4.               Approve an amendment to Agreement No. 19097 with SECURE Systems Software to allow automation of recording functions to go paperless.

Board of Supervisors

5.               Appoint Betsey Foote, Seat 1 to the Kings/Tulare Area Agency on Aging Advisory Committee for a term ending December 31, 2019.

6.               Appoint Maureen Lee-Dutra, Partner Veterinarian to the Tulare County Animal Services Advisory Committee for a term ending January 1, 2018.

7.               Set a Public Hearing for June 6, 2017 at 7:30 p.m. or as soon thereafter as can be heard in the Board Chambers, County Administration Building, 2800 W. Burrel Ave., Visalia, California to elect to become a Groundwater Sustainability Agency for the unmanaged portions of the high priority groundwater sub-basins within Tulare County. Approve the Notice of Public Hearing.

8.               Approve a letter of opposition to AB 1250, Jones-Sawyer: Counties and cities: contracts for personal services.

10.           Approve a lease agreement with Hyde Children Family Partnership II, a California limited partnership; David G. Hyde, as Trustee for the David G. Hyde Trust; and Shelley Hyde, an individual, for space located at 3348 W. Mineral King, Visalia CA. Approve Memorandum of Lease for property located at 3348 W. Mineral King, Visalia. Authorize the County Administrative Officer, or his designee, to record Memorandum of Lease, upon execution by the Chairman.

11.           Approve a lease agreement with John F. George and Donna Taber George for space located at 26644 S. Mooney Boulevard, Building A (Suites 100, 104 and 106), Building B, Building C, and secured/fenced parking lot on the south side of Building A, Visalia. Approve Memorandum of Lease for property located at 26644 S. Mooney Boulevard, Building A (Suites 100, 104 and 106), Building B, Building C, and secured/fenced parking lot on the south side of Building A, Visalia. Authorize the County Administrative Officer, or his designee, to record Memorandum of Lease, upon execution by the Chairman.

Health & Human Services Agency

12.           Approve an agreement with JDT Consultants, Inc. in an amount not to exceed $1,410,000 ($470,000 per Fiscal Year), effective July 1, 2017 through June 30, 2020.

13.           Approve an agreement with Tulare County Superintendent of Schools to provide Therapeutic Behavioral Services in an amount not to exceed $1,350,000 ($450,000 per Fiscal Year), effective July 1, 2017 through June 30, 2020.

14.           Approve an agreement with California Housing Finance Agency to assign any future unencumbered Mental Health Services Act Housing Program funds to the East Tulare Avenue Cottages Capitalized Operating Subsidy Reserves account. Any future funds received by California Housing Finance Agency on behalf of Tulare County for the East Tulare Avenue Cottage program would be interest earned on the existing amount in the Capitalized Operating Subsidy Reserves account. Find that the Board had authority to enter into the proposed agreement as of May 31, 2016, and that it was in the County’s best interest to approve the agreement on that date. Authorize the Tulare County Director of Mental Health to sign eight (8) copies of the Participation Agreement, and Attachment A.

15.           Approve an agreement with Tulare County Superintendent of Schools for the Preschool Expulsion Reduction Program in an amount not to exceed $159,410, effective July 1, 2017 through June 30, 2018.

16.           Approve an agreement with Family Services of Tulare County for the provision of supportive services including the operation of a youth center for the intervention and prevention of Commercially Sexually Exploited Children in an amount not to exceed $103,284, effective July 1, 2017 through June 30, 2018.

17.           Approve a Memorandum of Understanding between Tulare County Health & Human Services Agency, Child Welfare Services Division, the California Department of Social Services, and the California Department of Health Care Services for the purpose of exchanging data pertaining to the treatment of children/youth in foster care with psychotropic medications.

18.           Approve an agreement with Family Services of Tulare County to provide direct skill training to high-risk parents in an amount not to exceed $314,511, effective July 1, 2017 through June 30, 2018.

19.           Approve an agreement with the California Department of Social Services to ensure the security and privacy of Personally Identifiable Information, effective upon signature through October 1, 2019.

20.           Approve an agreement with Family Services of Tulare County for the provision of Supervised Visitation services to families whose children have been placed in out-of-home care in an amount not to exceed $230,931, effective July 1, 2017 through June 30, 2018.

21.           Approve the Identified Child Care Priorities submitted by the Tulare County Council on Child and Youth Development Annual Priorities.

22.           Approve an agreement with the California Department of Education for the Summer Food Service Program in an amount not to exceed $8,540, effective June 15, 2017 to September 14, 2017.

Registrar of Voters

23.           Approve the request from the Tulare Local Health Care District to authorize the Registrar of Voters to perform all necessary and required services relating to the special recall election for the Tulare Local Health Care District, Area 3 Director on Tuesday, July 11, 2017. Agree that the Tulare Local Health Care District will reimburse the County in full for associated costs to conduct the special recall election on July 11, 2017.

24.           Approve the Cooperative Agreement with the Tulare County Association of Governments to fund the preparation of the Environmental Document for the Caldwell Avenue Interchange on State Route 99.

25.           Authorize Zone Change Initiation No. PZC 17-001 (Espinoza/Exeter) to proceed as a Zone Change from AE-20 (Exclusive Agriculture - 20 acre minimum) to “O” (Recreation) for the 2.71-acre site, Assessor’s Parcel Number 141-010-027, located on the southwest corner of the intersection of Avenue 256 and Road 204, approximately 2.5 miles south of Exeter.

26.           Authorize the filing of Notices of Partial Non-Renewal for the following two (2) Land Conservation Contracts, as provided in the Williamson Act. The request fulfills conditions resulting from two (2) Lot Line Adjustment maps: WAN 17-005 – Williamson Act Contract No. 6110, Ag. Preserve No. 1777, located at 30806 Road 196, on the east side of Road 196, approximately 1,200 feet south of Avenue 304 (Lort Drive), north of Exeter (APN: 112-240-009) (R & M Ranch, A California General Partnership, Edward B. & Christina E. Maurer) (1.34 acres to be Non-Renewed as a condition of PLA 16-026) (17.48 acres are subject to contract amendment). WAN 17-008 – Williamson Act Contract No. 5155, Ag. Preserve No. 1995, located at 8687 Avenue 406, on the south side of Avenue 406, approximately 668 feet west of Road 88 (Crawford Avenue), south of Dinuba (APN: 030-120-098) (Gary and Mary Kay Elrich) (2.73 acres to be Non-Renewed as a condition of PLA 17-005) (17.38 acres are subject to contract amendment). Approve the execution of amendments to the Land Conservation Contracts as conditions of approval for the aforementioned Partial Non-Renewals.

Sheriff/Coroner

27.           Approve an agreement with United States Forest Service for reimbursement for patrol services on Forest Service land in an amount not to exceed $33,000, and for services related to controlled substances in an amount not to exceed $24,000, for the first funding year. The cooperative law enforcement agreement is effective on the last day of signature through December 31, 2021.

28.           Approve a capital asset purchase of a tactical robot in an amount not to exceed $48,000. Authorize the necessary budget adjustments (4/5ths vote required).

Solid Waste

29.           Approve an amendment to Agreement No. 27048 with the City of Porterville to extend the term to July 31, 2019 in order to secure tonnage and provide for a more predictable Enterprise Fund revenue stream.
