2.                  PUBLIC HEARING: Request from County Administrative Office to approve the Issuance of Bonds by the California Statewide Communities Development Authority for the Family Healthcare Network.

3.                  PUBLIC HEARING: Request from Resource Management Agency to receive comments regarding the close-out of Tulare County Community Development Block Grant No. 03-STBG-1853.  Authorize the Chairman, or authorized designee, to sign the final Grantee Performance Report.  Authorize the County Administrative Officer, or authorized designee, to sign the Final Close-out Certification documents.  Authorize the submittal of all signed close-out documents to the State Department of Housing and Community Development.  Adopt CDBG Housing Rehabilitation Participation Guidelines for use in administering the CDBG program and in accordance with CDBG requirements.

Auditor/Controller

4.                  Approve an amendment to Agreement No. 14242 with Canadian Government Inc./American Management Systems (CGI/AMS) for the upgrade of Advantage Financial (AFIN) system from release 2.2 to release 3.5 or greater.  Approve the purchase of additional third party software to run AFIN 3.5 or greater.  Approve an agreement with Affiliated Computer Services (ACS) to provide consulting services for the migration of Advantage Financial from the current version to the upgraded version.  Approve the payment of back maintenance in order to receive the upgraded software free.  Approve the necessary budget adjustments.  (4/5ths vote)

Board of Supervisors

5.                  Reappoint Joanne Ledbetter to the Museum Board for a term ending February 13, 2009.

6.                  Reappoint Jeff Belknap, Susan Halford, and Marcia Williams to the Alta Cemetery District for terms ending March 10, 2010.

 

Child Support Services

7.                  Authorize the Purchasing Agent to exceed the current spending limits and sign the agreement amendment with Sterling Security Service to continue to provide security service for the Department of Child Support Services through the current Fiscal Year ending June 30, 2006.  Authorize the Purchasing Agent to begin a Request for Proposal (RFP) or utilize a similar procedure for this service that will lead to a three-year contract beginning July 1, 2006.

County Administrative Office

8.                  Approve the Second Amendment to Agreement No. 22174 with Jay W. Powell to increase the contract amount by $7,000.68 per month for a total annual amount of $154,803.89 to provide defender services in cases that the Court finds that because of conflict of interest or other reasons, the Public Defender has properly refused to represent a person entitled to assigned counsel.

District Attorney

9.                  Approve an agreement with American Corrective Counseling Services, Inc. to provide continued service to collect payments from Bad Check writer for the restitution to the victim, conduct training on the proper identification of bad check writing, conduct diversion class program for those Bad Check writers who qualify, disburse collected funds monthly to the victims with a detailed voucher of each Bad Check writers payment, and provide the District Attorney's Office a monthly audit report at the time of disbursement of funds.

Health & Human Services Agency

10.             Reaffirm Declaration of State of Emergency in the Tulare County New Year's Storm 2006/2007.

11.             Approve an amendment to Agreement No. 21887 with the Department of Health Services, Cancer Prevention and Nutrition Branch for the California Nutrition Network for Healthy, Active Families Program which promotes wellness in Tulare County by providing education and resources to increase knowledge and awareness of nutrition and physical activity.

12.             Approve an agreement with Global Drug Testing Services to provide drug testing, assignment of group numbers, maintenance of random access call-in, and the input of related data into the system for the Tulare County Recovery Courts.

13.             Approve a "template" Memorandum of Understanding for all subgrantees of the National Bioterrorism Hospital Preparedness Program grant for the purpose of disbursing funds and equipment to various hospitals, clinics, and ambulance companies in order to be prepared for a public health emergency.  Delegate the Memorandum of Understanding authority to the County Administrative Officer for all HRSA MOUs between HHSA/Bioterrorism Program and the subgrantees.

 

 

Probation

14.             Authorize and approve the purchase of a pick-up truck (fixed asset) in the amount of $16,800 to be utilized by the Probation staff to transport paint, supplies, and equipment to community service clean-up sites.  Approve the necessary budget adjustments to the 2005/2006 Juvenile Justice Crime Prevention Act Agency 280 budget.  (4/5ths vote)

Resource Management Agency

15.             Approve the Engineer's Report for proceedings to form Assessment District No. 05-759-VISALIA to pay for the continuing cost of maintenance of the public streets within Subdivision Tract No. 759, located north of the City of Visalia.  Approve the Proposed Boundaries Map and direct the Clerk of the Board to file certified copies with the County Recorder.  Declare the Board's intention to levy and collect assessments.  Approve the form of the notice of public meeting and hearing and ballot, and direct the County Engineer to mail the notice and ballot to each record owner within Subdivision 759.  Direct the County Engineer to post and publish the Notice of Public Meeting and Hearing and receipt of the Engineer's Report in accordance with law.

20.             Authorize the Tulare County Redevelopment Agency to purchase a 3.9 acre portion of property owned by the South Tulare County Veteran's Memorial District for the appraised value of $133,000 using funds from Budget No. SG3-SG3-2200-4324 to construct a dual-purpose stormwater drainage basin/recreation park as a component of the Richgrove Stormwater Drainage, Air Quality Improvement, and Recreation Project.  Authorize the Chairman to sign the Purchase Agreement.  Authorize the necessary budget adjustments. 21.             Request from Resource Management Agency to allow GPI 06-001 (Rancho Sierra) to proceed with a General Plan Amendment application to subdivide an existing golf course facility (114.6 acres) located on both sides of Liberty Avenue (Avenue 264), east of Road 124, south of the City of Visalia into 175 single family residential lots.  Include the entire project area within an Urban Development Boundary.  Change the land use designation of Assessor's Parcel Number 126-170-005, 011, and 025 from Rural Residential to Planned Residential.  Change the land use designation of Assessor's Parcel Number 150-060-008 from Agriculture to Planned Residential.  Change the Policy III B in GPA 81-08 and GPA 92-07 B/C to remove test requiring residential development in conjunction with the existing golf course.

22.             Request from the County Administrative Office to approve the proposed Fire Department organization structure which identifies the Fire Department management and administrative support organization.  Approve the Duty Description/Statement for the employment classification of Fire Department Division Chief.  Authorize the Fire Chief as the Fire Department appointing authority to recruit, review qualifications, and hire three (3) Division Chiefs to complete the approved Executive/Command Staff positions of the Fire Department's management organization.
