1.                  PUBLIC HEARING: Request from Resource Management Agency for the Board to make a tentative decision and direct staff to prepare appropriate resolution with findings for Special Use Permit No. PSP 04-098 (ZA) submitted by Walther Enterprises, Inc. to allow the assemblage of people for entertainment purposes (banquet facility), and the sale of alcoholic beverages under an on-sale license in conjunction with the banquet facility on a 27.86 acre parcel in the AE-20 (Exclusive Agricultural - 20 acre minimum) Zone, on the property located on the north side of Avenue 296 (Highway 198), approximately 1,000 feet east of Road 168, east of Visalia.

2.                  PUBLIC HEARING: Request from Resource Management Agency to deny the appeal submitted by Tuttle & McCloskey, Attorneys at Law, representing the City of Dinuba and uphold the Planning Commission's decision to approve Special Use Permit No. PSP 04-110 to allow the conversion of a packing shed/cannery into a setting for special events such as weddings, receptions, and parties to sell alcoholic beverages in conjunction with events on 3.80 acres in the M-1 (Light Manufacturing) Zone located at 2099 E. El Monte Way, on the north side of El Monte Way (Avenue 416) approximately 1,000 feet east of Crawford Street (Road 88) in Dinuba.

Board of Supervisors

3.                  Appoint Johnny Fajardo to the Community Health Center Board to fill Consumer - District 2 seat.

Health & Human Services Agency

4.                  Accept the design and construction of Microwave Tower and Vault, Lewis Hill as a completed project.  Authorize the Chairman to sign the Notice of Completion and direct the Clerk of the Board to record the Notice of Completion with the Clerk-Recorder's office.

5.                  Authorize the submission of the Local Enforcement Agency Grant Application from the California Integrated Waste Management Board to obtain funding to support solid waste facilities permit and inspection programs.

6.                  Approve the re-establishment of the California Health Initiative Budget Account Fund 005, an interest bearing account, for revenue received as the administrative agent for First 5.  Approve the necessary budget adjustments. (4/5ths vote)

7.                  Approve a Memorandum of Understanding with the Kern Community College for student interns interested in volunteering at Health and Human Services Agency to gain work experience in their selected fields.

8.                  Approve an agreement with Hill's Pet Nutrition, Inc. to provide Tulare County Animal Control Shelter with pet food and pet nutrition educational services through April 8, 2008.

Information Technology

9.                  Request from the Chief Information Technology Officer to approve the move of money from 071-090-2900-2140 to 071-090-2900-7013 to allow for the purchase of a new APC UPS system for the County Data Center to replace the currently aged Emerson UPS.  (4/5ths vote)

Library

10.             Approve a Proclamation declaring April 8, 2006 as Adult Literacy Day in Tulare County.

Probation

11.             Approve an Internet-only application to the U.S. Department of Justice, Bureau of Justice Assistance, Bulletproof Vest Partnership Program on behalf of the Sheriff's Department, District Attorney's Office, and Probation Department to recoup up to 50 percent of the cost of ballistic vests purchased during the 2006/2007 Fiscal Year.

Resource Management Agency

12.             Waive the fees for use of Mooney Grove Park by the Kings/Tulare Area Agency on Aging, Senior Day Picnic on Wednesday, May 17, 2006.

13.             Approve an amendment to Agreement No. 20913 with Omni-Means, Ltd. to increase the total compensation from $620,997.00 to $652,889.75 and amend the scope of services for the Road 108 Widening Project.

14.             Request from the Auditor/Controller to approve an amendment to Agreement No. 14242 with Canadian Government Inc./American Management Systems (CGI/AMS) for the upgrade of Advantage Financial (AFIN) system from release 2.2 to release 3.5 or greater.  Approve the purchase of additional third party software to run AFIN 3.5 or greater.  Approve an agreement with Affiliated Computer Services (ACS) to provide consulting services for the migration of Advantage Financial from the current version to the upgraded version.  Approve the payment of back maintenance in order to receive the most current version free.  Approve the necessary budget adjustments.  (4/5ths vote)

15.             Deliberate and Decide Claim for Refund of Property Taxes by Console Foods, Inc.

16.             Presentation from Health and Human Services Agency, Health Services Branch, on the County Health Status Profiles Report 2006.

17.             Request from Resource Management Agency to allow a request from Mr. Troy Pace of Borges Bros., Inc. (GPI 05-014) to proceed as a General Plan Amendment application of the Ivanhoe Community Plan by expanding the Urban Development Boundary to include the southern 13.28 acres of APN: 108-070-008 & 019.  Change the land use designation from Commercial to Low Density Residential for the northern portion and from Agriculture to Low Density Residential for the southern portion.
