Agricultural Commissioner/Sealer

4.                  Approve an agreement with the California Department of Food and Agriculture in the amount of $102,014 for the purpose of reimbursing the County for cost incurred during the statewide emergency response to the detection of Sudden Oak Death in oak trees throughout California, retroactive to July 1, 2006 through June 30, 2007.

Health & Human Services Agency

5.                  Reaffirm declaration of State of Emergency in the Tulare County Winter Storm.

6.                  Approve an amendment to Agreement No. 21581 with Fresno Care & Guidance to extend the term of the agreement to June 30, 2007 to provide stabilization and long-term maintenance for mentally disabled Tulare County clients, retroactive to July 1, 2006.

7.                  Approve an amendment to Agreement No. 21962 with Tulare County Alcoholism Council, Inc., Mothering Heights to extend the term of the agreement to June 30, 2007 for the provision of alcohol and drug prevention and/or treatment services for Fiscal Year 2006/2007, retroactive to July 1, 2006.

8.                  Approve an amendment to Agreement No. 21995 with Primer Paso Institute, Inc. to extend the term of the agreement to June 30, 2007 for the provision of a drug and alcohol recovery program for Fiscal Year 2006/2007, retroactive to July 1, 2006.

9.                  Approve an amendment to Agreement No. 21707 with Turning Point of Central California, Inc. to provide mental health services to Tulare County adolescents and children for Fiscal Year 2006/2007.

10.             Approve an amendment to Agreement No. 21967 with Tulare County Alcoholism Council, Inc., to extend the term of the agreement to June 30, 2007 for the provision of alcohol and drug prevention and/or treatment services at Pine Recovery Center, New Visions and New Heights Recovery for Fiscal Year 2006/2007, retroactive to July 1, 2006.

11.             Approve an amendment to Agreement No. 21965 with Addiction Research and Treatment, Inc. (ART) d.b.a. BAART to extend the term of the agreement to June 30, 2007 for the provision of a Drug/Medi-Cal Methadone and Drug/Medi-Cal Perinatal Methadone Maintenance Program from July 1, 2006 through June 30, 2007, retroactive to July 1, 2006 in the amount of $1,043,255.

12.             Approve a grant award with Synchrony of Visalia in the amount of $23,200 as recommended by the Tulare County Child Protection Coordinating Council for State Fiscal Year 2006/2007 to promote the safety and well-being of children and families.

13.             Approve the fixed asset purchase of a Nuaire Biological Safety Cabinet in the amount of $10,000 for the Tulare County Public Health Laboratory to protect microbiologists as they handle select agents and other airborne pathogens.

14.             Approve Child Abuse Prevention grant awards from the County Children's Trust Fund with CASA of Tulare County, $10,000; Central California Family Crisis Center, $11,000; Family Services of Tulare County, $13,000; Parenting Network, $8,000; Synchrony of Visalia, $11,000; Tulare County Office of Education, $5,000; Tulare Youth Service Bureau, $11,000; and Woodlake Family Resource Center, $6,000 as recommended by the Tulare County Child Protection Coordinating Council for Fiscal Year 2006/2007.

15.             Authorize submission of the State and Local Assistance Program Application to the California Department of Health Services for the California Healthcare for Indigents Program (CHIP) Funds for Fiscal Year 2006/2007 to help finance the delivery of health care services to low-income individuals not otherwise eligible for state or federally sponsored assistance.

Resource Management Agency

16.             Approve an agreement with the Lindsay-Strathmore Irrigation District and Styrotek, Inc., for the transfer and conveyance of Class I Water.  Authorize the Resource Management Agency and Dennis R. Keller to take necessary actions to comply with the provisions of the agreements.

17.             Authorize the purchase of one (1) air street sweeper in the amount of $147,879 to be used as a storm water/air quality project dust and sediment control vehicle for the Richgrove Project Area Community Improvement Program; one (1) bin truck in the amount of $102,960 to provide more efficient operations at the land fills; and one (1) metal building in the amount of $96,536 to cover the snow removal equipment at the Camp Nelson Road Yard.  Approve the necessary budget adjustments.  (4/5th votes)

18.             Approve the lease agreement between Hyde Rentals and the Health and Human Services Agency for approximately 2,916 square feet of office space at 3530 W. Mineral King, Suite E in Visalia to house the Public Guardian program staff.

