Agricultural Commissioner/Sealer
3.
Approve
an amendment to Agreement No. 20159 with Taylor Brothers, Inc., d.b.a. RESCOM,
extending the term of the agreement to cover the period from July 1, 2006
through June 30, 2009 and amend Exhibit B, to provide glassy-winged
sharpshooter treatment.
4.
Approve
the projects recommended by the Tulare County Fish & Game Commission for
the Fiscal Year 2006/2007 and authorize the Agricultural Commissioner/Sealer to
approve disbursement of the funds for these projects upon adoption of the
Fiscal Year 2006/2007 budget for the Fish and Game Fund. Approve the Notice of Exemption pursuant to
the California Environmental Quality Act and the State California Environmental
Quality Act Guidelines. Direct the Clerk
of the Board to file the Notice of Exemption with the County Clerk.
Child Support Services

Authorize
and direct the Purchasing Department to take the necessary actions needed to
purchase the State approved computer switches to replace the computer switches
currently in use by the Department of Child Support Services. Recognize these computer switches as assets as
defined by the County of Tulare. Approve
the necessary budget adjustments.

Approve
an amendment to Agreement No. 22276 with the State of California, Victim
Compensation and Government Claims Board for an increase of $7,606 to the
contract, not to exceed a total of $311,832.
Health & Human Services Agency

Reaffirm
Declaration of State of Emergency in the Tulare County New Year's Storm 2006.
8.
Reaffirm
Declaration of State of Emergency in the Tulare County Winter Storm 2006.
9.
Authorization
to apply for grant funds through the Justice and Mental Health Collaboration
Program through the Department of Justice's Office of Justice Programs' Bureau
of Justice Assistance to increase public safety through innovative cross-system
collaboration for individuals with mental illness who come into contact with
the criminal or juvenile justice systems.
10.
Approve
an amendment to Agreement No. 21628 with George Plumlee, d.b.a. Plumlee's Guest
Home, a licensed augmented board and care facility to extend the term of the
agreement through June 30, 2007.
11.
Approve
an agreement with the California Department of Health Resources and Services
Administration in the amount of $355,709 for hospital preparedness and $841,578
from the Centers for Disease Control's Public Health Emergency Preparedness
Program, retroactive to September 1, 2005.
Authorize the Chairman to sign the Certification Regarding
Lobbying. Approve the fixed asset of a
Nuaire Biological Safety Cabinet for the Public Health Laboratory in the amount
of $10,000. Approve the necessary budget

Approve
a Memorandum of Understanding with the Tulare County Superintendent of Schools
to receive $177,578 for the continued provision of mental health services to
Special Education Pupils pursuant to the requirements of Assembly Bill 3632 for
the 2005/2006 Fiscal Year, retroactive to July 1, 2005. Approve the necessary budget adjustments.

Approve
and award the Request for Proposals for the following contractors for the
immediate startup and delivery of mental health services as detailed in the
Mental Health Services Act Request for Proposal and begin contract negotiations
with these contractors: Turning Point, Inc. One-Stop Center (North); Living
Ministries, Inc., One-Stop Center (South); Turning Point, Inc., Mobile Unit
(North); Kings View Corporation, Mobile Unit (South); and, Families First,
Transitional Supportive Housing.
Authorize the Chairman to sign the agreements, subject to review and
approval by County Counsel. Approval to
begin the initial planning for the Capital and Technology phase of the Mental
Health Services Act.
14.
Approve
and accept the Identified Child Care Priorities for State Preschool, General
Child Care, and Migrant funding submitted by the Tulare County Local Child Care
Planning Council. Authorize the Chairman
to sign the Local Planning Council County Priorities Report Forms.
Resource Management Agency
15.
Approve
an agreement with the California Department of Boating and Waterways in the
amount of $256,932 for Fiscal Year 2006/2007, subject to approval of the
Governor's 2006/2007 budget, for participation in the Boating and Safety and
Enforcement Program. Authorize Resource
Management Agency Director, or his designee, to submit claims for
reimbursement.
16.
Approve
an agreement with the City of Lindsay to authorize the Resource Management
Agency to perform surface maintenance
work on the following two City of Lindsay streets as reimbursable projects for
an estimated cost of $49,500: 1) Hermosa Street from Tulare County/Lindsay City
limits to State Route 65; and 2) Hickory Street from Lafayette Avenue to Page
Avenue.
17.
Approve
the Tulare County Race-Neutral Disadvantaged Business Enterprise Program for
use on federally funded transportation projects. Authorize the Director of Transportation to
sign said program. Authorize the
Director of Transportation to sign and submit all subsequent reports and forms
required pursuant to Caltrans Disadvantaged Business Enterprise Guidelines for
Race-Neutral Disadvantaged Business Enterprise Programs.
18.
Consider
the intent to vacate Dawkins Drive between Balaam Drive and Road 30 in the town
of Waukena. The road is not within
Tulare County's Maintained Road System and is considered to be unnecessary for
present or prospective public use.

Make the supporting findings as contained in the Staff Report supporting
the expenditure of tax increment funds outside of the Redevelopment Project

from Resource Management Agency, Code Compliance Division, Development Services
Branch, to approve a Memorandum of Understanding with the City of Visalia for
joint participation in Administrative Hearing Officer duties for both
jurisdictions to expedite the processing of violation cases.

Request
from Resource Management Agency to support the Tulare County Historical
Society's and California Cultural and Historical Endowment grant application
for the History of Farm Labor and Agriculture project to be funded from the
California Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal
Protection Act of 2004. Approve in
principle the 20 year lease of space to Tulare County Historical Society for
the museum expansion and provision of operations and maintenance of the
facility by the County. Reserve the
funds for the project.

Request
from County Administrative Office to delegate the investment authority for the
Treasury Investment Pool to the Auditor-Controller/Treasurer-Tax Collector per
County Ordinance Section 1-03-2061(d)(1).
Transfer the investment/management of the Liquid Investment Pool (LIP)
from Public Financial Management (PFM) to the Auditor-Controller/Treasurer-Tax
Collector. Approve the modification of
the agreements with Public Financial Management (PFM) and Chandler Asset
Management for each firm to manage approximately 50 percent of the Treasury
Investment Pool, excluding the portion that will be managed by the Auditor-Controller/Treasurer-Tax
Collector, at an annual fee of 0.06 percent of the managed portfolio. Request from Auditor-Controller/Treasurer-Tax
Collector to prepare and present to the Board a statement of investment policy
within 60 days.
