NOTICE TO THE PUBLIC

Background information has been provided to the Board on all matters listed under the Consent Agenda, and these items are considered to be routine by the Board.  All items under the Consent Agenda are normally approved by one motion.  If discussion is requested by any Board member or member of the public on any item, that item will be removed from the Consent Agenda.

 

Auditor-Controller/Treasurer-Tax Collector

3.               Approve the agreements with the Eastern Tule Groundwater Sustainability Agency for bookkeeping services to be provided by the Auditor, and banking services to be provided by the Treasurer.

4.               Approve Lindsay-Strathmore Memorial District’s request to replace their annual audit with a biennial audit (Unanimous vote required).

5.               Appoint Allison M. Lambert as an At - Large Member to the Tulare County Library Advisor Board for a term ending December 31, 2020.

6.               Ratify the Proclamation recognizing October 2017 as "Italian Heritage" month in Tulare County.

7.               Introduce and waive the first reading of an ordinance amending Section 1-01-1000 of Chapter 1 of Part 1 of the Ordinance Code of Tulare County regarding meetings of the Board of Supervisors. Set the second reading for November 7, 2017.

County Counsel/Risk Management

8.               Approve training on January 17, 2018 for special districts and independent agencies on the topics of basic functions and duties of local agencies.

Resource Management Agency

9.               Authorize the filing of a Notice of Partial Non-Renewal for the following Land Conservation Contract, as provided in the Williamson Act. The request fulfills a condition resulting from one (1) Tentative Parcel Map: WAN 17-017 – Williamson Act Contract No. 9227, Ag Preserve No. 3186, located on both sides of Millwood Drive/State Route 245, 2.6 miles west of Dry Creek Drive, west of Badger (APN 007-220-003), (Karen L. Green) (3.59 acres to be non-renewed as a condition of PPM 17-024) (72.93 acres’ subject to contract amendment). Approve the execution of an amendment to the Land Conservation Contract as a condition of approval for the aforementioned Partial Non-Renewal. Approve the execution of an amendment to one (1) Land Conservation Contract as required by a condition of approval for the following project:  PPM 17-025 - Williamson Act Contract No. 9227, Ag Preserve No. 3186, located on both sides of Millwood Drive/State Route 245, 2.6 miles west of Dry Creek Drive, west of Badger (APN 007-220-001), (Gary T. Holder and Elaine L. Holder) (36.45 acres’ subject to contract amendment).

Sheriff/Coroner

10.           Approve an agreement with the United States Army Corps of Engineers for law enforcement services at Lake Kaweah Recreation Area in an amount not to exceed $37,000, retroactive from April 28, 2017 through September 5, 2017. Find that the Board had the authority to enter into the proposed agreement as of April 28, 2017, and that it was in the County’s best interest to enter into the agreement on that date. Authorize the Department Head, or designee, to sign the Job Hazard Analysis form.

11.           Approve a Memorandum of Understanding between the City of Visalia Police Department and the Tulare County Sheriff’s Office to facilitate the sharing of information between their respective Computer-Aided Dispatch and Records Management Systems.

12.           Request from the Tulare County Employees' Retirement Association to ratify, approve, and adopt the Personnel Resolution to add one full time flex class Accountant I/II/III position for the Retirement Agency effective October 29, 2017.

13.           Request from the General Services Department to approve an amendment to Agreement No. 27894 with Forcum Mackey, Inc. for Phase I of the Countywide Space Improvement & Relocation Project to increase the agreement amount by $219,419.19, from $4,038,386.51 to $4,257,805.70. Increase the original contract time by 81 calendar days for the County Counsel project, with a projected completion date in February 2018, subject to review and approval as to form by County Counsel.
