Agricultural Commissioner/Sealer

6.                  Approve an amendment to Agreement No. 22387 with Judy Stewart-Leslie to increase the amount to $210,000 for continuing to provide services as Field Coordinator for the County's Glassy-winged Sharpshooter Area Wide Management Program, effective July 1, 2006 through June 30, 2007.

7.                  Approve an agreement with the California Department of Food and Agriculture to provide State subvention in the amount of $1,900 to offset costs of organic producer registration/inspection during Fiscal Year 2006/2007.

Auditor-Controller/Treasurer-Tax Collector/Registrar of Voters

8.                  Approve an amendment to Agreement No. 20799 with Great West to extend the term of the agreement for five years to provide deferred compensation services as the Sole Provider to Tulare County, effective July 1, 2006.

9.                  Review and accept the Certified Statement of Vote for the June 6, 2006 Primary Election as submitted by the Registrar of Voters for those Offices/Measures for which the Board of Supervisors is the Governing Body.

Board of Supervisors

10.             Ratify Proclamation recognizing the 20th Anniversary of  the Tulare County Youth Conservation Corps.

Child Support Services

11.             Approve a Proclamation to recognize and acknowledge the month of August 2006 as Child Support Awareness Month on behalf of the Tulare County Department of Child Support Services and the California Department of Child Support Services.  Approve employee recognition activities during Child Support Awareness Month for the staff of the Tulare County Department of Child Support for their efforts to ensure that children can count on both parents for the financial, medical, and emotional support they need to be healthy and successful.

County Counsel

12.             Approve a Joint Powers Agreement with the Tulare County Office of Education, College of the Sequoias, and Tulare County School Districts for County Counsel to provide legal services to the schools in Tulare County.

District Attorney

13.             Approve an agreement with the Department of Justice, Bureau of Justice Assistance to accept continued grant funding in the amount of $197,446 for the ACTION Project. Authorize Phil Cline, District Attorney, to sign the Award Agreement.

Fire Department

14.             Allow the submission of a Staffing for Adequate Fire and Emergency Response (SAFER) grant proposal to the U.S. Department of Homeland Security to fund recruitment/retention of volunteers (Paid-Call Firefighters).

Health & Human Services Agency

15.             Reaffirm Declaration of State of Emergency in the Tulare County New Year's Storm.

16.             Reaffirm Declaration of State of Emergency in the Tulare County Winter Storm.

17.             Authorization to apply for and administer the Fiscal Year 2006/2007 State Homeland Security Grant Program funds in the amount of $803,370 to provide for the emergency preparedness to prevent, deter, respond to, and recover from, threats and/or incidents of terrorism.

18.             Authorize the Health and Human Services Agency access to the FBI criminal history database for information used in employment, licensing, or certification purposes.

19.             Approve the Substance Abuse and Crime Prevention Act Annual Plan for Fiscal Year 2006/2007.

20.             Approve and sign the annual Certification Statements for the California Children's Services and the Child Health and Disability Prevention, retroactive to July 1, 2005.

21.             Accept the submission of the Mental Health Annual Report to the State Department of Mental Health for Calendar Year 2005 regarding the needs and performance of the County's mental health system.

22.             Approve an agreement with Blue Cross of California to accept grant funds in the amount of $110,542 for the implementation of the Farmersville Demonstration Project.  Approve the Personnel Resolution adding a new position for a Primary Care Practitioner.

23.             Approve an amendment to Agreement No. 22258 with Deloitte Consulting, LLP to extend the term of the Agreement through June 30, 2007, update Exhibit "A" entitled Summary of Services, update Exhibit "B" entitled Proposed Fees and Invoice Schedule, and add Exhibit "F" entitled Expectations for consultation services to the CalWIN Automation Project.

24.             Approve an amendment to Agreement No. 21583 with RX Relief Pharmacist Specialists  to extend the term of the Agreement through June 30, 2007 in an amount not to exceed $150,000 to provide pharmacists and pharmacy technicians on a temporary basis as substitutes for staff vacancies, vacations, and illnesses.

25.             Approve an agreement with Porterville Unified School District for Tulare County Health & Human Services, as the Local Government Agency, to act as the claims processing agent of Medi-Cal Administrative Activities claims on behalf of their school district, effective July 1, 2006 through June 30, 2008.

26.             Approve an agreement with Terra Bella Union Elementary School for Tulare County Health & Human Services, as the Local Government Agency, to act as the claims processing agent of Medi-Cal Administrative Activities claims on behalf of their school district, effective July 1, 2006 through June 30, 2008.

27.             Approve an agreement with Oak Valley School District for Tulare County Health & Human Services, as the Local Government Agency, to act as the claims processing agent of Medi-Cal Administrative Activities claims on behalf of their school district, effective July 1, 2006 through June 30, 2008.

28.             Approve an amendment to Agreement No. 22526 with Moss Beach Homes d.b.a. Aspira Foster & Family Services, Inc., a Licensed Foster Family Agency to extend the term of the agreement through June 30, 2007 for the purpose of placing minors in an intensive treatment foster care program.

29.             Approve an amendment Agreement No. 22493 with Family Builders Foster Care, Inc., a Licensed Foster Family Agency to extend the term of the Agreement through June 30, 2007 in the amount of $100,000 for the purpose of placing minors in an intensive foster care program.

