Introduction and Overview

ADJOURN AS THE TULARE COUNTY BOARD OF SUPERVISORS AND CONVENE AS THE TERRA BELLA SEWER MAINTENANCE DISTRICT

1.     Adopt the Fiscal Year 2017/2018 Final Budget for the Terra Bella Sewer Maintenance District as modified during the hearings; and

2.     Authorize the Auditor-Controller to make necessary minor adjustments in order to bring the Fiscal Year 2017/2018 Budget into final balance.

 

ADJOURN AS THE TERRA BELLA SEWER MAINTENANCE DISTRICT AND CONVENE AS THE TULARE COUNTY FLOOD CONTROL DISTRICT

1.       Adopt the Fiscal Year 2017/2018 Final Budget for the Tulare County Flood Control District as modified during the hearings; and

ADJOURN AS THE TULARE COUNTY FLOOD CONTROL DISTRICT AND RECONVENE AS THE TULARE COUNTY BOARD OF SUPERVISORS

1.       Adopt the Fiscal Year 2017/2018 Final Budgets for all funds and activities as modified during the hearings for the Enterprise and Assessment District Funds, County Service Areas #1 and #2, Special Districts, Internal Service Funds, Operating Funds, and the General Fund;

2.       Amend the Personnel Class Specifications, Class Designations, and Compensation Changes subject to meet and confer;

3.       Amend the Position Allocation List reflecting adds, deletes, amends, and reclassifications subject to meet and confer;

4.       Approve a 3% cost of living increase for County elected officials consistent with the June 20, 2017, Resolution 2017-0479 action;

5.       Approve the Board of Supervisors cost of living increase of 3% consistent with the June 20, 2017, Resolution 2017-0479 action, and pursuant to County Ordinance No. 3444; and

6.   Authorize the Auditor-Controller to make necessary minor adjustments in order to bring the Fiscal Year 2017/2018 Budget into final balance.

Agricultural Commissioner/Sealer

4.               Approve a Memorandum of Understanding with the California Agricultural Commissioners and Sealers Association to provide funding for costs associated with the CalAgPermits system in an amount not to exceed $23,606, retroactive from July 1, 2017 through December 31, 2017. Find that the Board had the authority to enter into the proposed Memorandum of Understanding as of July 1, 2017, and that it was in the County’s best interest to enter into the Memorandum of Understanding on that date.

5.               Approve an agreement with the California Department of Pesticide Regulation that provides State subvention in an amount not to exceed $47,192.74 to offset the cost of complying with their Enforcement Evaluation and Improvement Program.

Auditor-Controller/Treasurer-Tax Collector

6.               Establish the 2017/2018 Gann Appropriations Limit for the County to be $4,011,659,444.

7.               Approve an agreement with Multi-Bank Securities, Inc. for their eConnectDirect online investment platform.

Board of Supervisors

8.               Appoint Alberto Aguilar, Trustee to the Tulare Public Cemetery District for a term ending January 6, 2020.

9.               Appoint Christian Hulsey, Community Representative to the Tulare County Council on Child Care and Youth Development for a term ending June 30, 2018.

10.           Reappoint Nancy Hawkins, District 1 to the County Parks Advisory Committee for a term ending June 30, 2021.

County Administrative Office/General Services

11.           Authorize submission of a Clean Renewable Energy Bonds application to fund proposed solar projects at various County locations in an amount not to exceed $32,000,000, subject to review and approval as to form by County Counsel. Authorize staff to evaluate additional funding opportunities for proposed solar energy projects, including the Self-Generation Incentive Program through the State of California’s Public Utilities Commission.

Fire Department

12.           Authorize a payment to US BANCORP for the purchase of Fire Department uniform shirts in an amount not to exceed $743.23.

Health & Human Services Agency

13.           Reaffirm the Proclamation of a Local Emergency due to Drought in Tulare County Resolution No. 2014-0090.

14.           Approve an agreement with Proteus, Inc. for the provision of comprehensive job services to TulareWORKs clients in an amount not to exceed $1,051,866, effective October 1, 2017 through September 30, 2018.

15.           Approve an agreement with Kings View Corporation for the provision of telepsychiatry services in an amount not to exceed $220,000, retroactive from July 1, 2017 through June 30, 2018. Find that the Board had the authority to enter into the proposed agreement as of July 1, 2017, and that it was in the County’s best interest to enter into the agreement on that date.

16.           Approve an agreement with Kern Community College District for the provision of Allied Health Education Program, retroactive from July 1, 2017 through June 30, 2020. Find that the Board had the authority to enter into the proposed agreement as of July 1, 2017, and that it was in the County’s best interest to enter into the agreement on that date.

