4.            Approve a letter of support for SB 1532 (Hueso) regarding biomethane procurement by gas corporations.

County Administrative Office

5.            Approve an amendment to Agreement No. 28482 with Provost and Pritchard to increase the amount from $1,725,566 to $1,885,356 to include additional work for the Needs Assessment, Disadvantaged Community Education and Outreach Program, and Disadvantaged Community Project Development tasks as part of the Integrated Regional Water Management grant program.

County Counsel/Risk Management

6.            Approve an amended Joint Powers Agreement creating Public Risk Innovation, Solutions, and Management (PRISM), effective June 30, 2020, to rebrand, restructure and modify language to coincide with current practices. This Amended Joint Powers Agreement will replace and supersede the Joint Powers Agreement creating the CSAC Excess Insurance Authority.

General Services Agency

7.            Approve an amendment to Agreement No. 29350 with MD Graham and Associates, Inc., to provide real estate brokerage services to the County, effective July 1, 2020 through June 30, 2021.

Health & Human Services Agency

8.            Approve an agreement with Sierra Vista Child and Family Services to provide services on behalf of Tulare County Child Welfare Service's foster children.  This will include the care and placement of foster children through cooperation, collaboration, and sharing of appropriate information, retroactive from August 15, 2019 through June 30, 2022.

9.            Approve an amendment to Agreement No. 29175 with Psynergy Programs, Inc. to extend the term of the agreement by six months in an amount not to exceed $2,700,000 ($1,800,000 for Fiscal Year 2019-2020 and $900,000 for fiscal year 2020-2021), modify Exhibit A for the inclusion of an additional residential service facility and one additional outpatient mental health clinic, modify Exhibit B to increase the allocation of the agreement for the additional  six month term, and modify Exhibit B-1 to include the rates for the additional residential service facility, effective May 5, 2020 through December 31, 2020.

10.         Approve a grant agreement with the California Department of Public Health to receive funding in an amount not to exceed $583,404 for public health activities that address gaps in core public health functions, retroactive from February 1, 2020 through June 30, 2023. Approve the necessary budget adjustment (4/5th vote required).

Resource Management Agency

11.         Approve the Final Map for Subdivision Tract No. TSM 16-002, located north of Avenue 396, and west of Road 16, adjacent to the City of Kingsburg (Andersen Village Phase 2). Approve an agreement with Presidio JJR Summerlin 123, LLC to complete all required public improvements for Subdivision Tract No. TSM 16-002 effective upon approval by the Board of Supervisors for the term of 12 months. Accept the road right-of-way dedications for Subdivision Tract No. TSM 16-002 (Andersen Village Phase 2) as shown on the Final Map, subject to road condition and acceptance of public improvements.

12.         Approve the Plans, Special Provisions, Proposal and Contract (“Bid Documents”) for the construction of the Farm 2 Market Routes 2.0 Project 1. Approve the advertisement for bids of the Farm 2 Market Routes 2.0 Project 1. Affirm the Categorical Exemption filed on March 31, 2020 prepared pursuant to the California Environmental Quality Act (CEQA) and the State CEQA Guidelines General Rule Exemption per Section 15300.4 Application by Public Agencies and Section 15301 Existing Facilities, respectively, for the Farm 2 Market Routes 2.0 Project 1.

13.         Request from the Fire Department to introduce and waive the first reading of an ordinance repealing Article 3 of Chapter 5 of Part IV of the ordinance code and replacing Article 3 of Chapter 5 of Part IV of the ordinance code, pertaining to fireworks displays, sales, and use. Set the second reading for May 19, 2020. Direct the Clerk of the Board to publish a summary of the ordinance before the second reading as required by law.

14.         Request from the County Administrative Office to approve a hiring freeze of existing vacant positions and future vacancies, effective May 8, 2020, subject to any meet and confer as required by law. Direct the County Administrative Officer to develop hiring freeze guidelines, regarding communication protocols between departments, the County Administrative Office, and Human Resources & Development; current recruitments; transfers; flex and other promotions; the use of Extra Help employees; and the process for requesting exemptions by May 8, 2020. Authorize the County Administrative Officer to approve exemptions on a case-by-case basis.
