3.               PUBLIC HEARING: Request from Resource Management Agency to deny the appeal submitted by Tuttle & McCloskey, Attorneys at Law, representing the City of Dinuba and uphold the Planning Commission's decision to approve Special Use Permit No. PSP 04-110 to allow the conversion of a packing shed/cannery into a setting for special events such as weddings, receptions, and parties to sell alcoholic beverages in conjunction with events on 3.80 acres in the M-1 (Light Manufacturing) Zone located at 2099 E. El Monte Way, on the north side of El Monte Way (Avenue 416) approximately 1,000 feet east of Crawford Street (Road 88) in Dinuba.

4.               PUBLIC HEARING: Request from Resource Management Agency to approve an agreement to install a cogeneration system for the Bob Wiley and Pre-Trial Detention Facilities.  Upgrade the energy management control system, provide energy conservation measures at the detention wastewater treatment facility, and retrofit energy saving lighting at the Juvenile Justice Complex, Bob Wiley and Pre-Trial Detention Facilities.  Concur with staff's findings that this project will not have a significant affect on the environment and that this project is categorically exempt from the California Environment Quality Act pursuant to Guideline Sections 15302 and 15329.  The Environmental Assessment Officer is directed to sign and file a Notice of Exemption with the Tulare County Assessor/Clerk-Recorder.  Find that the anticipated costs of installing the facility lighting, mechanical and building system upgrades will be more than offset by energy savings.  Authorize the Chairman to sign the Agreement with Chevron Energy Solutions Company and the Finance Agreement with Citi-Capital, subject to review and approval by County Counsel.

5.               Appoint Rita Woodard to the Deferred Compensation Committee to fill the Treasurer/Tax Collector seat.

6.               Appoint Greg Hardcastle to the Financial Advisory Committee to fill the Department Head seat for a term ending June 30, 2006.

7.               Appoint Jesus Quevedo to the Community Health Center Board to fill a Consumer - District 4 seat for a term ending April 18, 2010.

8.               Appoint Kevin Marks to the Community Health Center Board as the County Representative.

County Administrative Office

9.               Approve and Ratify the County Administrative Officer's delegated actions regarding Contracts and Personnel/Payroll changes for the month of February 2006.

10.           Adopt the Report to the State of California Department of Transportation on the Revision of Mileage of Maintained County Roads.

Sheriff/Coroner

11.           Authorize the submission of a grant application from the State Department of Alcoholic Beverage Control to enhance enforcement of alcoholic beverage laws in rural Tulare County.

12.           Authorize the submission of an online application from the State Criminal Alien Assistance Program (SCAAP) for reimbursement of jail expenses of illegal aliens.

15.           Request from Health and Human Services Agency to approve the joint CCS/CHDP Plan and Budget Justification for California Children's Services (CCS), Child Health and Disability Prevention (CHDP), and Health Care Program for Children in Foster Care (HCPCFC), retroactive to July 1, 2005 through June 30, 2006 in the amount of $2,884,529, $623,998, and $212,228, respectively.  Authorize the Chairman to sign the Certification Statement required by the State.  Approve the Personnel Resolution adding the following positions:  (3) Children Services Workers; (3) Clerk IIs; (1) Supervising Office Assistant; and (1) Office Assistant IV (Part-time 50%).  Approve the necessary budget adjustments to the Fiscal Year 2005/2006 Budget.  (4/5ths vote)