17.           Approve an agreement with Arieh R. Whisenhunt, M.D. for the provision of psychiatric services in an amount not to exceed $310,000, retroactive from July 1, 2017 through June 30, 2018. Find that the Board had the authority to enter into the proposed agreement as of July 1, 2017, and that it was in the County’s best interest to enter into the agreement on that date.

18.           Approve an agreement with Community Services Employment and Training, Inc. for the provision of a Differential Response Pre and Post Services program in an amount not to exceed $175,000, retroactive from July 1, 2017 through June 30, 2018. Find that the Board had the authority to enter into the proposed agreement as of July 1, 2017, and that it was in the County's best interest to enter into the agreement on that date.

19.           Approve an agreement with Community Services & Employment Training, Inc. for the Youth Transitions Program in an amount not to exceed $758,325, effective October 1, 2017 through September 30, 2018.

20.           Approve an agreement with Lindsay Unified School District for the provision of a Differential Response Pre and Post Services program in an amount not to exceed $150,000, retroactive from July 1, 2017 through June 30, 2018. Find that the Board had the authority to enter into the proposed agreement as of July 1, 2017, and that it was in the County's best interest to enter into the agreement on that date.

21.           Approve an agreement with Tulare County Superintendent of Schools, Services for Education and Employment for the provision of comprehensive job services to TulareWORKs clients in an amount not to exceed $425,250, effective October 1, 2017 through September 30, 2018.

22.           Approve an amendment to Agreement, No. 26819 with the California Department of Public Health, Emergency Preparedness Office to adjust the total allocations in the contract in an amount not to exceed $2,933,564, retroactive from July 1, 2014 through June 30, 2018. Find that the Board had the authority to enter into the proposed amendment as of July 1, 2014, and that it was in the County’s best interest to enter into the amendment on that date. Approve the necessary budget adjustments (4/5ths vote required).

23.           Reaffirm the Proclamation of a Local Emergency due to Tree Mortality in Tulare County Resolution No. 2015-0850.

24.           Authorize the submittal of a Request for Fire Management Assistance Subgrant for the Pier Fire.

25.           Reaffirm the Local Emergency due to Pier Fire in Tulare County, as ratified on August 29, 2017 by Resolution 2017-0722. Ratify and confirm all emergency evacuation orders, and any orders rescinding evacuation orders, issued by the Director of Emergency Services, or successor, during the period of September 12, 2017 through September 19, 2017, related to the Pier Fire Local Emergency, proclaimed on August 29, 2017.

28.           Approve an agreement with the California Department of Parks and Recreation, Division of Boating and Waterways for the purchase of a patrol boat and accompanying trailer in an amount not to exceed $130,000, for the period of September 19, 2017 through September 20, 2032. Approve the necessary budget adjustments (4/5ths vote required). Approve the Capital Asset purchase of a patrol boat and trailer in an amount not to exceed $130,000.

29.           Ratify and approve a grant application by the Sheriff’s Office to the California Department of Alcohol Beverage Control (ABC) for compliance by ABC licensees with laws regulating the sale of alcoholic beverages to minors in an amount not to exceed $25,000. Find that the Board had the authority to submit the application by September 15, 2017, and that it was in the County’s best interest to submit the application on that date.

30.           Approve the purchase of and authorize the Purchasing Agent to make payments for supplies: a. Gloves PO-18240JH001 in an amount not to exceed $1386.75, retroactive from July 3, 2017; b. Gloves PO-18240JH002 in an amount not to exceed $924.50, retroactive from May 15, 2017; c. Car wash PO-18240JH003 in the amount of $425.40, retroactive from July 5, 2017; d. Gloves PO-18240JH006 in an amount not to exceed $465.47, retroactive from July 17, 2017; e. Car wash equipment PO-18240JH008 in amounts not to exceed $231.79 and $25.73, retroactive from April 7, 2017; f. Solid Waste

31.           Approve an amendment to Agreement No. 27107 with the City of Visalia to secure tonnage and provide for a more predictable Enterprise Fund revenue stream, retroactive from August 1, 2017 through July 1, 2019 extending the term of the agreement. Find that the Board had the authority to enter into this amendment on August 1, 2017, and that it was in the County’s best interest to enter into the amendment on that date.

32.           Authorize the trade-in of Capital Asset No. 09412, a 2005 Caterpillar D7R Tractor, to Quinn Company for $30,000 to offset costs associated with the purchase of a new Caterpillar D7E Track Type Tractor.
