

5.               Approve to change the time of the February 14th Board of Supervisors meeting from 9:00 a.m. to 1:00 p.m. due to the Tulare Ag Farm Show.

6.               Appoint Susan P. McKeefrey, Community Partner to the Health Advisory Committee for a term ending February 1, 2019.

7.               Reappoint Gary B. Whitney, Trustee to the Three Rivers Community Cemetery District for a term ending January 4, 2020.

8.               Appoint Andrea Sousa, Trustee to the Exeter Public Cemetery District for a term ending January 1, 2018.

9.               Appoint Barbara Olivia Mainwaring, Trustee to the Exeter Public Cemetery District for a term ending January 6, 2020.

10.           Reappoint Cecilia Herrera, District 2 - Consumer to the Tulare County Health Center Board for a term ending April 18, 2021.

District Attorney

11.           Approve a Memorandum of Understanding between the Office of the Tulare County District Attorney, Tulare County Sheriff's Department, Tulare County Health & Human Services Agency - Child Welfare Services, Family Services of Tulare County, and identified Human Trafficking Task Force non-Tulare County agencies, retroactive to October 1, 2016 through September 30, 2019.  Find that the Board had authority to enter into the proposed agreement as of October 1, 2016 and that it was in the County's best interest to enter into the agreement on that date.  Ratify and approve the signature of the District Attorney, Sheriff-Coroner, and Tulare County Health & Human Services Associate Agency Director on the agreement.

12.           Approve an amendment to Agreement No. 17621 with Netsmart Technologies, Inc. (Netsmart) for the purpose of updating the current character-based software used by Mental Health Alcohol and Drug Programs to Netsmart Avatar through the purchase of additional licenses for Avatar software; hosting of the additional users per month; and professional services for technical and management hours for conversion services, forms and reports, project management and training  to be billed as incurred in an amount not to exceed $331,388, effective February 1, 2017 through December 31, 2017.

Sheriff/Coroner

13.           Ratify and accept a grant award agreement from the State of California, Board of State Community Corrections in an amount not to exceed $670,948, retroactive to January 1, 2017 through December 31, 2017.  Find that the Board had authority to enter into the proposed agreement as of January 1, 2017, and that it was in the County's best interest to enter into the agreement on that date. If grant funding is not sufficient to fully fund these additional positions in future Fiscal Years, such positions shall be deleted so as not to incur any net County cost, unless there are extenuating circumstances justifying retention of the affected positions and such positions shall be approved by the Board of Supervisors.

14.           Ratify and approve a grant award agreement from the U.S. Department of Justice under the Edward Byrne Memorial Justice Assistance Grant Program in an amount not to exceed $46,020 to partially fund two (2) School Resource Officers, retroactive to October 1, 2015 through September 30, 2019.  Find that the Board had authority to enter into the proposed agreement as of October 1, 2015 and that it was in the County's best interest to enter into the agreement on that date.

15.           Request from the Health and Human Services Agency to approve the expansion of Child Welfare Services by accepting $840,940 in State funds and $711,123 in Federal funds to be used to comply with new mandates, retroactive to July 1, 2016.  Find that the Board had authority to enter into the proposed program as of July 1, 2016, and that it was in the County’s best interest to enter into this program on that date.  Approve the necessary budget adjustment (4/5ths vote required). Approve a Personnel Resolution adding the following allocations: 10.0 FTE- Social Services Worker III-Child Welfare Services 2.0 FTE- Social Services Worker III-Child Welfare Services Lead 2.0 FTE- CWS Supervisor 1.0 FTE- Licensed Social Worker 2.0 FTE- Office Assistant IV

16.           Request from the Assessor's Office to approve a Personnel Resolution to add two (2) Cadastral Mapping Technician III positions.

17.           Receive and approve an update from the Resource Management Agency regarding the design and construction for Ledbetter Park funded through a Housing Related Parks Program grant.

18.           Request from the Resource Management Agency to authorize the preparation and submittal of an application for a First 5 Tulare County grant to construct and install new toddler playground equipment in Mooney Grove Park in an amount not to exceed $75,000.
