PUBLIC COMMENT PERIOD

At this time, members of the public may comment on any item not appearing on the agenda.  Under state law, matters presented under this item cannot be discussed or acted upon by the Board at this time.  For items appearing on the agenda, the public is invited to make comments at the time the item comes up for Board consideration.  Any person addressing the Board will be limited to a maximum of three (3) minutes so that all interested parties have an opportunity to speak with a total of fifteen (15) minutes allotted for the Public Comment Period.  At all times, please use the microphone and state your name and address for the record.

2.               Request from Health and Human Services Agency to designate the month of November 2017 as "Adoption Awareness Month" in Tulare County. Support the goals and ideals of National Adoption Awareness Month, including raising public awareness of children in foster care waiting to find permanency and celebrating and honoring all families who adopt.

NOTICE TO THE PUBLIC

Background information has been provided to the Board on all matters listed under the Consent Agenda, and these items are considered to be routine by the Board.  All items under the Consent Agenda are normally approved by one motion.  If discussion is requested by any Board member or member of the public on any item, that item will be removed from the Consent Agenda.

 

Agricultural Commissioner/Sealer

4.               Approve an agreement with the California Department of Food and Agriculture to provide State funding of $222,441.84 to offset costs of providing Navel and Valencia Inspections services for the state Maturity/Freeze program, retroactive from July 1, 2017 through June 30, 2018. Find that the Board had the authority to enter into the proposed agreement as of July 1, 2017, and that it was in the County’s best interest to enter into the agreement on that date.

5.               Approve an amendment to Agreement No. 27646 with the California Department of Food and Agriculture to add an amount of $420,000 from July 1, 2016 through June 30, 2018. Amended Cooperative Agreement No. 16-0342-000-SF No. 1 will go from July 1, 2016 through June 30, 2018 and will be for a maximum amount of $1,580,000. Approve the necessary budget adjustments (4/5ths vote required).

Board of Supervisors

6.               Appoint Kim Gisler as an At-Large Member, and Macy Wilfong as an At-Large Member to the Tulare County Animal Services Advisory Committee for terms ending January 1, 2019.

7.               Reappoint Nancy Pitigliano as Director 2 to the Tulare County Planning Commission for a term ending December 31, 2021.

8.               Reappoint BJ Motko as the Rescue Group Representative to the Tulare County Animal Services Advisory Committee for a term ending January 1, 2021.

9.               Approve sending a letter of support for Lower Tule Groundwater Sustainability Agency’s application to the Category 2 Sustainable Groundwater Planning Grant Program.

County Administrative Office/General Services

10.           Approve the Tulare County Museum Mission and Vision Statement.

11.           Approve the Tulare County Museum Collections Management Policy. Direct staff to initiate implementation of the Tulare County Collections Management Policy.

Clerk of the Board

12.           Waive the second reading and adopt an ordinance amending Section 1-01-1000 of Chapter 1 of Part I of the Ordinance Code of Tulare County regarding meetings of the Board of Supervisors. Direct the Clerk of the Board of Supervisors to publish the ordinance after adoption as required by law.

Fire Department

13.           Approve a capital asset purchase of One (1) 2017 Rosenbauer, 120 GPM FY Type 6 Engine, in an amount not to exceed $125,000. Authorize the Fire Chief, or his designee, to cancel the purchase of Capital Asset No. F00022 for the purchase of One (1) Heavy Duty Truck. Approve the necessary budget adjustments (4/5ths vote required).

Health & Human Services Agency

14.           Review and adopt the Tulare County Council on Child and Youth Development By-Laws as revised by the Council on July 13, 2017.

15.           Approve the Grant Application retroactive from August 30, 2017. Approve the acceptance of funds from an agreement with the National Association of County and City Health Officials for Fiscal Year 2017/2018 to supplement funding for the Tulare County Public Health Branch’s accreditation activities in an amount not to exceed $15,000, as of the effective date of the later signature in the agreement through June 1, 2018. Approve the necessary budget adjustments (4/5ths vote required).

16.           Approve an amendment to a Memorandum of Understanding between the County of Tulare and the California Department of Social Services for allowing TulareWORKs staff to access TALX Corporation’s online employment and income verification system to extend the term of the Memorandum of Understanding, retroactive from September 30, 2017 until it is terminated by either party. Find that the Board had the authority to enter into the amendment as of September 30, 2017, and that it was in the County’s best interest to enter into the amendment on that date.

Sheriff/Coroner

17.           Approve the purchase of and authorize the Purchasing Agent to make payments for the supplies listed below, in the amount totaling $379.76. Range Master uniform shirts Invoice No. 9870 in an amount not to exceed $189.88, retroactive from August 17, 2017. Range Master uniform shirts Invoice No. 10083 in an amount not to exceed $189.88, retroactive from September 8, 2017. Find that the Board had the authority to make the aforementioned purchases as of those dates, and that it is in the County's best interest to have made such purchases on those dates.

18.           Request from the Tulare County Library to waive extended use fees from November 13 until December 30, 2017 for donations to local charities of food and other goods received in the Library. Find and determine that the Library’s Food for Fines Campaign assists in meeting the social needs of the population of Tulare County, in the areas of education, health, and welfare.

19.           Request from the County Administrative Office to review and approve proposed revisions to the County’s Debt Policies to comply with SB 1029.
