4.            PUBLIC HEARING: Request from Agricultural Commissioner/Sealer to consider the proposed fee changes. Approve the proposed fee schedule, effective July 1, 2020 and approve the new Industrial Hemp Inspections and Permitting Fee, effective April 28, 2020.

5.            PUBLIC HEARING: Request from the Resource Management Agency to consider the proposed fee adjustments as listed in Attachment "A" (2020/2021 Proposed Fee Changes) and Attachment "B" (2020/21 Summary of Proposed Fee Changes). Approve the proposed fees, listed in Attachment "C," effective July 1, 2020.

6.            Reappoint Eric R. Quinley to the District 2 Seat on the Tulare County Water Commission for a term ending April 30, 2022.

7.            Approve a letter in support of a COVID-19 federal response package that provides direct and flexible funding to county governments of all size.

General Services Agency

8.            Approve an amendment to Agreement No. 29317 with Sierra Range Construction to increase the agreement amount by $9,750.97 from $481,910.99 to $491,661.96 for the Three Rivers Museum Restroom Project.

9.            Approve an amendment to Agreement No. 28687 with American Guard Services, Inc. in an amount not to exceed $2,357,602. Approve the necessary budget adjustment (4/5ths vote required).

Health & Human Services Agency

10.         Approve an amendment to Agreement No. 29146 with David E. Kilgore, M.D., for the provision of psychiatric services in an amount not to exceed $454,000 ($227,000 for each Fiscal Year 2019-2020 and 2020-2021), to include Exhibit A-1, Tulare County Mental Health Plan, Quality Management Standards; and to modify Exhibit B, Compensation for Fiscal Years 2019-2020 and 2020-2021, retroactive from July 1, 2019 through June 30, 2021.

11.         Approve an amendment to Agreement No. 29169 with Tulare County Superintendent of Schools in an amount not to exceed $6,000,000 for the provision of mental health services, retroactive from July 1, 2019 through June 30, 2020.

12.         Approve an amendment to Agreement No. 28273 with AllPaid, Inc. (d/b/a “GovPayNet”) (f/k/a Government Payment Service, Inc.) to extend the term of the agreement through June 30, 2021 for the purpose of accepting credit and/or debit card payments.

13.         Approve an amendment to Agreement No. 29228 with the City of Visalia to extend the term of the agreement for the Non-custody Intake Program, in an amount not to exceed $42,345, effective July 1, 2020 through June 30, 2021.

14.         Approve an amendment to Agreement No. 27885 with the County of Inyo to extend the term of the Agreement through June 30, 2021 to provide facilities and services for the detention and/or commitment of juvenile offenders at a rate of $135 per bed per day.

Resource Management Agency

15.         Approve the Measure R Program Supplement to Cooperative Agreement with the Tulare County Association of Governments for the Preliminary Engineering Phase, Right-of-Way Phase, and Construction Phase for the Bridge Preventive Maintenance Program Group 1 Project in an amount not to exceed $140,393.

16.         Approve the Measure R Program Supplement to Cooperative Agreement with the Tulare County Association of Governments for the Preliminary Engineering Phase, Right-of-Way Phase, and Construction Phase for the Bridge Preventive Maintenance Program Group 5 Project in an amount not to exceed $523,836.

17.         Approve an agreement with the State of California, acting by and through the Department of Transportation, for the exchange of Federal Transportation project funds amounting to $887,784 for non-Federal State Highway Funds for Fiscal Year 2019/2020. Accept the $100,000 from the State as matching funds.

18.         Approve a 2019/2020 Transit Agreement with the City of Visalia, in the amount of $501,692 for the City to provide transit service to County of Tulare residents, retroactive from July 1, 2019 through June 30, 2020.
