Agricultural Commissioner/Sealer

6.            Approve an agreement with the California Department of Food and Agriculture, to provide funding of $1,125 to offset the costs of providing soil and commodities treatment supervision and/or nematode sampling for the California Department of Food and Agriculture, retroactive from July 1, 2020 through June 30, 2021.

7.            Approve an agreement with the California Department of Food and Agriculture for the Organic Inspections Program in an amount not to exceed $4,550, retroactive from July 1, 2020 through June 30, 2021. 

8.            Approved an agreement with the California Department of Food and Agriculture for the Industrial Hemp Cultivation Program – With Registration in an amount not to exceed $2,000, retroactive from July 1, 2020 through June 30, 2022.

9.            Appoint Therese Woodmansee to the Seat 16 - Family Seat on the Tulare County Mental Health Board for a term ending December 31, 2020.

10.         Approve a letter of support for the Tule River Tribe Fee-to-Trust Application for Gaming Purposes in regards to ensuring the remaining administrative actions of issuing the decision and taking the land into trust is completed as expeditiously as possible.

11.         Approve the amended Conflict of Interest Code adopted by Tulare City School District.

County Administrative Office

12.         Approve an amendment to Agreement No. 27385, with the Superior Court of Tulare County for the provision of County use of Court's Case Management System in an amount not to exceed $290,065.11, effective September 8, 2020 through September 7, 2021.

General Services Agency

13.         Approve an amendment to Lease Agreement No. 28445 with Community Services Employment Training, Inc. to extend the term of the agreement to June 30, 2021 for property located at 12691 Avenue 408, Cutler, retroactive from July 1, 2020 through June 30, 2021.

Health & Human Services Agency

14.         Reaffirm the Proclamation of a Local Emergency due to tree mortality in Tulare County Resolution No. 2015-0850.

15.         Approve an agreement with Quality Group Homes, Inc. to provide services on behalf of Tulare County Child Welfare Service’s foster children, retroactive from July 7, 2020 through June 30, 2022 in the amount of zero dollars

16.         Approve an agreement with Central Valley Recovery Services, Inc. for the provision of Co-Occurring Disorder Program in an amount not to exceed $1,104,171, retroactive from July 1, 2020 through June 30, 2021.

17.         Accept the annual report (January 2019 through December 2019) from the Mental Health Board.

18.         Approve an agreement with Tulare Youth Service Bureau, Inc. for the Maternal Mental Health Program in an amount not to exceed $298,559, retroactive from July 1, 2020 through June 30, 2021.

Information & Communications Technology

19.         Approve the capital asset purchase of Zoom Video Communication Enterprise Licensing in an amount not to exceed $140,000. Approve the necessary budget adjustments (4/5ths vote required).

20.         Approve the capital asset purchase of Microsoft SQL Server 2019 Enterprise Licensing in an amount not to exceed $180,000. Approve the necessary budget adjustments (4/5ths vote required).

21.         Approve an agreement with Novacoast for GroupWise email migration services, in an amount not to exceed $478,348, effective September 2, 2020 through December 31, 2020.

22.         Approve the capital asset purchase of three Cisco Interface Processors in an amount not to exceed $21,000. Approve the necessary budget adjustments (4/5ths vote required).

23.         Approve the capital asset purchase of a Cisco Threat Defense, Malware, and FirePower Bundle in an amount not to exceed $240,000. Approve the necessary budget adjustments (4/5ths vote required).

24.         Approve the capital asset purchase of Microsoft Office 365 Licensing for a one-year term, in an amount not to exceed $1,540,000.  Approve the capital asset purchase of ProofPoint Licensing, in an amount not to exceed $162,000. 25.         Approve an amendment to agreement with the Board of State and Community Corrections to extend the term of the Mental Health Training Grant agreement by one year in an amount not to exceed $56,970, from September 30, 2020 through September 30, 2021.

26.         Approve an agreement with JDT Consultants, Inc. to provide Therapeutic Behavioral Services in an amount not to exceed $500,000 from the date of full execution to June 30, 2021.

Resource Management Agency

27.         Approve an agreement with CalBiogas North Visalia, LLC in connection with an application for an encroachment permit to place an underground pressurized gas pipeline within County right-of-way of Avenue 328, north of the city of Visalia, for the period of September 1, 2020 to September 1, 2045. Adopt the Categorical Exemption prepared pursuant to the California Environmental Quality Act (CEQA) and the State CEQA Guidelines Section 15303: New Construction or Conversion of Small Structures for the placement of the underground pressurized gas pipeline. Authorize the Environmental Assessment Officer, or designee, to sign and file the Notice of Exemption with the Clerk-Recorder.

28.         Approve an amendment to Agreement No. 28458 with California Department of Transportation to extend the term of the agreement to September 13, 2021 to complete the Avenue 80 Railroad Crossing Improvements Project, in the community of Teviston.

30.         Receive a presentation from the County Administrative Office regarding revisions to the County of Tulare CARES Act Funding Plan use of $48,938,000 of the Coronavirus Aid, Relief, and Economic Security Act funds due to the Coronavirus Disease 2019 public health emergency. Approve the necessary budget adjustments (4/5ths vote required).

31.         Request from the General Services Agency to find by at least 4/5 vote that the presence of the COVID-19 virus and resulting infections, illnesses, and deaths in the community constitute an "emergency" within the meaning of Public Contract Code sections 1102, 22035, and 22050, that the emergency makes certain County facility-related repairs and replacements necessary at once without adopting plans, specifications, strain sheets, or working details, or giving notice for bids to let contracts; that the emergency will not permit a delay resulting from a competitive solicitation for bids, and that the action is necessary to respond to the emergency and timely expend available Coronavirus Aid, Relief, and Economic Security (CARES) Act funding. Direct General Services Agency to take any directly related and immediate action required by the emergency, and procure the necessary equipment, services, public works, and supplies for those purposes, without giving notice for bids to let contracts.
