2.                  PUBLIC HEARING: Request from Resource Management Agency to authorize the submittal of a 2005/2006 Community Development Block Grant Economic Development Over-the-Counter Grant application for funding up to $1,575,000 to provide new construction and infrastructure improvements on Sequoia Field Airport as follows:  Infrastructure Improvements ($1,456,875); and General Administration ($118,125).  Authorize the Chairman, or authorized designee, to execute in the name of the County of Tulare, the Agreement with the State of California, subject to County Counsel review and approval, and so long as said agreement does not substantially differ from prior similar grant agreements previously approved by the Board.  Authorize the County Administrative Officer, or authorized designee, to act on the County's behalf in all other matters pertaining to the application.

3.                  PUBLIC HEARING: Request from Resource Management Agency to adopt the Mitigated Negative Declaration and approve the appeal submitted by Walther Enterprises, Inc. for Special Use Permit No. PSP 04-098 (ZA) to allow the assemblage of people for entertainment purposes (banquet facility), and the sale of alcoholic beverages under an on-sale license in conjunction with the banquet facility on a 27.86 acre parcel in the AE-20 (Exclusive Agricultural - 20 acre minimum) Zone, on the property located on the north side of Avenue 296 (Highway 198), approximately 1,000 feet east of Road 168, east of Visalia.

4.                  PUBLIC HEARING: Request from Resource Management Agency to deny the appeal by Miramonte Sanitation and uphold the Planning Commission's decision to deny Special Use Permit No. PSP 02-028 to allow a solid waste recycling and transfer facility in the AE-20 (Exclusive Agricultural - 20 acre minimum) Zone.

Agricultural Commissioner/Sealer

5.                  Approve an agreement with the California Department of Food and Agriculture to provide State subvention funding to offset costs of enforcement of cotton plowdown regulations, effective February 1, 2006 through March 31, 2006.

 

District Attorney

6.                  Authorization to re-apply for continued grant funding from the Governor's Office of Emergency Services for the Victim/Witness Assistance Center Program in the amount of $281,244.  Authorize the Chairman to sign the Grant Award Face Sheet and Certification of Compliance.

7.                  Authorization to re-apply for continued grant funding from the Governor's Office of Emergency Services for the Special Emphasis Victim Assistance Program in the amount of $110,000 with a County Match of $27,500.  Authorize the Chairman to sign the Grant Award Face Sheet and Certification of Compliance.

Health & Human Services Agency

8.                  Reaffirm Declaration of State of Emergency in the Tulare County New Year's Storm 2006/2007.

9.                  Approve an agreement with the California Department of Health Services for the California Healthcare for Indigents Program (CHIP) funds in amount of $438,525 for Fiscal Year 2005/2006, retroactive to July 1, 2005.

10.             Approve the Memorandum of Understanding with the San Joaquin Valley College for student interns volunteering to gain work experience in their selected fields.

11.             Approve an amendment to Agreement No. 20844 to increase the hourly rate with Dr. Herbert Cruz, M.D. for developing Mental Health medical service policies and procedures relative to our direct services, as well as directing, and evaluating the work of psychiatric staff.

12.             Authorization to apply for Albertsons Corporate Contributions funds in the amount of $5,000 for projects related to health and nutrition, education and youth development hunger relief, volunteerism, and environmental affairs.

13.             Authorize the Purchasing Agent to issue Purchase Order(s) under the FOCUS Program sponsored by Merced County under agreement with SBC Datacomm to provide the telecommunication services necessary to install the previously-purchased telephone system for the Processing Center and network the system to Government Plaza for a total amount not to exceed $285,840.32.

Resource Management Agency

14.             Affirm the 33rd Annual Springville-Sierra Rodeo Parade to be held on April 29, 2006 in the Community of Springville.

15.             Affirm the Jackass Mail Run to be held on April 22, 2006 on State Highway 190 in the Community of Springville.

16.             Approve the Program Supplement with the State of California, Department of Transportation, in the amount of $127,000 for reimbursement of costs associated with construction on Betty Drive/Riggin Avenue from State Route 99 to Road 80 realignment and widening from 2 lanes to 4 lanes.

17.             Authorization to submit an application to the State of California Department of Housing and Community Development for the Workforce Housing Reward Program to fund acquisition of capital assets or the construction of public improvement projects.  Agree that the County will use the funds for eligible capital asset(s) or public improvement(s) in the manner presented in the application as approved the Housing and Community Development and in accordance with the Notice of Funding Availability Program Guidelines and application package.  Authorize the County Administrative Officer, or authorized designee, to act on the County's behalf in all other matters pertaining to the application.  Authorize the Chairman, or authorized designee, to execute the Agreement, subject to County Counsel approval as to form and any and all other documents or instruments necessary or required by Housing and Community Development for participation in the Workforce Housing Reward Program.

18.             Approve the Special Provisions and Contract documents for the advertisement of bids for placing and maintaining traffic stripe paint and pavement markings on County Roads. SET BID OPENING FOR THURSDAY, APRIL 6, 2006 AT 10:00 A.M.

19.             Authorize the purchase and installation of two fixed assets as replacement equipment for an ice machine and a dishwasher for the kitchen at the Bob Wiley Detention Facility.  Approve the necessary budget adjustments.  (4/5th vote)
