3.            9:30 A.M. PUBLIC HEARING: Request from the Resource Management Agency to consider water service fee adjustments for the Yettem Zone of Benefit Water System in County Service Area #1 and the Seville Water System for which the County is the court-appointed receiver and determine the official number of written protests received on proposed water service fee adjustments effective September 1, 2019. Close the Public Hearing and, if the number of valid protests is below 50% of the number of property owners, adopt the proposed service fee adjustments effective September 1, 2019.

4.            1:30 P.M. PUBLIC FORUM:  Conduct a public forum in accordance with Government Code Section 7283.1(d). Receive a report from the County Administrative Officer regarding local law enforcement agencies interaction and communication with the United States Immigration and Customs Enforcement in 2018 and receive public comment.

Auditor-Controller/Treasurer-Tax Collector

5.            Approve the purchase of 28 Sheriff replacement vehicles, 4 Probation replacement vehicles, and 1 Health and Human Services Agency replacement vehicle. Authorize payment for those vehicles through the utilization of the County's Vehicle Internal Borrowing Program which is made possible by a loan from the General Fund, not to exceed 36 months.

Board of Supervisors

6.            Appoint Norberto Lara to the District 1 Seat on the Tulare County Veteran Advisory Committee for a term ending January 1, 2022.

District Attorney

7.            Approve an agreement with the United States Department of Justice to participate in the Federal Equitable Sharing program and to allow continued access to Equitable Sharing funds in an amount not to exceed $7,121.55, retroactive from July 1, 2019 through June 30, 2020. Authorize the District Attorney to electronically sign the agreement.

8.            Approve an agreement with the California Office of Emergency Services in an amount not to exceed $822,829, award amount of $724,077 with a $98,752 county match, to provide continuing funding for the Victim/Witness Assistance Program, effective October 1, 2019 through September 30, 2020.

General Services Agency

9.            Approve "South County Detention Facility" as the name for the newly constructed 510-bed jail located in Porterville in accordance with County Administrative Regulation No. 12. Approve the design of the proposed dedication plaque to be installed at the South County Detention Facility.

10.         Approve an agreement with MD Graham and Associates, Inc., to provide real estate brokerage services to the County retroactive from July 1, 2019 through June 30, 2020.

11.         Approve a Hangar Lease Agreement for space in the North Hangar at Sequoia Field Airport with Tim and Sharon Dickerson for a month-to-month term at a rate of $50 per month.

Health & Human Services Agency

12.         Approve an agreement with California State University, Fresno, to provide practical experience for student interns, retroactive from July 1, 2019 through June 30, 2024. There is no cost associated with this agreement.

13.         Approve an agreement with Addiction Research and Treatment Inc., dba BAART for the provision of opioid treatment program services in an amount not to exceed $4,751,000, retroactive from July 1, 2019 through June 30, 2020.

Human Resources & Development

14.         Approve the tentative agreement and authorize such changes to the Memorandum of Understanding between the County of Tulare and the Tulare County Deputy Sheriffs Association, Bargaining Units 13 and 15, for the term of July 1, 2019 through June 30, 2021.

Resource Management Agency

15.         Approve and award the base bid contract to the lowest responsive and responsible bidder, R.J. Berry Jr., Inc. from Selma, California, in the amount of $532,496 for construction of Traver Jacobs Drive Improvements Project. Approve and award the additive alternative bid contract to the lowest responsive and responsible bidder R.J. Berry Jr., Inc. from Selma, California, in the amount of $38,480 for construction of Traver Jacobs Drive Improvements Project. Authorize the Chairman to sign the contract after review and approval as to form by County Counsel and upon receipt of certificates of insurance, bonds and evidence that the contractor possesses a valid State Contractors License. Allow funds for contingencies in the amount $41,048 to cover unexpected construction conditions. Authorize the Director of the Resource Management Agency or his designee to approve contract change orders up to the amount of allowed funds for contingencies.

16.         Authorize the filing of a Notice of Partial Non-Renewal for the following one (1) Land Conservation Contract, as provided in the Williamson Act. The request fulfills a condition of approval resulting from one (1) Lot Line Adjustment: WAN 19-007  Williamson Act Contract No. 14582, Ag Preserve No. 4071, located on the northwest side of Wutchumna Ditch and approximately 450 feet south of Avenue 336, south of Woodlake (APN: 112-020-007) (Vincent Rex Faubel) (1.18 acres to be Non-Renewed as a condition of PLA 19-013) (16.91 acres are subject to contract amendment). Approve the execution of amendment to the Land Conservation Contract as a condition of approval for the aforementioned Partial Non-Renewal.

19.         Request from the County Administrative Office to approve the Memorandum of Understanding with the Local Government Commission for a CivicSpark Fellow from September 10, 2019 through September 9, 2020.

20.         Request from the Auditor-Controllers Office to approve the rate of taxation of the State and County for Fiscal Year 2019/20 to be collected upon the taxable property of the County of Tulare, State of California, at the rate of $1 per $100 of assessed valuation. 21.         Request from the Auditor-Controller's Office to select the highest cost-of-living factor to be used in the 2019/20 Gann Appropriations Limit calculation from these two options: Option 1:  The change in California per capita personal income which was 3.85% for calendar year 2018; or Option 2:  The percentage change in the jurisdictions assessed valuation attributable to local non-residential new construction which was 4.30% for 2018/19.

22.         Request from the County Administrative Office to receive a presentation by Public Financial Management, Asset Management LLC (PFM) regarding the Annual Report for the Millennium Fund Investment Program. Accept the Annual Report for the Millennium Fund Investment Program.

23.         Request from the General Services Agency to receive a presentation regarding the projects completed in Fiscal Year 2018/19 and the proposed Capital Improvement Plan for Fiscal Years 2019/20 to 2023/24. Approve the Capital Improvement Plan for Fiscal Years 2019/20 to 2023/24.
