Background information has been provided to the board on all matters listed under the Consent Agenda, and these items are considered to be routine by the Board.  All items under the Consent Agenda are normally approved by one motion.  If discussion is requested by any Board members on any item, that item will be removed from the Consent Agenda if separate action is required.

 

Board of Supervisors

4.               Appoint Chris McLain, City Law Enforcement to the Step Up Committee for a term ending September 1, 2018.

5.               Reappoint Mary Alice Escarsega-Fechner, Business Community, Stephanie Benthin, Faith Based Organization, Daryn Davis, Community Advocate and Robert Herman, Educational Field to the Step Up Committee for terms ending September 1, 2019.

County Administrative Office/General Services

6.               Ratify actions by the County Administrative Officer during the months of July/August 2017. Find that the activities funded pursuant to the Good Works funding agreements are necessary to meet the social needs of the residents of Tulare County.

7.               Award the utility rate monitoring contract to Utility Cost Management, LLC., effective October 1, 2017 through June 30, 2018, subject to review and approval as to form by County Counsel.

8.               Accept a donation of two (2) water tank systems from Self Help Enterprises and the State of California ("donors") for use at Tulare County Fire Stations #3 and #15, with an estimated value of $2,000 each, for a total estimated donation of $4,000.

9.               Approve Momentum Broadcasting’s request to reserve Mooney Grove Park as the venue for Jugfest 2018. Approve an agreement with Momentum Broadcasting for Jugfest 2018 outlining the responsibilities and requirements, subject to review and approval as to form by County Counsel. Direct staff to develop a Tulare County Parks and Recreation Events Policy.

Health & Human Services Agency

10.           Approve an agreement with Kings View Corporation for the provision of Tulare County Warm Line Program in an amount not to exceed $292,084, retroactive from July 1, 2017 through June 30, 2018. Find that the Board had the authority to enter into the proposed agreement as of July 1, 2017, and that it was in the County’s best interest to enter into the agreement on that date.

11.           Approve an agreement with Kings View Corporation for the provision of Projects for Assistance in Transition from Homelessness Program in an amount not to exceed $149,500, retroactive from July 1, 2017 through June 30, 2018. Find that the Board had the authority to enter into the proposed agreement as of July 1, 2017, and that it was in the County’s best interest to enter into the agreement on that date.

12.           Approve an agreement with Kings View Corporation for the provision of South County One-Stop Center to provide mental health services in an amount not to exceed $700,000, retroactive from July 1, 2017 through June 30, 2018. Find that the Board had the authority to enter into the proposed agreement as of July 1, 2017, and that it was in the County’s best interest to enter into the agreement on that date.

13.           Approve an agreement with FoodLink for Tulare County, Inc. for the Nutrition Education and Obesity Prevention program to promote increased fruit and vegetable consumption and physical activity among Supplemental Nutrition Assistance Program eligible population in an amount not to exceed $64,745, effective October 1, 2017 through September 30, 2019.

14.           Approve an Account Set Up Form for the Farmersville Rite Aid Pharmacy under the McKesson 340B Covered Entity/Contracted Pharmacy agreement.

15.           Approve an agreement with Tulare County Superintendent of Schools for the Nutrition Education and Obesity Prevention program to promote increased fruit and vegetable consumption and physical activity among Supplemental Nutrition Assistance Program eligible population in an amount not to exceed $573,458, effective October 1, 2017 through September 30, 2019.

16.           Approve the Tulare County’s 2016 – 2021 System Improvement Plan in compliance with the California Outcomes and Accountability System to improve outcomes for children. Authorize the Health and Human Services Agency Director, or designee, and the Chief of Probation to sign and submit the Tulare County’s 2016 – 2021 System Improvement Plan on behalf of Tulare County Child Welfare Services and Tulare County Juvenile Probation Department to the California Department of Social Services after approval is received from the Tulare County Board of Supervisors. Designate the Tulare County Health and Human Services Agency as the public agency responsible for administration of the Child Abuse Prevention, Intervention, and Treatment, Community Based Child Abuse Prevention, and Promoting Safe and Stable Families programs.

17.           Authorize the Auditor’s Office to increase the balance of the Homeless and Immediate Need Revolving Fund account from $10,000 to $50,000.

Information & Communications Technology

18.           Approve an amendment to Agreement No. 27265 with Level 3 Communications, Inc. to install network infrastructure and provide internet connectivity in an amount not to exceed $206,100, for the time period of September 12, 2017 through September 11, 2020. Authorize the Tulare County Information & Communications Technology Director to sign Quote #5673866.

Probation

19.           Approve an amendment to Agreement No. 26563 with Central Valley Recovery Services, retroactive from July 1, 2017. Find that the Board had the authority to enter into the proposed amendment as of July 1, 2017, and that it was in the County’s best interest to enter into the amendment on that date.

20.           Approve an agreement with the California Office of Traffic Safety for Intensive Probation Supervision for High Risk Felony and Repeat Driving Under the Influence Offenders for the period of October 1, 2017 through September 30, 2018.

21.           Approve an agreement with BI Incorporated for electronic monitoring services for adult probationers, retroactive from July 1, 2017 through June 30, 2018. Find that the Board had the authority to enter into the agreement as of July 1, 2017, and that it was in the County’s best interest to enter into the agreement on that date.

