Board of Supervisors

4.               Reappoint Marie Arroyo, Resident - District 1 to the Health Advisory Committee for a term ending February 1, 2020.

5.               Appoint Dustin Hall, County Fire Chief's Association to the Independent Ambulance Compliance Committee for a term ending December 31, 2018.

County Counsel/Risk Management

6.               Ratify and approve an agreement with Thomson Reuters for a subscription to Westlaw PRO online legal research software effective January 31, 2017 through March 31, 2021, in an amount not to exceed $120,217.  Find that the Board had authority to enter into the proposed agreement as of January 31, 2017, and that it was in the County's best interest to enter into the agreement on that date.

Library

7.               Approve an agreement with the City of Farmersville to provide County Library Staffing of a Branch Library in the City in an amount not to exceed $80,591.94, effective February 28, 2017 through February 28, 2020.

Resource Management Agency

8.               Accept funds from the Earlimart School District dedicated to the Earlimart Recreational Facility/Park Project.

9.               Authorize the use of HOME Program Income funds to assist in the construction and for the provision of developer subsidies for eleven single family homes in Traver. Authorize the use of CalHome Reuse Funds to provide first time home buyer mortgage assistance to low and moderate income families to purchase one of the eleven Traver homes. Certified that the HOME Program Income balance is $371,620 as of December 31, 2016. Certified that the CalHome Reuse Fund balance is $159,341 as of December 31, 2016. Approve an agreement with Self-Help Enterprises, Inc. to implement the project. Adopt the Homebuyer Project Guidelines. Authorize the Tulare County Environmental Assessment Officer to execute all necessary environmental documents related to the construction and sale of the eleven homes in Traver. Authorize the necessary budget adjustments (4/5th vote required).

10.           Approve a capital asset purchase of two driving simulators in an amount not to exceed $233,172.  Authorize the Purchasing Agent to waive the formal bidding process and make the sole-source purchase.  Authorize the necessary budget adjustments (4/5ths vote required).

11.           Approve a capital asset purchase of three storage servers in an amount not to exceed $38,000.  Authorize the necessary budget adjustments (4/5ths vote required).
