Board of Supervisors

4.            Appoint Miguel Perez to the Housing Authority Representative Seat on the Tulare County Task Force on Homelessness for a term ending January 1, 2020.

District Attorney

5.            Approve an agreement with the California Office of Emergency Services to provide continuing funding for the Unserved/Underserved Victim Advocacy and Outreach Program in an amount not to exceed $273,488, award amount of $218,750 with a $54,688 county match, retroactive from October 1, 2019 through December 31, 2020. Authorize the Chairman and the County Administrative Officer to sign the Certification of Assurance of Compliance. Authorize the Project Director, Financial Officer, and their designee(s) to sign the Signature Authorization form.

6.            Ratify and approve the Grant Award Agreement for acceptance of grant funding from the Insurance Commissioner of the State of California for the Automobile Insurance Fraud Prosecution Program in an amount not to exceed $180,000, retroactive from July 1, 2019 through June 30, 2020. Ratify and approve the District Attorney's signature on the Agreement. Direct the Clerk of the Board to prepare a certified copy of the resolution for the District Attorney's Office.

7.            Ratify and approve the Grant Award Agreement for acceptance of grant funding from the Insurance Commissioner of the State of California for the Workers Compensation Insurance Fraud Prosecution Program in an amount not to exceed $547,637, retroactive from July 1, 2019 through June 30, 2020. Ratify and approve the District Attorney's signature on the Agreement. Direct the Clerk of the Board to prepare a certified copy of the resolution for the District Attorney's Office.

General Services Agency

8.            Approve seven (7) site specific Solar Power Purchase and Energy Storage Services Agreements with California Solar 1, LLC. to design, engineer, install, operate and maintain photovoltaic power generating systems (PV System) and battery energy storage systems (BESS) at seven county sites (Civic Center East, Government Plaza, Tulare Akers Professional Center, Bob Wiley Detention Facility, Civic Center West, Juvenile Detention Facility, and South County Detention Facility) for the period of twenty five years after the Final Commercial Operation Date, retroactive from August 28, 2018. These agreements are intended to retroactively replace  Agreement No. 28649, which included all seven sites and had an effective date of August 28, 2018. Terminate Agreement No. 28649 with California Solar 1, LLC. to design, engineer, install, operate and maintain  photovoltaic power generating systems (PV System) and battery energy storage systems (BESS) at seven county sites.

9.            Award the contract to Advanced Building Maintenance Inc. for janitorial services in County facilities located outside of the County seat in an amount no to exceed $2,850,000 effective November 1, 2019 through June 30, 2023 with two options to extend for an additional one year period. In accordance with Government Code Section 31000, find these outlying areas are remote from available County employee resources and the County’s economic interests are served by such a contract rather than by paying additional travel and subsistence expenses to existing County employees.

Health & Human Services Agency

10.         Approve the acceptance of funds from the California Department of Public Health (CDPH) California Tobacco Control Program (CTCP) for planning, implementing, and coordinating a comprehensive tobacco control plan in an amount not to exceed $635,425 for Fiscal Year 2019/2020, retroactive from July 1, 2019 through June 30, 2020.

11.         Approve a capital asset purchase of one (1) Cisco Catalyst 2960-XR Switch in an amount not to exceed $19,000 for Fiscal Year 2019/20. Approve a capital asset purchase of a Cisco Kinetic UCS Server Platform in an amount not to exceed $42,000 for Fiscal Year 2019/20. Approve the necessary budget adjustments (4/5th vote required).

12.         Approve an agreement with Central Valley Health Information Exchange and Manifest MedEx to facilitate health information exchange services in an amount not to exceed $6,120, retroactive from October 1, 2019 through June 30, 2020.

Resource Management Agency

13.         Approve the designation of a Two-Way STOP controlled intersection on David Road (LR125D) at Avenue 414, in the community of Orosi. Authorize the installation of STOP signs on David Road at Avenue 414, in accordance with the provisions of Section 2B.04 of the 2014 California Manual on Uniform Traffic Control Devices (CA MUTCD) and Section 22450(c) of the California Vehicle Code (CVC). Approve a Categorical Exemption consistent with the California Environmental Quality Act (CEQA) Title 14 California Code of Regulations (CCR), Section 15061(b)(3) Common Sense Exemption. Find there is no substantial evidence that proposed activity will have a significant effect on the environment and determine the Categorical Exemption is consistent with the CEQA Title 14 CCR, Section 15061(b)(3) Common Sense Exemption, that was prepared for the project reflects the independent judgment of the County and completed in compliance with the CEQA of 1970. Direct the Environmental Assessment Officer of the Tulare County Resource Management Agency, or their designee, to file a Notice of Exemption with the Tulare County Clerk- Recorder.

19.         Receive a status update from the Resource Management Agency on current Transportation Projects. Direct staff to take appropriate action to advance Measure R funded projects.
