2.                  PUBLIC HEARING:   Conduct public hearing for Fire Hazard Abatement Cost Recovery on property throughout the County where owner has failed to abate the hazard within the specified time limits.  Confirm the accounting as modified.  Order that the costs as confirmed be recorded in the office of the Tulare County Recorder.  Order that the Tulare County Auditor place such costs on the County Tax Roll as special assessments against the respective parcels of land.  Adopt the Proposed Notice of Public Nuisance Abatement List.

3.                  PUBLIC HEARING:   Deny the appeal filed by Doreen Caetano-Jungk and Diana Gruber and uphold Resolution No. 8147 of the Planning Commission finding that Western Milling has complied with Condition 70, as required by Special Use Permit No. PSP 03-067 and Resolution No. 8060.

Agricultural Commissioner/Sealer

4.                  Approve an agreement with the State Department of Food and Agriculture for the purpose of regulating maturity and freeze damage of all Navel and Valencia Oranges being processed in the County, retroactive to July 1, 2006 through June 30, 2007.

Board of Supervisors

5.                  Appoint Susan Simon to the Library Advisory Board as the District No. 1 Regular Member for a term ending December 31, 2007.

County Administrative Office

6.                  Approve an amendment to Agreement No. 21795 with the Office of Library Construction for an extension of 24 months through January 27, 2008 for the renovation of the Visalia Library.

 

 

Health & Human Services Agency

7.                  Approve an agreement with Psynergy Programs, Inc. in the amount of $650,000 to provide adult residential services at their licensed adult residential service facility in Nueva Vista to persons with significant mental illness between the ages of 18 and 59.

8.                  Approve an amendment to Agreement No. 22124 with the Department of Health Services, Office of AIDS, Ryan White Title II funds to decrease the amount from $502,245 to $485,505 for year 3.

9.                  Approve an amendment to Agreement No. 22660 with the Department of Health Services, Immunization Branch, to extend the term of the Agreement through June 30, 2007 for providing subvention funds to provide an Immunization Program in Tulare County, retroactive to July 1, 2006.  Approve the necessary budget adjustments. (4/5ths vote)

10.             Authorization to submit a grant application to the Ronald McDonald House Charities for the Central Valley, Inc. for $5,000 to support the Every Child Ready to Read at Your Library Early Literacy Program.

Probation

11.             Approve an amendment to Agreement No. 21718 with Burton School District to extend the term of the Agreement from July 1, 2006 through June 30, 2007 for providing the services of one (1) Probation Officer for the continued operation of the Campus Probation Officer Program.

12.             Approve an amendment to Agreement No. 21658 with the City of Porterville to extend  the term from July 1, 2006 through June 30, 2007 for providing the services of a Probation Officer for the continued operation of the Thunderbolt Delinquency Prevention Program.

Resource Management Agency

13.             Approve an amendment to Agreement No. 20609 with Nickels Payless Stores of Tulare County for the lease of office space for the Agricultural Commissioner's Office located at 250 E. Antelope, Suite L, Woodlake.

Sheriff/Coroner

14.             Approve an amendment to Agreement No. 19540 with Alternative Services, Inc., to provide services for the Residential Substance Abuse Treatment Program, retroactive to July 1, 2006 through June 30, 2007.
