2. Receive an update from Health & Human Services Agency on COVID-19 status and response efforts in Tulare County.

4. PUBLIC HEARING: Request from the Health and Human Services Agency to consider proposed fee adjustments for the Public Guardian, Public Health, Health Operations, and Environmental Health Divisions for Fiscal Year 2020/2021. Adopt the recommended fees and implement the fees effective July 1, 2020.

5. Appoint Kevin R. Day to the District 4 Seat on the Fish and Wildlife Commission for a term ending September 4, 2020.
6. Approve a letter opposing the California Department of Fish and Wildlife’s issuance of an Incidental Take Permit impacting water exports in the San Joaquin/ Sacramento Delta and water deliveries from the Central Valley Project and State Water Project.
7. Approve a capital asset purchase of an Onan Quiet Diesel Generator for the Mobile Fire Command Bus, in an amount not to exceed $15,000. Approve the necessary budget adjustments (4/5ths vote required).
Health & Human Services Agency
8. Approve the acceptance of funds from the California Department of Public Health for the COVID-19 crisis response in an amount not to exceed $475,258, retroactive from March 5, 2020 through March 15, 2021. Approve the necessary budget adjustment (4/5ths vote required). Authorize the Tulare County Auditor to establish a Sub-Fund for the deposit of Public Health Emergency Preparedness funds.
9. Approve the acceptance of the County allocation award from the State of California, Department of Housing and Community Development, for the Housing Navigators Program in an amount not to exceed $64,635, effective April 21, 2020 through June 30, 2020. Approve the necessary budget adjustment (4/5ths vote required).
10. Approve the acceptance of the County allocation award from the State of California, Department of Housing and Community Development, for the Transitional Housing Program in the amount of $44,000, effective April 21, 2020 through June 30, 2020. Approve the necessary budget adjustment (4/5ths vote required).
11. Approve an amendment to Agreement No. 29411 with the PAAR Center to increase the value of the agreement by $350,000, for a total amount not to exceed $800,000, to provide offenders recently realigned under state legislature with residential treatment, training services, and outpatient services, and extend the term through June 30, 2021.
12. Approve the Plans, Special Provisions, Proposal and Contract Bid Documents for the construction of the Earlimart Sidewalk Improvements Project. Approve the advertisement for bids for the Earlimart Sidewalk Improvements Project. Affirm the Categorical Exemption filed on October 30, 2017 prepared pursuant to the California Environmental Quality Act (CEQA) and the State CEQA Guidelines General Rule Exemption per Section 15300.4 Application by Public Agencies and Section 15301 Existing Facilities, respectively, for the Earlimart Sidewalk Improvements Project.
13. Authorize the submission of an online grant application on April 30, 2020 to the California State Parks Division of Boating and Waterways for Fiscal Year 2020/21 to purchase two inflatable boats for the Sheriff’s Swiftwater Dive Rescue Team in the amount of $16,437.
