Board of Supervisors

6.            Approve a letter in support of the Setton Pistachio of Terra Bella's Authority to Construct Permit Application for the building permits related to odor reducing corrective measures.

County Administrative Office

7.            Approve an agreement with Self Help Enterprises in an amount not to exceed $50,000 to reimburse the purchase of a well site easement for the community of Weldon.

District Attorney

8.            Approve a Partnership Agreement between the Office of the Tulare County District Attorney and the United States Department of Labor’s Wage and Hour Division, to collaboratively combat human trafficking, effective September 22, 2020 through September 21, 2023. Authorize the District Attorney to sign the Partnership Agreement.

9.            Approve the capital asset purchase of three (3) Microsoft Surface Hubs for the Victim Witness Assistance Center in an amount not to exceed $34,044. Approve the necessary budget adjustments (4/5ths vote required).

General Services Agency

10.         Approve the PG&E Rule 21 Generator Interconnection Agreement for the Solar Project at N. Juvenile Hall, 11200 Avenue 368, Visalia, CA 93291.

11.         Approve the Generating Facility Interconnection Agreement with Southern California Edison for the Solar Project at South County Detention Facility, 1960 West Scranton, Porterville, CA 93257.

12.         Approve the Generating Facility Interconnection Agreement with Southern California Edison for the Solar Project at Tulare-Akers Professional Center, 5300 W Tulare Avenue, Visalia, CA 93277.

Health & Human Services Agency

13.         Approve an agreement with Family Services of Tulare County for Tulare County Health & Human Services Agency, as the Local Government Agency, to act as the claims processing agent of Medi-Cal Administrative Activities claims on behalf of their agency, retroactive from July 1, 2020 through June 30, 2023.

14.         Approve an agreement with Adventist Health Plan, Inc. to provide primary and specialty care medical services to Adventist Health Plan, Inc. enrollees, effective September 22, 2020 until termination by either party.

15.         Approve an agreement with Courage to Change, a Short-term Residential Treatment Program for the provision of intensive mental health services to Tulare County adolescent males in an amount not to exceed $700,000, retroactive from July 1, 2020 through June 30, 2021.

16.         Approve an agreement with Tulare County Superintendent of Schools for the provision of Therapeutic Behavioral Services in an amount not to exceed $1,350,000 ($450,000 per Fiscal Year) retroactive from July 1, 2020 through June 30, 2023. 

17.         Ratify and confirm all emergency evacuation orders, and any orders rescinding evacuation orders, issued by the Director of Emergency Services, or successor, during the period of September 15, 2020 to September 21, 2020, related to the Sequoia Complex Fire Local Emergency, proclaimed on August 28, 2020.

Registrar of Voters

18.         Approve agreements with the following cities:  Dinuba, Exeter, Farmersville, Lindsay, Porterville, Tulare and Woodlake for permanent installation of a Ballot Drop Box, retroactive from September 1, 2020 through August 31, 2025.

19.         Approve a Proclamation declaring September 22, 2020 as "National Voter Registration Day."

Resource Management Agency

20.         Accept the remaining portion of an Irrevocable Offer to Dedicate Real Property on Bradham Drive across Parcel 3 of Parcel Map No. 2817 described in Board of Supervisors Resolution No. 82-2113, recorded in the Office of the Clerk-Recorder. Direct the Clerk of the Board to cause a certified copy of the resolution accepting the Irrevocable Offer to Dedicate Real Property, more particularly described in Attachment C, Legal Description, to be recorded in the Office of the Clerk-Recorder.

Sheriff/Coroner

21.         Approve an agreement with the City of Exeter to provide Sheriff’s Work Alternative Program services to the City of Exeter, effective September 22, 2020 through June 30, 2025.

22.         Approve the capital asset purchase of two vehicles to support the day-to-day operations of the Tulare County Sheriff’s Office Civil Unit, in an amount not to exceed $90,000. Authorize the necessary budget adjustments (4/5ths vote required).

23.         Request from the Human Resources Department to renew the Anthem Blue Cross PPO plan offerings provided by the San Joaquin Valley Insurance Authority. Renew the Kaiser Permanente plans with an increase of 3.18% for the Traditional HMO plan, an increase of 3.05% for the $1,000 Deductible HMO plan, and no increase for the Senior Advantage Plan. Renew participation in the Delta Dental PPO and DeltaCare HMO Plans. Renew participation in the Vision Service Plan.
