1.               PUBLIC HEARING:   Request from Health and Human Services Agency to adopt the fee established for the issuance of Medical Marijuana Identification Cards to enable patients and primary caregivers proof of their status if they are challenged by state or local law enforcement personnel.  A $100.00 fee has been calculated based on staff salary, office expense, equipment expense, and the State fee.

2.               PUBLIC HEARING:   Request from Resource Management Agency to order the formation of Assessment District No. 05-759-VISALIA, to pay for the continuing cost of maintenance of the public streets within Subdivision Tract No. 759, located north of the City of Visalia.  Levy an assessment in the amount of $339.72 per parcel for Fiscal Year 2006/2007 if the number of "yes" votes exceeds the number of "no" votes.  Approve the Assessment Diagram for Assessment District No. 05-759-VISALIA.  Approve the Proposed Boundaries Map for Assessment District No. 05-759-VISALIA.  Approve the necessary budget adjustments. (4/5ths vote)

Board of Supervisors

3.               Appoint Gene Etheridge to represent District 4 on the Community Services Employment Training Board of Directors.

County Administrative Office

4.               Approve and Ratify the County Administrative Officer's delegated actions regarding Contracts and Personnel/Payroll changes for the month of April 2006.

District Attorney

5.               Authorization to open an outside checking account to be utilized by the Consumer Fraud Unit for undercover operations in order to obtain banking information on individual accounts.

 

Health & Human Services Agency

6.               Authorize the submittal of a regional application to the California Integrated Waste Management Board for the Used Oil Recycling Block Grant (12th Cycle) for Fiscal Year 2006/2007 to fund public education and the collection and recycling of used motor oil and oil filters.  It is the intent of Health and Human Services Agency to bring all related items to the Board for approval prior to the Chairman signing any documents, i.e., agreement, payment requests, and amendments.

7.               Recognize the month of May 2006 as Teen Pregnancy Prevention month on behalf of the Tulare County Teen Pregnancy Prevention Collaborative to increase public awareness about the significant emotional, health and financial consequences of teen pregnancy.

8.               Approve the purchase of two (2) vehicles totaling $52,000 for the TulareWORKs Division to be used by IT technicians repairing and replacing computer equipment throughout the County.  Approve the necessary budget adjustments. (4/5ths vote)

9.               Approve the plans and specifications for expansion of an existing primary stormwater basin and construction of a new dual-purpose secondary stormwater basin/recreation park within the community of Richgrove, as Phase One of the Richgrove Stormwater Drainage, Air Quality Improvement and Recreation Project.  Authorize the Chairman to sign the plans.  Authorize advertisement for bids.

15.           Request from Resource Management Agency to authorize a private/public collaborative between the Goshen Developers (Goshen Development Group) and the Tulare County Resource Management Agency to prepare a General Plan Amendment consisting of an expansion to the Goshen Community Plan Update Study Area Boundary and completions of the Goshen Community Plan Update and Environmental Impact Report, pursuant to the procedures outlined and in keeping with the recommended conditions and any other conditions as determined by the Board.
