6.               Approve sending a letter in support of AB 1804, Berman: California Environmental Quality Act.

General Services Agency

7.               Approve a Portable Hangar Lease Agreement with Tim and Sharon Dickerson for portable hanger space No. 3, located at the Sequoia Field Airport, for a month-to-month term at a rate of $50 per month.

Health & Human Services Agency

8.               Approve an agreement with Aspiranet for the provision of a pre and post adoption services program in an amount not to exceed $130,000, effective July 1, 2018 through June 30, 2019.

9.               Approve a Memorandum of Understanding with Pioneer Home Outreach, Inc. Foster Family Agency to provide services on behalf of Tulare County Child Welfare Services foster children through cooperation, collaboration, and sharing of appropriate information, effective upon Board approval and signature through June 30, 2019.

10.           Approve the Agency Participation Agreement with the Governor's Office of Emergency Services and California Department of Forestry and Fire Protection for the use of SCOUT, the Situation Awareness and Collaboration Tool, effective upon signing and until terminated. Authorize the HHSA Director, or designee, to sign the Agency Participation Agreement as the Agency Head and designate the Emergency Services Manager as the SCOUT Agency Administrator to oversee the implementation and operation of the system.

Human Resources & Development

11.           Approve a side letter agreement with the Service Employees International Union, Local 521 (SEIU) regarding uniforms for Emergency Dispatchers and Fire Inspectors in the Fire Department and Emergency Dispatchers in the Sheriff's Office.    

Information & Communications Technology

12.           Approve an amendment to Agreement No. 27884 with CVIN Vast Networks to purchase business Ethernet service in an amount not to exceed $44,200, for the time period of April 4, 2018 through April 3, 2021.

Resource Management Agency

13.           Approve the maintained mileage for calendar year 2017.  Adopt that the maintained mileage was 2,974.21 miles as of December 31, 2017. Direct the Clerk of the Board to return to the Resource Management Agency a certified copy of the resolution be filed with the State of California Department of Transportation.

14.           Approve the transfer of ownership of Surface Mining Permit and Reclamation Plan (PMR 96-002 and PMR 13-001) from Intermountain Slurry Seal, Inc., a subsidiary of Granite Construction Company, to Blue Stone Rock, LLC, relinquishing Granite Construction Company from any further responsibility originating from said permit, including Conditions of Approval and approved Financial Assurances.

15.           Authorized Zone Change Initiation No. PZC 17-044 (Kaur/Lemon Cove) to proceed as a Zone Change from AE-40 (Exclusive Agriculture - 40 acre minimum) to "O" (Recreation) for the +34,000 sq. ft. site, Assessor's Parcel Number 113-160-026, located on the south side of State Hwy 216, approximately 50 feet west of the intersection with State Hwy 198, one half mile north of Lemon Cove.

16.           Authorize the submission of a Low Carbon Transit Operations Program (LCTOP) application in the amount of $189,405 to the State of California for the installation of Smart Card technology for the County's Tulare County Area Transit (TCaT) services. Approve the LCTOP Certifications and Assurances, and LCTOP Authorized Agent form.

22.           Request from the County Administrative Office to approve the Resolution (Attachment A made a part hereof) adopting the Public Agencies Post-Employment Benefits (Internal Revenue Code Section 115) Trust Administered by Public Agency Retirement Services (PARS). Authorize the Auditor-Controller to transfer $3,000,000 from the Pension Stabilization Trust Fund 593 to PARS for the Section 115 Trust Fund program, to be invested in the PARS conservative model investment portfolio.
