Board of Supervisors

4.            Reappoint Richard A Jones Jr. to the District 1 Seat on the Tulare County Fish and Wildlife Commission for a term ending September 4, 2022.

County Administrative Office

5.            Approve a new Administrative Regulation No. 42 establishing policies and procedures regarding telework for county employees, effective October 7, 2020, subject to meet and confer.

District Attorney

6.            Approve an agreement with the California Office of Emergency Services in an amount not to exceed $202,545, with a $67,515 county match, for a total project cost of $270,060 to provide continuing funding for the Violence Against Women Vertical Prosecution Program, effective January 1, 2021 through December 31, 2021. Authorize the Chair and the County Administrative Officer to sign the Certification of Assurance of Compliance. Authorize the Project Director, Financial Officer, and their signature designees to sign the Signature Authorization Form. Recognize the Chair of the Tulare County Board of Supervisors as having authority to submit the application for the Child Advocacy Center Program to the California Governor’s Office of Emergency Services, and as having authority to execute on behalf of the County of Tulare the Grant Subaward, including any extensions or amendments thereof.

7.            Approve an agreement with the California Office of Emergency Services to provide continuing funding for the Unserved/Underserved Victim Advocacy and Outreach Program in an amount not to exceed $228,052, effective January 1, 2021 through December 31, 2021. Authorize the Chair and the County Administrative Officer to sign the Certification of Assurance of Compliance. Authorize the Project Director, Financial Officer, and their signature designees to sign the Signature Authorization Form. Recognize the Chair of the Tulare County Board of Supervisors as having authority to submit the application for the Unserved/Underserved Victim Advocacy and Outreach Program to the California Governor’s Office of Emergency Services, and as having authority to execute on behalf of the County of Tulare the attached Grant Subaward, including any extensions or amendments thereof.

General Services Agency

8.            Authorize the submission of a grant application for funding from the California Department of Parks and Recreation through the Statewide Park Development and Community Revitalization Program to renovate Pixley Park. Authorize the resubmission of the previously submitted grant application for Community Park of Goshen. Delegate authority to the General Services Agency Director, or designee, to represent the Governing Body on all matters regarding the application and project. Approve resolutions of the Board of Supervisors of Tulare County Approving the Application for the Statewide Park Development and Community Revitalization Program Grant Funds.

Health & Human Services Agency

9.            Ratify and confirm all emergency evacuation orders, and any orders rescinding evacuation orders, issued by the Director of Emergency Services, or successor, during the period of September 29, 2020 through October 5, 2020, related to the Sequoia Complex Fire Local Emergency, proclaimed on August 28, 2020.

10.         Approve agreements with the school districts listed for Tulare County Health & Human Services Agency, as the Local Government Agency, to act as the claims processing agent of Medi-Cal Administrative Activities claims on behalf of their participating entities referred to as Medi-Cal Administrative Activities Claiming Units, retroactive from July 1, 2020 through June 30, 2023. The school districts are as follows: Burton Elementary School District; Earlimart School District; Exeter Unified School District; Monson-Sultana Joint Elementary School District; Pixley Union School District; Porterville Unified School District; Strathmore Union Elementary School District;  Sundale Union Elementary School District; Sunnyside Union Elementary School District; Tulare City School District; Tulare Joint High School District; Visalia Unified School District; Woodlake Family Resource Center; Woodlake Unified School District.

11.         Approve the closure of Tulare County Animal Services Division’s office to the public on December 26, 2020. Direct staff to post notices on this closure at the shelter and on the Animal Services website.

12.         Authorize the submittal of the Mental Health Services Act Annual Update Plan for Fiscal Year 2019/2020, retroactive from July 1, 2019 through June 30, 2020, to the Department of Health Care Services and Mental Health Services Oversight and Accountability Commission. Authorize the Tulare County Director of Mental Health and Tulare County Auditor-Controller to sign the County's Certification documents.

Information & Communications Technology

13.         Approve the capital asset purchase of one (1) Cisco Unified Computing System Blade Bundle in an amount not to exceed $165,000. Approve the necessary budget adjustments. (4/5ths vote required).

14.         Approve an agreement with the City of Farmersville to provide radio and communication services effective upon execution by both parties through June 30, 2025.

15.         Approve an agreement with the City of Exeter to provide radio and communication services effective upon execution by both parties through June 30, 2025.

16.         Approve an agreement with the City of Dinuba to provide radio and communication services effective upon execution by both parties through June 30, 2025.

Library

17.         Approve the capital asset purchase of a Radio Frequency Identification Gateway System in an amount not to exceed $215,000. Approve the necessary budget adjustments. (4/5ths vote required).

Resource Management Agency

18.         Modify the Fiscal Year 2021 Tulare County Economic Development budget to allow for expenditures in the amount of $50,000 to assist with public outreach under the Coronavirus Aid, Relief, and Economic Security Act and approve necessary budget adjustment. (4/5ths vote required)

19.         Approve the designation of an All-Way STOP control at the intersection of Avenue 424 and Road 104, just north of the community of Sultana. Authorize the installation of STOP signs on Road 104 at Avenue 424 in accordance with the provisions of Section 2B.07 of the 2014 California Manual on Uniform Traffic Control Devices (CA MUTCD) and Section 22450(c) of the California Vehicle Code (CVC). Approve a Categorical Exemption consistent with the California Environmental Quality Act (CEQA) Title 14 California Code of Regulations (CCR), Section 15061(b)(3) common sense exemption. Find there is no substantial evidence that proposed activity will have a significant effect on the environment and determine the Categorical Exemption is consistent with the CEQA Title 14 CCR, Section 15061(b)(3) common sense exemption, that was prepared for the project reflects the independent judgment of the County and completed in compliance with the CEQA of 1970. Direct the Environmental Assessment Officer to file a Notice of Exemption with the Clerk-Recorder.

20.         Approve the Plans, Special Provisions, Proposal and Contract (“Bid Documents”) for the construction of the East Orange Avenue Pedestrian Crossing Enhancements Project, in the community of East Porterville. Approve the advertisement of bids for the East Orange Avenue Pedestrian Crossing Enhancements Project. Adopt the Categorical Exemption prepared pursuant to the California Environmental Quality Act (CEQA) and the State CEQA Guidelines General Rule Exemption per Section 15300.4 Application by Public Agencies and Section 15301 Existing Facilities, respectively, for the East Orange Avenue Pedestrian Crossing Enhancements Project. Authorize the Environmental Assessment Officer, or designee, to sign and file the Notice of Exemption with the Clerk-Recorder.

21.         Authorize the submission of six (6) applications for funding from Cycle 10 of the Highway Safety Improvement Program with an estimated total project cost of $4,480,800. Authorize the Resource Management Agency Director, or designee, to sign the grant applications. Authorize and direct the Resource Management Agency Director, or designee, to act on the County’s behalf in all matters pertaining to these applications. Authorize and direct the Resource Management Agency Director, or designee, to submit Funds Requests and other program-supporting documentation.
