3. PUBLIC HEARING: Request from the Resource Management Agency to certify that the Board has independently reviewed and considered the information contained in the Initial Study / Mitigated Negative Declaration, State Clearinghouse Number (SCH #2017121043) and the Mitigation Monitoring Reporting Program pursuant to 14 California Code Regulations, Cal. Code Regulations Section 15070 through Section 15074. That the Mitigated Negative Declaration prepared for the project is applicable to the General Plan Amendment No. GPA 16-005, Change of Zone No. PZC 16-007, Tentative Parcel Map PPM 16-030 and Exceptions PPX 16-030, as complying with the California Environmental Quality Act (CEQA) and the State CEQA Guidelines. Adopt the Planning Commission's recommendation to approve the Initial Study / Mitigated Negative Declaration under CEQA as set forth in Planning Commission Resolution 9418. Determine that there is no substantial evidence that said General Plan Amendment, Zone Change Amendment, Tentative Parcel Map and Exceptions will have a significant effect on the environment; and the Mitigated Negative Declaration reflects the independent judgment of the County and has been completed in compliance with the California Environmental Quality Act of 1970 pursuant to 14 California Code Regulations. Direct the Environmental Assessment Officer of the Tulare Resource Management Agency to file a Notice of Determination with the Clerk-Recorder. Adopt the Planning Commission's recommendations and findings of approval for the General Plan Amendment GPA 16-005, Change of Zone PZ 16-007, Tentative Parcel Map PPM 16-030, and Exceptions PPX 16-030, as set forth in the Planning Commission Resolutions 9419 through 9422. Waive the final reading and adopt the amendment to Ordinance No. 352, the Tulare County Zoning Ordinance. Direct the Clerk of the Board to publish the adopted Ordinance and Amended Zoning Map.

4. Adopt a resolution endorsing the November Water Bond.
5. Ratify a Proclamation in Honor of Peace Officers Memorial Day in Tulare County.
6. Appoint Michele Morrow, Seat 3 -At Large to the Tulare County Mental Health Board for a term ending December 31, 2018.
7. Appoint William P. Bennett, II - Alternative White Area Representative Director Seat to the East Tule Groundwater Sustainability Agency for a term ending at the Pleasure of the Board.
8. Approve the filing of an application for “Greenhouse Gas Reduction Fund” grant program funds. Certify that funds under the jurisdiction of the County of Tulare are available to begin the project. Certify that said applicant will expend grant funds prior to March 30, 2022. Appoint the Chairman as agent of the County of Tulare to conduct all negotiations, execute and submit all documents including, but not limited to applications, agreements, amendments, payment requests, etc., which may be necessary for the completion of the aforementioned project.
9. Approve an amendment to Agreement No. 28137 with Central Valley Business Forms, Inc. to increase the agreement amount by $50,000, from $150,000 to $200,000, retroactive from April 16, 2018 through June 30, 2018. Find that the Board had authority to enter into the proposed agreement as of April 16, 2018, and that it was in the County's best interest to enter into the agreement on that date.
Health & Human Services Agency
10. Approve an amendment to Agreement No. 28256 with Aspiranet to increase the maximum amount of the agreement from $119,250 to $130,000 for provisions of a Pre and Post Adoption Services program retroactive from February, 1 2018 through June 30, 2018. Find that the Board had authority to enter into this proposed amendment as of February 1, 2018 and that it was in the County's best interest to enter into the amendment on that date.
11. Approve an agreement with the California Department of Health Care Services for the School-Based Medical Administrative Activities program in an amount not to exceed $8,449,321, retroactive from July 1, 2017 through June 30, 2020. Find that the Board had authority to enter into the proposed agreement as of July 1, 2017, and that it was in the County's best interest to enter in to the agreement on the date. Authorize the Health & Human Services Agency Director or designee to sign invoices.
12. Approve standardized subaward agreements to downstream State Homeland Security Grant Program (SHSGP) assurances and related County contractual requirements for Fiscal Years 2015, 2016, and 2017 to each of County's SHSGP subrecipients, as determined by the Local Approval Authority in accordance with SHSGP guidelines. These SHSGP subaward agreements are retroactive to October 1, 2015, October 1, 2016, and October 1, 2017, respectively, to cover eligible subrecipient grant expenses from the beginning of the CalOES eligible performance period for each fiscal year. The County's performance period for each grant ends on May 31, 2018, May 31, 2019, and May 31, 2020, respectively. Find that the Board had authority to enter into the Fiscal Year 2015, 2016, 2017, subaward agreements as of October 1, 2015, October 1, 2016, October 1, 2017, and that it was in the County's best interest to enter into the standardized subaward agreements on those dates. Authorize the HHSA Director, or designee, to execute the standardized subaward agreements approved as to form by County Counsel with each subrecipient of State Homeland Security Grant Program funding for Fiscal Years 2015, 2016, and 2017.
13. Approve a 340B Third Party Administrator Pharmacy Services Agreement with NEC Networks LLC, dba CaptureRx (CaptureRx), retroactive from July 1, 2017 through June 30, 2020. Find that the board had authority to enter into the proposed agreement as of July 1, 2017, and that it was in the County's best interest to enter into the agreement on that date.
14. Approve the 340B Contract Pharmacy Services agreement with Rite Aid Headquarters Corporation, retroactive from July 9, 2017 to June 30, 2020. Find that the board had authority to enter into the proposed agreement as of July 9, 2017, and that it was in the County's best interest to enter into the agreement on that date.
15. Approve an agreement with Family Services of Tulare County, for the provision of supportive services including the operation of a youth center for the intervention and prevention of Commercially Sexually Exploited Children in an amount not to exceed $103,284, effective July 1, 2018 through June 30, 2019.
16. Approve an agreement with Family Services of Tulare County to provide direct skill training to high-risk parents in an amount not to exceed $314,511, effective July 1, 2018 through June 30, 2019.
17. Approve an agreement with Family Services of Tulare County for the provision of Supervised Visitation services to families whose children have been placed in out-of-home care in an amount not to exceed $230,931, effective July 1, 2018 through June 30, 2019.
18. Approve an agreement with Family Services of Tulare County for Tulare County Health & Human Services Agency, as the Local Government Agency, to act as the claims processing agent of Medi-Cal Administrative Activities (MAA) claims on behalf of their agency in an amount not to exceed $229,978, effective July 1, 2018 through June 30, 2020. This amount will be received as revenue for the Medi-Cal Administrative Activities claims
19. Approve an amendment to Agreement No. 27765 with Fox Interpreting, Inc., for interpreting services, in an amount not to exceed $228,700, retroactive from July 1, 2017 through June 30, 2019. Find that the Board had authority to enter into the proposed amendment as of July 1, 2017 and that it was in the County's best interest to enter into the amendment on that date.
20. Approve an amendment to Agreement No. 28219 with Parenting Network, Inc. Family Resource Center to increase the maximum amount of the agreement from $275,000 to $281,000 for the provision of a Differential Response Pre and Post Services program, retroactive from February 1, 2018 through June 30, 2018. Find that the Board had authority to enter into this proposed amendment as of February 1, 2018 and that it was in the County's best interest to enter into the amendment on that date.
21. Approve an agreement with Parenting Network, Inc. for Tulare County Health & Human Services Agency, as the Local Government Agency, to act as the claims processing agent of Medi-Cal Administrative Activities (MAA) claims on behalf of their agency, effective July 1, 2018 through June 30, 2020.
22. Authorize the Tulare County Health and Human Services Agency Human Services Branch Director to accept the Housing and Disability Income Advocacy Program Allocation in the amount of $291,046 from the State of California. Approve the agreement with Community Services and Employment Training, Inc. for administration of the Housing and Disability Income Advocacy Program in an amount not to exceed $453,154, effective from July 1, 2018, through June 30, 2020.
23. Authorize the Tulare County Health and Human Services Agency Human Services Branch Director to accept the Healthy CalFresh Initiative Award in the amount of $25,000 from the California Department of Social Services, retroactive from May 1, 2018 through June 30, 2018.