30.             Approve an amendment to Agreement No. 22635 with Seneca Center to extend the term of the Agreement through June 30, 2007 for the provision of Intensive Day Treatment Services and Specialty Mental Health Services to children ages 6 to 17 years.

31.             Approve an amendment to Agreement No. 21603 with Davis Guest Home, a Licensed Augmented Board and Care Facility to extend the term of the Agreement to June 30, 2007 in the amount of $230,000 to provide basic living and care services to the mentally disabled.

32.             Approve an amendment to Agreement No. 21296 with Crestwood Behavioral Health Inc. PATCH to extend the term of the Agreement through June 30, 2007 in the amount of $135,000 for the provision of Day Treatment Services.

33.             Approve an amendment to Agreement No. 21996 with the County of Stanislaus d.b.a. Stanislaus Behavioral Health Center to extend the term of the Agreement through June 30, 2007 for the provision of medically necessary acute psychiatric inpatient care for Tulare County adults, adolescents and children on a short-term basis.

34.             Approve an amendment to Agreement No. 21165 with Golden State Health Center, Inc. d.b.a. Sylmar Health & Rehabilitation Center to extend the term of the Agreement through June 30, 2007 in the amount of $947,000 to provide stabilization and long-term maintenance for mentally disabled clients of Tulare County.

35.             Approve an amendment to Agreement No. 21715 with Aurora Vista Del Mar Hospital to extend the Agreement to June 30, 2007 in the amount of $200,000 to provide medically necessary acute psychiatric inpatient care to Tulare County residents on a short-term basis.

36.             Approve an amendment to Agreement No. 21273 with Crestwood Behavioral Health, Inc. to extend the term of the agreement through June 30, 2007 in the amount of $615,000 to provide stabilization and long-term maintenance for mentally disabled clients of Tulare County.

37.             Approve an amendment to Agreement No. 22439 with Fred Finch Youth Center, Dual Diagnosis Program for Developmentally Disabled and Emotionally Disturbed Adolescents to extend the term of the agreement through June 30, 2007 in the amount of $150,000 for the provision of Intensive Day Treatment services and Special Mental Health services to children.

38.             Approve an amendment to Agreement No. 19959 with Kaweah Delta Health Care District to delete Section 6.1 (e) (2) County Provision of Psychiatrists and Psychologists and replace with the new Section 6.1 (e) (2) indicated that Kaweah Delta no longer contract with psychiatrists to provide professional fees through this agreement, retroactive to April 1, 2006.

39.             Approve an amendment to Agreement No. 21708 with Tulare Youth Services Bureau, Inc. to extend the term of the agreement through June 30, 2007 in the amount of $3,244,061 to provide mental health, rehabilitative, case management and crisis intervention services to Tulare County adolescents and children.

 

 

40.             Approve amendments to Agreement No. 21585 and 22028 with Sterling Security Services until a bid process can be implemented.  Authorize the Purchasing Agent to exceed his current level of authority and sign an amendment to Purchasing Agreement No. 2470 between Sterling Security Service and the Department of Child Support Services to continue services until a bid process can be implemented.

41.             Approve an amendment to Agreement No. 21668 with Tulare County Hispanic Commission to extend the term of the Agreement through June 30, 2007 for collaboration to maximize resources and improve access to women in need of treatment due to substance abuse.

42.             Approve an amendment to Agreement No. 21777 with Kings/Tulare Area Agency on Aging to accept one-time only monies in the amount of $5,237 to enhance the quality of life for Tulare County Senior Citizens, retroactive to July 1, 2005.

Probation

43.             Approve an amendment to Agreement No. 21731 with the Exeter Union School District to provide Probation Officers for the continued operation of the Campus Probation Officer Program through June 30, 2007.

Resource Management Agency

44.             Approve an agreement with Peninsula Messenger Service for County-wide Courier Services.

45.             Approve the 2006/2007 Transit Agreement with the City of Lindsay to extend the Tulare County Transit service in and around the City of Lindsay.

46.             Approve the 2006/2007 Transit Agreement with the City of Woodlake to provide public transit service to County residents in the Woodlake Service Area.

47.             Approve the 2006/2007 Transit Agreement with the Kings/Tulare Area Agency on Aging to provide senior citizens the opportunity to access various nutrition centers throughout the County.

48.             Approve a new agreement with the County and Water Dynamics for repairs of the County sewer and water systems.  Authorize the Resource Management Agency Director to terminate existing Agreement No. 16886 and any amendments Water Dynamics.

Sheriff/Coroner

49.             Authorization to submit an online application to the Office of Community Oriented Policing Services division of the U.S. Department of Justice for a 2-year COPS Secure Our Schools grant to fund a full-time Deputy to be shared by rural schools in southern Tulare County to nurture a positive image of law enforcement through interaction with students.

50.             Authorization to submit a retroactive grant application to the California Office of Emergency Services for the Residential Substance Abuse Treatment (RSAT) Program for the period of October 1, 2005 through January 31, 2006.

51.             Approve a Memorandum of Understanding with Superior Court to provide basic security services for the period of July 1, 2006 through June 30, 2007.
