5.               Approve the California Civil Rights Attachment for an Agreement with the California Department of Food and Agriculture for Exotic Pest detection trapping services. The California Civil Rights Attachment is connected to a previously approved agenda item from which this attachment was omitted.

Board of Supervisors

6.               Adopt a resolution designating and authorizing the Tulare County Resource Management Agency Director, or his designee, to review, comment on, and take all other related actions pertaining to less than 3 acre conversion exemption applications received by CAL FIRE. 

7.               Ratify a Proclamation in Recognition of the Historic Giant Sequoia Legacy Tree.

8.               Approve a letter in support of AB 2727, Flora - Personal income tax credit: firefighters.

9.               Reappoint Marcia Williams, Trustee Seat to the Alta Cemetery District for a term ending January 1, 2022.

13.           Proclaim May 14 - 18, 2018 as Juror Appreciation Week in Tulare County.

Fire Department

14.           Authorize the submission of a grant application for a Department of Forestry and Fire Protection Volunteer Fire Assistance Grant to purchase fire suppression equipment in an amount not to exceed $39,890. Authorize the Fire Chief, or his designee, to sign and electronically submit the grant application.

General Services Agency

15.           Approve an amendment to Agreement No. 27574 with Bernards Bros., Inc. to increase the agreement amount by $49,566 from $52,510,674 to $52,560,240. Authorize the Chairman to sign the Agreement Amendment subject to review and approval as to form by County Counsel.

16.           Approve an agreement with Water Dynamics Inc. to provide operation and testing services for the County of Tulare in an amount not to exceed $278,980.08 per fiscal year, retroactive from October 2017 through June 30, 2019.  Find that the Board had authority to enter into the proposed agreement as of October 2017, and that it was in the County’s best interest to enter into the agreement on that date. Authorize the Chairman to sign the agreement subject to review and approval as to form by County Counsel.

Health & Human Services Agency

17.           Reaffirm the Proclamation of a Local Emergency due to Drought in Tulare County Resolution No. 2014-0090.

18.           Reaffirm the Proclamation of a Local Emergency due to tree mortality in Tulare County Resolution No. 2015-0850.

19.           Approve an agreement with Central Valley Recovery Services, Inc., Mothering Heights for the provision of substance use perinatal residential services in an amount not to exceed $311,900 effective July 1, 2018 through June 30, 2019.

20.           Adopt a resolution proclaiming May 2018 as “National Foster Care Month.”

Resource Management Agency

21.           Approve an amendment to Agreement No. 27079 with Self-Help Enterprises, Inc. (SHE) to extend the term from June 1, 2018 to September 30, 2018 to allow for the completion of the Traver Housing Project.

22.           Authorize the Director of the Resource Management Agency to sign a letter to the U.S. Bureau of Reclamation requesting the initiation of the process of conversion to a long term repayment contract under section 9e of the Reclamation Project Act of 1939 for the Cross Valley Canal.

23.           Approve the short sale of real property located at 33079 Hawthorne Road, Ivanhoe. Approve forgiveness of a County loan in the amount of approximately $21,000. Authorize the Resource Management Agency Associate Director to sign any and all documents pertaining to the short sale.

24.           Approve a 2017/2018 Transit Agreement with the City of Visalia, for the City to provide transit service to County of Tulare residents, in an amount not to exceed $264,458 retroactive from July 1, 2017 through June 30, 2018. Find that the Board had authority to enter into the proposed agreement as of July 1, 2017, and that it was in the County's best interest to enter into the agreement on that date.

25.           Approve an agreement with the City of Woodlake, for the City to provide transit service to County of Tulare residents, in an amount not to exceed $33,846 retroactive from July 1, 2017 through June 30, 2018.  Find that the Board had authority to enter into the proposed agreement as of July 1, 2017 and that it was in the County's best interest to enter into the agreement on that date.

26.           Ratify and approve amendments to Agreement No. 27724 with the California Department of Water Resources for a Drought Emergency Oversight Program Grant. Find that the Board had authority to enter into the amendments as of September 12, 2017 and April 3, 2018 respectively, and that it was in the County's best interest to enter into the amendments on those dates.

27.           Request from the Registrar of Voters to waive the bidding procedures and approve a sole source agreement with Knowink, LLC for the purchase of 120 Electronic Poll Books; 59 Wireless Hotspot Solutions; e-Pulse Connectivity Software; Issue Tracking Software; and Asset Tracking Software; and Annual Software Licenses and Maintenance in an amount not to exceed $243,442 over a five-year period. This purchase is subject to approval of the Poll Pad2 CA ePollbook System by the California Secretary of State. The amount requested for this fiscal year is $178,341.45, which includes 8.5 percent sales tax totaling $13,971.45. Approve the transfer of $178,341.45 from the Elections Trust Fund (533-533-1000-9102) to Registrar of Voters (001-088-2550-8306). Approve the necessary budget adjustments (4/5ths voted required).

28.           Receive a Presentation from the Resource Management Agency on the Tulare County Bridge Improvement Program.

29.           Request from the Resource Management Agency to approve the Categorical Exemption consistent with the California Environmental Quality Act (CEQA) Title 14 California Code of Regulations, Section 15262 (Feasibility and Planning Studies) for the Tulare County-wide Safe Routes to School Plan Phase 2. Authorize the Environmental Assessment Officer, or designee, to sign and file the Notice of Statutory Exemption with the County Clerk. Certify and adopt the Tulare County-wide Safe Routes to School Plan Phase 2 [Grant Number: ATPLNI-5946(149)] as accurate.

30.           Request from the General Services Agency to award the contract for the Visalia Wellness and Recovery Center Project to the lowest responsible bidder, Atkins Bergreen, Inc., in the amount of $632,300. Approve an Additive Alternate for a perimeter fence in the amount of $60,520 to be included in the agreement as separate work to be completed at the direction of the Board. Authorize the Chairman to sign the construction agreement upon receipt of certificates of insurance, bonds, license verification, and contract subject to review and approval as to form by County Counsel.