24. Approve an agreement with Insight Public Sector, Inc., to provide licenses and maintenance for Microsoft Office for Tulare County Information & Communications Technology Department in an amount not to exceed $69,750, effective July 1, 2018 through June 30, 2021. Authorize the TCiCT Director to approve change requests not to exceed 10% of the proposed costs.
25. Approve an agreement with Insight Public Sector, Inc., to provide licenses and maintenance for Microsoft Office for Tulare County Health & Human Services Agency-TulareWORKs in an amount not to exceed 597,501, effective of July 1, 2018 through June 30, 2021. Authorize the TCiCT Director to approve change requests not to exceed 10% of the proposed costs.
26. Approve an agreement with Insight Public Sector, Inc., to provide licenses and maintenance for Microsoft Office for Tulare County Auditor in an amount not to exceed $18,000, effective July 1, 2018 through June 30, 2021. Authorize the TCiCT Director to approve change requests not to exceed 10% of the proposed costs.
27. Approve an agreement with VSCE Consulting Group for Construction Management Services for the Transit Operations and Maintenance Facility Project in an amount not to exceed $393,439, subject to review and approval as to form by County Counsel.
28. Introduce and waive the first reading of an ordinance adding section 1-03-1080 to Chapter 3 Part I of the Ordinance Code of Tulare County, pertaining to the delegation of authority to the Tulare County Resource Management Agency Director to acquire interest in real property. Set the second reading for June 5, 2018.
29. Approve the amendment to Agreement No. 27627 with Arrington Watkins Architects, LLC to increase the original contract amount by $133,004 for design services for the Transit Operations and Maintenance Facility project.
30. Approve an agreement with the U.S. Army Corps of Engineers to provide law enforcement services at Lake Kaweah Recreation Areas in an amount not to exceed $38,000, retroactive from April 27, 2018 through September 3, 2018. Find that the Board had authority to enter into the proposed agreement as of April 27, 2018 and that it was in the County's best interest to enter into the agreement on that date.

Direct staff to begin negotiations with top qualified successful bidders, and return with a contract for approval, or a recommendation to reject all bids.
