3.               PUBLIC HEARING:   Request from the Resource Management Agency to deny the appeal filed by Robert Matta and affirm the Planning Commission’s approval of Special Use Permit No. PSP 16-028 for a Contractor’s Storage Yard (Bobby Tracy) located on a 4.98 parcel in the AE-20 (Exclusive Agriculture – 20-acre minimum) Zone, north of Woodlake.

4.               PUBLIC HEARING:   Request from the Health and Human Services Agency for the application of Air Methods Corporation to provide Air Ambulance services in Tulare County. Approve a Categorical Exemption, pursuant to the California Environmental Quality Act (CEQA) and the State CEQA Guidelines (General Rule Exemption per Section 15061(b)(3),on the ground that it can be seen with certainty that there is no possibility that the activity (transition of an air ambulance provider) may have a significant effect on the environment. Authorize the Environmental Assessment Officer, or designee, to sign and file the Notice of Exemption with the County Clerk. Accept a recommendation by the Tulare County Health & Human Services Agency Director, acting as Health Director, to issue an ambulance service provider license for air ambulance services from Air Methods Corporation. Approve the termination of an agreement with ROAM, dba SkyLife effective March 31, 2017, due to sale of business to Air Methods Corporation. Approve an agreement with Air Methods Corporation for the provision of emergency air ambulance services within the boundaries of Tulare County, retroactive from April 1, 2017 through March 31, 2019. Find that the Board had authority to enter into the proposed agreement as of April 1, 2017, and that it was in the County’s best interest to enter into the agreement on that date.

5.               Appoint Melinda Benton, District 3 to the Defined Contribution Committee for a term ending January 2, 2021.

6.               Appoint Lyman (Bill) Whitlatch, District 3 - Alternate to the Tulare County Association of Governments for a term ending at the Pleasure of the Board.

County Administrative Office/General Services

7.               Accept Wells Fargo, N.A. as the successful bidder for 15,316 square feet of useable/16,725 square feet of rentable office space at 5300 W. Tulare, Ave. Visalia. Direct the Property Manager to prepare a lease agreement with the successful bidder.

Fire Department

8.               Authorize the Auditor-Controller/Treasurer -Tax Collector, with concurrence of the County Administrative Officer, to recognize the reimbursement revenue and modify various budget line items that need minimal adjustment to meet various service demand fluctuations. Approve the necessary budget adjustments (4/5ths vote required).

Health & Human Services Agency

9.               Approve an agreement with California State University of Fresno in an amount not to exceed zero dollars, effective upon execution date through March 15, 2019.

10.           Approve an agreement with Inland Empire Electronic Health Records Resource Center in an amount not to exceed $35,000, retroactive to July 1, 2016 through June 30, 2018. Find that the Board had authority to enter into the proposed agreement as of July 1, 2016 and that it was in the County’s best interest to enter into the agreement on that date.

Human Resources & Development

12.           Approve an agreement with TALX Corporation for the purpose of unemployment compensation services, retroactive to July 1, 2016 for an initial three (3) year term with automatic renewal for successive one (1) year term. Find that the Board had authority to enter into the proposed agreement as of July 1, 2016, and that it was in the County's best interest to enter into the agreement on that date.

Information & Communications Technology

13.           Approve the capital asset purchase for fifteen (15) network switches to replace obsolete equipment in TulareWORKs offices in an amount not to exceed $125,000. Approve the capital asset purchase of a Wireless Access Point Controller used in the data center to improve wireless communications in TulareWORKs offices in an amount not to exceed $225,000. Approve the necessary budget adjustments (4/5ths vote required).

14.           Approve the capital asset purchases from Aviat Networks to install a licensed microwave channel between Stokes Mountain, Mooney Grove, and Lewis Hill in an amount not to exceed $75,000. Approve the necessary budget adjustments (4/5ths vote required).

15.           Approve the capital asset purchase of 14 high capacity scanners to replace obsolete equipment in TulareWORKs offices in an amount not to exceed $336,000. Approve the capital asset purchase of Questys Capture software that will reduce the number of printed pages needed to complete the scanning process in an amount not to exceed $25,000. Approve the capital asset purchase of Questys Connect software that will allow TulareWORKs to streamline work process tasks in an amount not to exceed $170,000. Approve the capital asset purchases of additional Compass scheduling kiosks from Northwoods for the reception area of TulareWORKs offices in an amount not to exceed $23,358. Approve the necessary budget adjustments (4/5ths vote required).

16.           Approve the capital asset purchase of high-capacity flash storage for improved performance and capacity in an amount not to exceed $150,000. Approve the capital asset purchase of data center fabric interconnects to connect Unified Computing System hardware to the Storage Area Network (SAN) in an amount not to exceed $75,000. Approve the capital asset purchase of upgrades to SQL database licensing for TulareWORKs data in an amount not to exceed $150,000. Approve the capital asset purchase of file back-up infrastructure in an amount not to exceed $150,000. Approve the necessary budget adjustments (4/5ths vote required).

17.           Approve the capital asset purchases of data center routers that connect the TulareWORKs offices to the Government Plaza data center in an amount not to exceed $185,000. Approve a capital asset purchase of firewall appliances that protect TulareWORKs from outside network-based attacks network in an amount not to exceed $250,000. Approve the purchase of video surveillance cameras that will record all entrances and exits of TulareWORKs offices in an amount not to exceed $174,000. 18.           Approve the capital asset purchase of server equipment and support from Development Group, Inc. in an amount not to exceed $60,962. Approve the necessary budget adjustments (4/5ths vote required).

Registrar of Voters

19.           Approve the Candidate Regulations and Printing Fees for the July 11, 2017 Special Election. Require each candidate filing a statement to pay the estimated cost of $700 in advance. The estimated cost will be adjusted to actual cost upon completion of the election. Candidates will be refunded or billed for the difference. Limit each Candidate's Statement to no more than 200 words.

Resource Management Agency

20.           Approve General Plan Initiation No. GPA 17-001 to prepare a General Plan Amendment for Unincorporated Community Plans, Hamlet Plans and Legacy Plans.

Sheriff/Coroner

21.           Approve a capital asset purchase of an expansion storage server in an amount not to exceed $86,000. Authorize the necessary budget adjustments (4/5ths vote required).

22.           Approve a Memorandum of Understanding with the State of California Campaign Against Marijuana Planting Program to provide task force services for the period of July 1, 2017 through October 15, 2017.

27.           Request from the County Administrative Office for direction to conduct analysis for establishment of Office of Director of Finance.

28.           Receive a report from the County Administrative Office regarding the review of the Conflict Public Defender Services agreement administrated by the Allen Law Firm, Inc. Approve an amendment to Agreement No. 27554 with Allen Law Firm, Inc. and Law Office of Marcus Torigian retroactive from April 1, 2016 through December 31, 2018.