Resource Management Agency

22.           Adopt the Categorical Exemption prepared pursuant to the California Environmental Quality Act (CEQA) and the State CEQA Guidelines (Section 15301, Class 1, Existing Facilities), for the Ledbetter Park Improvement Project – Phase 2. Authorize the Environmental Assessment Officer, or designee, to sign and file the Notice of Exemption with the Tulare County Clerk Recorder. Approve the Plans, Special Provisions, Proposal and Contract (“Bid Documents”) for the construction of the Ledbetter Park Improvement Project – Phase 2. Approve the advertisement for bids of the Ledbetter Park Improvement Project – Phase 2.

23.           Approve an agreement with AECOM Technical Services, Inc. for Engineering Consulting Services for the Traver Community Wastewater System Improvements in an amount not to exceed $395,000, subject to review and approval by County Counsel. Authorize the necessary budget adjustment (4/5ths vote required).

Sheriff/Coroner

24.           Approve an agreement with InTime Services Inc. to provide specialized law enforcement staff scheduling and timekeeping software in an amount not to exceed $77,650, for the period of September 12, 2017 to June 30, 2018.

25.           Approve an amendment to Agreement Nos. 27468, 27469 and 27470 with TASER International, Inc. now doing business as Axon Enterprise, Inc.

26.           Approve an agreement with the Pixley Union School District for providing School Resource Officer services on district campuses in an amount not to exceed $37,901, retroactive from July 1, 2017 through June 30, 2018. Find that the Board had the authority to enter into the proposed agreement as of July 1, 2017, and that it was in the County’s best interest to enter into the agreement on that date.

27.           Approve capital asset purchase of an aircraft monitor in an amount not to exceed $20,000, a Cessna C182 sensor mount in an amount not to exceed $44,500, and 2 dual band radios in an amount not to exceed $11,000. Approve the necessary budget adjustments (4/5ths vote required).

28.           Approve a capital asset purchase of a respirator fit tester in an amount not to exceed $11,000. Approve the necessary budget adjustments (4/5ths vote required).

Solid Waste

29.           Approve the capital asset purchase of one Caterpillar D7E Track Type Tractor in an amount not to exceed$750,000 for the Visalia Landfill.

Workforce Investment Board

30.           Approve an agreement with the State of California Employment Development Department for Workforce Innovation and Opportunity Act Youth programs in an amount not to exceed $2,745,334, retroactive from April 1, 2017 through June 30, 2019. Find that the Board had the authority to enter into the proposed agreement as of April 1, 2017 and that it was in the county’s best interest to enter into the agreement on that date.

31.           Request from the Health and Human Services Agency to ratify and confirm all emergency evacuation orders, and any orders rescinding evacuation orders, issued by the Director of Emergency Services, or his successor, during the period of September 1, 2017 through September 12, 2017 related to the Pier Fire Local Emergency, proclaimed on August 29, 2017. Ratify and confirm the necessary and authority for County Personnel to have evacuated persons and/or property from the areas threatened by the Pier Fire during the period of September 1, 2017 through September 12, 2017 to protect persons and property from imminent threats posed by the wildfire emergency.

32.           Receive a presentation from the Resource Management Agency regarding the 2017 Road Maintenance and Rehabilitation Strategy. Identify road rehabilitation projects to be constructed using revenue from the California Road Maintenance and Rehabilitation Account funding through the Local Streets and Roads Program during Fiscal Year 2017/2018 as RRAA Project 1 and RRAA Project 2 as denoted in the Fiscal Year 2017/2018 County Budget. Include by reference the identified RRAA Project 1 and RRAA Project 2 description, location, schedule and estimated useful life in the 2017/2018 County Budget. Direct staff to submit the identified RRAA Project 1 and RRAA Project 2 information to the California Transportation Commission in accordance with the requirements of the Road Maintenance and Rehabilitation Account guidelines.

33.           Request from the Human Resources and Development Department to approve the following recommendations: 1. Renew the Anthem Blue Cross PPO plan offerings provided by the San Joaquin Valley Insurance Authority (SJVIA) with a 3.3% rate increase; 2. Renew the Kaiser Permanente plan rates with no increase for the $0 and $1000 deductible plans, for the Senior Advantage Plan, and maintain the $10 risk adjustment fee, per employee per month, for all Kaiser plans provided by the SJVIA; 3. Approve participation in the Delta Dental PPO Plan with no increase, and the DeltaCare HMO plan with a 5.37% increase in the dental plan rates; 4. Approve participation in the Vision Service Plan through the SJVIA with an increase of 2% in the vision plan rates; and 5. Approve renewal from Anthem Blue Cross for Employee Assistance Plan services with no rate increase for one year.

34.           Request from the County Administration Office to approve a termination agreement by and among the County of Tulare, the Tulare County Public Facilities Corporation, and The Bank of New York Mellon Trust Company, N.A., relating to $41,375,000 County of Tulare 1992 Certificates of Participation (1992 Financing Project – Series A and B); $58,755,000 County of Tulare 1996 Certificates of Participation (Capital Improvement Program – Series A and B); and $46,438,415.15 County of Tulare 1998 Refunding Certificates of Participation (1998 Series A).
