1.                  PUBLIC HEARING:  Review and receive public comments on the Community Development Block Grant (CDBG) Annual Grantee Performance Reports for Grant No. 03-EDBG-909, 04-STBG-1936, 04-EDBG-638, 05-STBG-1563, and the Program Income Revolving Loan Accounts.  Approve the Annual Grantee Performance Reports and authorize the Chairman of the Board, or authorized designee, to sign the reports for submittal to the State Department of Housing and Community Development.  Review the 2006/2007 potential grant projects list.

2.                  PUBLIC HEARING:   Deny the appeal filed by Mr. Farshad A. Tafti regarding Violation No. V199-032, located at 5390 Avenue 308 in Goshen and uphold the terms of an original Code Compliance Agreement agreed upon at the August 18, 2004 Administrative Hearing:  Further, uphold all liens, fines, and interest on said property.

3.                  PUBLIC HEARING:  Waive the second reading and adopt an Ordinance amending Ordinance No. 352 of the Tulare County Zoning Ordinance pertaining to the regulation of the Adult-Oriented Business uses in designated zones and the repeal of the Interim Adult-Oriented Business Zone, Ordinance No. 3317 and its extension, Ordinance No. 3320.  Approve the summary of the Ordinance and direct the Clerk of the Board to publish such summary within five (5) days and to post a certified copy of the complete Ordinance within fifteen days as required by law.  Approve the Notice of Exemption for the proposed Ordinance and find that adoption of the proposed Ordinance is exempt from the California Environmental Quality Act.

4.                  Request from County Counsel to waive the second reading and adopt an Ordinance adding Section 6-13-1179 to Chapter 13 of Part VI of the Tulare County Ordinance Code pertaining to the provision of a hardship extension of time for termination of a non-conforming use of an adult-oriented business under the provisions of the Tulare County Ordinance Code requiring the licensing of Adult Oriented Businesses.

District Attorney

5.                  Approve an application for continued grant funding from the California Department of Justice, Office of the Attorney General for the Spousal Abuser Prosecution Program in the amount of $66,523, with an in-kind match requirement of $16,631 for a total grant amount of $83,154.  Certify that the grant funds received hereunder shall not be used to supplant expenditures controlled by this body and will hold the Department of Justice harmless from any claims that may arise from the use of grant funds.

Health & Human Services Agency

6.                  Reaffirm the Declaration of State of Emergency in the Tulare County Winter Storm of 2006.

7.                  Approve an agreement with First 5 Tulare County for Tulare County Health & Human Services, as the Local Government Agency, to act as the claims processing agent of Medi-Cal Administrative Activities (MAA) claims on behalf of their Commission, retroactive to July 1, 2006 through June 30, 2008.  Tulare County receives a 4 percent administrative fee.

8.                  Approve an amendment to Agreement No. 21581 with Fresno Care & Guidance to increase day rates as issued by the State to provide stabilization and long-term maintenance for mentally disabled Tulare County clients.

9.                  Approve an amendment to Agreement No. 21580 with the Tulare County Superintendent of Schools for the Early Childhood Success Program to provide early behavioral intervention to address developmental problems, promotes appropriate and positive parenting of young children through early identification of at-risk children, and enhances integration and collaborative efforts between all providers who provide services to children prenatal to age 5, retroactive to July 1, 2005 through June 30, 2006.

10.             Approve an amendment to Agreement No. 21655 with the Porterville Unified School District to provide three (3) Probation Officers for the continued operation of the Campus Probation Officer Program.

Sheriff/Coroner

11.             Approve an amendment to Agreement No. 19540 with Alternative Services, Inc., to provide services for the Residential Substance Abuse Treatment Program, retroactive to July 1, 2006 to June 30, 2007.

Workforce Investment Board

12.             Approve the Tulare County Workforce Investment Board Inc.'s Workforce Investment Act Local Plan Modification Plan Year 2006/2007 for submission to the State of California on July 31, 2006.

14.             Request from County Administrative Officer to approve the contract with Applications Data Systems Incorporated (ADSI) for the Fire Department implementation of their new CAD system and for the Sheriff Department implementation of their new criminal justice system.  Approve the contract with Canyon Solutions for the Public Defender Department implementation of their new criminal justice system.  Approve the contract with Automon for the Probation Department implementation of their new criminal justice system.  Approve the contract with Assessments.com for the Probation Department implementation of their new assessment tool to evaluate internal and community-based programs.  Approve the purchase of software and hardware to accomplish the implementation of all the new criminal justice systems for the Sheriff, Probation, Public Defender, and Fire CAD system, not to exceed $1,916,345.
