Under state law, matters presented under this item cannot be discussed or acted upon by the Board at this time. Agricultural Commissioner/Sealer
5. Approve an agreement with the California Department of Food and Agriculture for providing state subvention to offset costs of providing Asian Citrus Psyllid detection trapping services in an amount not to exceed $371,210, retroactive from October 1, 2017 through September 30, 2018. Find that the Board had authority to enter into the proposed agreement as of October 1, 2017, and that it was in the County's best interest to enter into the agreement on that date.
6. Approve the Contractor Certification Clause for an agreement with the California Department of Food and Agriculture for Exotic Pest detection trapping services. The Contractor Certification Clause is connected to a previously approved agenda item from which this clause was omitted.
7. Appoint Shawn M. Fox, DOS, Community Member Seat to the First 5 Tulare County for a term ending at the Pleasure of the Board.
8. Appoint James L. Sullins, Member 8 - General Farming Seat to the Agricultural Policy Advisory Committee for a term ending June 30, 2020.
9. Appoint Kevin R. Day, Member 14 - Cooperative Extension Seat to the Agricultural Policy Advisory Committee for a term ending Tenure.
10. Adopt a resolution designating and authorizing the Tulare County Resource Management Agency Director, or his designee, to review, comment on, and take all other related actions pertaining to less than 3 acre conversion exemption applications submitted by CAL FIRE.
Health & Human Services Agency
11. Reaffirm the Proclamation of a Local Emergency due to Drought in Tulare County Resolution No. 2014-0090.
12. Reaffirm the Proclamation of a Local Emergency due to tree mortality in Tulare County Resolution No. 2015-0850.
13. Approve the SJVIA Participation Agreement with the San Joaquin Valley Insurance Authority (SJVIA) for the purpose of participating in the SJVIA health insurance programs (medical, dental, vision and prescription) for eligible employees, retirees, and special districts, retroactive from April 1, 2017 through December 31, 2018. Find that the Board had authority to enter into the proposed agreement as of April 1, 2017 and that it was in the County's best interest to enter into the agreement on that date.

14. Approve a purchase from Insight Public Sector for Lenovo hardware in an amount not to exceed $1,775,000.
15. Approve the Utility Agreement with Southern California Edison (SCE) for the relocation of distribution line facilities for the Bear Creek Road over Rancheria Creek Bridge Project.
16. Approve an amendment of Lease No. 24832 with the State Lands Commission for the Avenue 416 Kings River Bridge. Approve a Lease Quitclaim Deed for Lease No. 24832. Adopt the Categorical Exemption prepared pursuant to the California Environmental Quality Act (CEQA) and the State CEQA Guidelines [General Rule Exemption per Section 15061(b)(3)]. Authorize the Environmental Assessment Officer, or designee, to sign and file the Notice of Exemption with the Clerk-Recorder.
17. Adopt the Categorical Exemption prepared pursuant to the California Environmental Quality Act (CEQA) and the State CEQA Guidelines per Section 15302 Replacement or Reconstruction and Section 15300.4, Application by Public Agencies, for the D129 over Sand Creek Bridge Project. Authorize the Environmental Assessment Officer, or designee, to sign and file the Notice of Exemption with the Clerk-Recorder. Approve the Plans, Special Provisions, Proposal and Contract (Bid Documents) for the Construction of the D129 over Sand Creek Bridge Project. Authorize the Chairman of the Board of Supervisors to sign the Plans. Approve the Advertisement for Bids of the D129 over Sand Creek Bridge Project.

18. Presentation given by the District Attorney's office regarding the Forensic Investigations Unit.
19. Request from the Resource Management Agency to introduce and waive the first reading of amendments to the Ordinance Code of Tulare County (PZC 18-003) as required by the Local Agency Management Program (LAMP) as follows: Pertaining to sections 7-01-1320 through 7-15-1575 regarding minimum lot size, set back, and testing requirements for onsite wastewater treatment systems under the local agency management program. Approve the Ordinance Amendment summaries and direct the Clerk of the Board to publish such summaries and to post a certified copy of the complete ordinance five (5) days prior to the Ordinance Amendment adoption date of April 24, 2018, as required by Government Code Section 25124 et. Seq. Set the Public Hearing for April 24, 2018 at 9:30 a.m. or shortly thereafter as can be heard.
20. Receive a report from the Resource Management Agency on the closeout of the Yokohl Ranch Project. Approve the payment of invoices from Michael Baker International (Planning Review Consultant), in the amount of $28,638.79 for services provided to the Yokohl Ranch Project retroactive from October 1, 2017 through February 22, 2018. Find that the Board had the authority to have the work done as of October 1, 2017 and that it was in the County's best interest to do so. Approve the refund of the balance of funds on deposit ($16,570.16) with the County (with the exception of $3,000 to be returned on or before June 30, 2018) to the Yokohl Ranch Company.
