3.                  PUBLIC HEARING: Consider placing delinquent sewer service charges including a delinquent penalty and the Auditor's collection charge on the 2006/2007 Tax Rolls for the Terra Bella Sewer Maintenance District.

4.                  Approve Tentative Subdivision Map Tract 778 submitted by Casey Hollnagel for developing a single family residential subdivision of 4.67 acres into eight residential lots, one well lot and one ponding lot for a total of 10 lots in the R-A-12.5 (Rural Residential - 12,500 sq. ft. minimum) Zone on property located on the north side of Avenue 393, 600 feet west of Road 34, southeast of Kingsburg, subject to the conditions recommended by the Planning Commission in Resolution No. 8161.  Adopt the findings set forth in Planning Commission Resolution No. 8161.  Find there is no substantial evidence that said Tentative Subdivision will have a significant effect on the environment and determine that the Environmental Impact Report prepared for the Kings River Plan adequately addresses Tentative Subdivision No. TM 778 in compliance with the California Environmental Quality Act and the State Guidelines for the Implementation of the California Environmental Quality Act of 1970, as amended.  Direct the Clerk of the Board to return the Notice of Determination to the Resource Management Agency for future filing with the County Clerk.

7.                  Approve and ratify the County Administrative Officer's delegated actions regarding Contracts and Personnel/Payroll changes for the month of July 2006.

8.                  Approve the Tulare County Mental Health Board By-Laws as approved on May 2, 2006 by the Mental Health Board membership.

Resource Management Agency

9.                  Approve and authorize the Chairman to sign the 2006 Federal Transit Administration Certifications and Assurances as required for Federal Transit Administration Assistance Programs and annual re-submittals of the document.

10.             Approve an amendment to Lease Agreement No. 22069 with the City of Dinuba for approximately 7,618 square feet of office space at 199 N. L Street in Dinuba for the Workforce Investment Board's Dinuba Employment Connection operation.

11.             Presentation given by the Tulare County Workforce Investment Board regarding an update on the status of the 2006 Career Connection Summer Youth Project.

12.             Request from Resource Management Agency to allow a request from Ms. Donna Shamley of Roberts Engineering for Mr. and Mrs. Jeff Kurz, GPI 05-007 (Kurz) to file a General Plan Amendment application to change the Strathmore Community Plan Land Use Designation from Low and Medium Density Residential to Industrial on three parcels located at 19560 Taylor Road, on the southeast corner of Taylor Road and Avenue 196, Strathmore with the requirement of a traffic study to determine the impacts of trucks on surrounding roads and that the zone change includes the Site Plan Review overlay zone.

13.             Request from Resource Management Agency to provide an informational update regarding Project Review, Building Inspection, Permit Center, and Code Compliance activities of the Resource Management Agency Development Services Branch.

14.             Request from Resource Management Agency to consider and discuss the relocation of the Motor Pool Facility and provide directions to Resource Management Agency staff.
