13 of Part VI of the Tulare County Ordinance Code pertaining to provision of a
hardship extension of time for termination of a non-conforming use of an
adult-oriented business under the provisions of the Tulare County Ordinance
Code requiring the licensing of Adult Oriented Businesses.

an amendment to Agreement No. 21701 with Tulare County Superintendent of
Schools for the "Great Expectations": Early Head Start Prenatal
Program for Families to set the compensation rates and maximum compensation
amount for October 1, 2005 through September 30, 2006.

Approve
the Memorandum of Understanding between Health and Human Services Agency and
the University of California, Berkeley, Optometric Eye Center for the provision
of retinopathy screening equipment and software, HHSA staff training in its
use, and the processing and interpretation of retinopathy screening cases,
retroactive to May 23, 2006.

Adopt
the Salary Band Compensation Administrative Regulation to formalize the
structure and define the application of the salary band concept.
12.
Approve
an Administrative Regulation to revise policy retaining certain Board jurisdiction
on specified personnel matters and delegating certain personnel transactions to
the County Administrative Officer, the Human Resources and Development
Director, and County Department Heads.
13.
Adopt
the Class Specification of Board Representative I/II. Set Board Representative I salary at grade
421, $34,491-$42,034, and set Board Representative II salary at grade 633,
$37,940-$46,237. Add allocation of two
(2) Board Representative I/IIs, Board of Supervisors. Delete one (1) allocation of Secretary to the
Board, Board of Supervisors and one (1) allocation of Senior Administrative
Assistant, Board of Supervisors. Adopt the Class Specification of County Media
Officer/Analyst and set compensation at grade 248, $56,230-$68,530. Add allocation of one (1) County Media
Officer/Analyst, County Administrative Office.
Delete allocation of one Administrative Analyst, County Administrative
Office.

Approve
the allocation of one additional Assistant County Administrative Officer
(At-will) in the County Administrative Office and delete the existing
allocation of Chief Deputy County Administrative Officer. The Assistant County Administrative Officer
(At-will) classification will be compensated in a salary band of $7,143 to
$10,000.

Approve
a Memorandum of Understanding between Tulare County and San Diego County for
the operation of the Office of Traffic Safety Funded DUI Intervention and
Prevention program. Authorize the
Chairman to sign the Grant Agreement and the Acceptance of Conditions and

Set
a Public Hearing for August 8, 2006 at 9:30 a.m. for placing delinquent County
Service Area No. 1 and No. 2 sewer and water service fee charges on the
2006/2007 Tax Rolls. Approve the Notice
of Public Hearing.

a Public Hearing for August 8, 2006 at 9:30 a.m. for placing delinquent Terra

a Lease Agreement with the Earlimart School District for office space located

19.
Authorize
the commitment and expenditure of Tulare County Redevelopment Agency housing
set-aside funds in the amount of $83,540 from the Cutler-Orosi budget
R04-R04-2000, to be used for an additional housing rehabilitation for the 2004
CDBG Grant No. 04-STBG-1936. Find that
utilizing financial resources for housing rehabilitation work in this community:
(a) is consistent with the adopted Redevelopment Plan for Cutler-Orosi; (b)
implements the affected redevelopment plans by assisting in the eradication of
blight caused by deteriorated and dilapidated housing units; (c) is consistent
with the current Implementation Plan adopted December 1999, pursuant to Health
and Safety Code section 33490; and (d) will directly benefit the unit to be
rehabilitated for persons of low-or-moderate-income. Find that there is no other reasonable and
available means of financing the housing rehabilitation activities and that the
County does not have available funding for this purpose. Request the Tulare County Auditor's Office to
make such payments from the designated account.

the work as complete by American Inc. for Emergency Repairs to the Visalia
Courthouse Cooling and Heating Water Distribution System. Direct the Clerk of the Board to have the
Notice of Completion recorded.

an amendment to Agreement 19875 with the Tule River Indian Tribal Council to
extend the term of the agreement for law enforcement services on reservation