19.             Authorize submittal of an application to the Department of Housing and Community Development, in response to the 2006 Notice of Funding Availability, for an allocation of funds not to exceed $800,000 of Home Investment Partnerships Program funds to implement an Owner-Occupied Housing Rehabilitation Program in the unincorporated communities of Tulare County.  Authorize the waiver of building permit fees of $8,000 which is consistent with the County's Adopted Housing Element Program.  Agree that, if the application for funding is approved, the County hereby agrees to use HOME funds for eligible activities in the manner presented in this application as approved by Housing and Community Development.   Authorize the Chairman of the Board, or authorized designee, to act on behalf of the County, to execute the application, the Standard Agreement, subject to County Counsel approval as to form, and any and all other documents or instruments necessary or required by U.S. Department of Housing and Urban Development or Housing and Community Development for participation in the HOME Program.  Adopt HOME housing Rehabilitation Participation Guidelines for use in administering the HOME program.

ADJOURN AS THE TULARE COUNTY BOARD OF SUPERVISORS AND

CONVENE AS THE TULARE COUNTY REDEVELOPMENT AGENCY

20.             Authorize the commitment of Tulare County Redevelopment Agency housing set-aside funds in the amount of $50,000 from the Richgrove Redevelopment Project Area (SG4-SG4-2000) as local leverage for the 2006 Home Investment Partnerships Program (HOME) grant application, which, if funded, would rehabilitate approximately seven (7) substandard residence of income-eligible households in the unincorporated communities of Tulare County.  Find that leveraging financial resources to achieve the greatest return possible for these communities: (a) is consistent with the adopted Affordable Housing Components of the Redevelopment Plans for areas mentioned above; (b) implements the affected redevelopment plans by assisting in the eradication of blight caused by vacant or empty lots, and deteriorated and dilapidated housing units; and (c) is consistent with the affected implementation plans adopted pursuant to Health and Safety Code section 33490.  Find that there is no other reasonable available means of financing local match/leverage, and that the County does not have available funding for this purpose.

21.             Award a construction contract for the Richgrove Stormwater Drainage, Air Quality Improvement and Recreation Project - Phase 1, to Dunn's Sand, Incorporated in the amount of $756,579.  Approve a Memorandum of Understanding (MOU) between the Tulare County Redevelopment Agency and the County of Tulare for reimbursement of the cost for hauling excavated materials from the Richgrove site to the Earlimart Land Fill for use as landfill closure materials.  Authorize the Chairman to sign the construction contract upon receipt of certificates of insurance, bonds, evidence that the contractor possess a valid State Contractor's License, after review and approval as to form by County Counsel and the MOU.

24.             Request from Resource Management Agency to set a Public Hearing for August 29, 2006 at 9:30 a.m to receive public comment regarding the Board's intent to consummate the purchase of real property located south of 5961 South Mooney Boulevard in Visalia from George and Susan Lucas.  Instruct the Director of the Resource Management Agency, or his designee, to publish the Notice of Intent to purchase real property in the Visalia Times-Delta once a week for three consecutive weeks pursuant to Government Code Sections 25350 and 6063.  Authorize County Counsel to sign for approval of the Preliminary Title Report.

25.             Request from Resource Management Agency to set a Public Hearing for August 29, 2006 at 9:30 a.m. to receive public comments regarding the Board's intent to consummate the sale of real property located on Avenue 412 (Sierra Way) near the City of Dinuba, to the Dinuba Unified School District.  Direct the Resource Management Agency Director, or his designee, to publish the Notice of Intent to sell real property pursuant to Government Code Sections 25365 and 6061.

26.             Request from Resource Management Agency to approve a resolution to place the Draft 2006 Half-Cent Transportation Sales Tax Measure Expenditure Plan and Use Tax Ordinance on the November 7, 2006 ballot and authorize the transfer of appropriations from contingency not to exceed $100,000 for ballot printing costs.
