Request
from Resource Management Agency to receive public comments regarding the
Board's intent to consummate the sale of real property located on Avenue 412
(Sierra Way) near the City of Dinuba, to the Dinuba Unified School
District. Approve the purchase and sale
agreement. Direct the Resource
Management Agency Director, or his designee, to file a Notice of Exemption with
the Clerk/Recorder. Authorize the
Chairman or his designee to execute the Purchase and Sale Agreement and Grand
Deed upon presentation. Authorize County Counsel to approve and execute all
additional documents to consummate this sale of County Property.

Approve
the rate of taxation of the State and County for Fiscal Year 2006/2007 to be
collected upon the taxable property of the County of Tulare, State of
California, at the rate of $1 per $100 of assessed valuation. Approve that taxes be levied and direct they
be collected upon each $100 valuation of the taxable property of the unitary
and operating non-unitary property of the County of Tulare, State of
California, as computed pursuant to the provisions of law. Approve that taxes be levied and direct they
be collected upon each $100 valuation of the taxable property of the several
school districts and said County, for raising the necessary amount of paying
bonds and interest on the bonds and for special purpose of said school
districts. Approve that Special
Districts Tax Rates be levied and direct they be collected upon each $100
valuation of the taxable property of the various districts. Approve and accept the statement of the
valuation of the property in Tulare County as compiled by the County Auditor
and filed with this Board. Direct the
Clerk of the Board to enter said compiled statement upon the minutes of this
Board.

County Counsel
15.
Accept
the Order Granting Writ of Mandate dated May 12, 2006 in the matter of Valley
Citizens for Water v. County of Tulare, et al, Tulare County Superior Court
Case No. 05-215123. Rescind Tulare
County Board of Supervisors Resolution No. 2005-0300 certifying and approving
the Final Environmental Impact Report for the Kaweah South Project (SCH
#2002-051039) as being in compliance with the California Environmental Quality
Act; adopting project findings; a mitigation monitoring and reporting plan, and
a statement of overriding considerations; and approving surface mining permit
and reclamation plan (PMR 02-002). Refer
the Final Environmental Impact Report to the Tulare County Environmental
Assessment Officer for revision in compliance with the Order Granting Writ of
Mandate. Retain jurisdiction for
consideration of the application for the discretionary permit and direct the
Resource Management Agency to set and notice a public hearing in front of the
Board of Supervisors for consideration of the revised Draft Environmental
Impact Report, proposed revised Final Environmental Impact Report and the
application for a surface mining permit and reclamation plan for the Kaweah
South Project by the Kaweah River Rock Company.
16.
Appoint
Brian Frohmuth to the Board of Directors of California State Association of
Counties Excess Insurance Authority as the County's primary representative and
to the California State Association of Counties Excess Insurance Authority
General Liability II Committee.
17.
Waive
the second reading and adopt the proposed Ordinance adding Chapter 9,
consisting of Sections 02-09-1000 through 02-09-1025, to Part II of the
Ordinance Code of Tulare County, pertaining to prohibited marking or posting of
any sign, notice or similar posting on any County property, and exceptions to
such.
Health & Human Services Agency
18.
Approve
an amendment to Agreement No. 17630 with Lifestar Ambulance Service and the
City of Tulare to extend the term of the agreement for the provision of
ambulance services in Tulare County, retroactive to July 1, 2006 through June
30, 2009.
Resource Management Agency
19.
Accept
the Irrevocable Offer to dedicate real property that was offered for dedication
for a 60 foot wide alignment of County Road LR127D (Sierra View Road)
intersecting Avenue 320 north of Visalia through Parcel 2 of Parcel Map No.
3535 filed on July 6, 1987 in Book 36 of Parcel Maps on Page 38 in the office
of the Tulare County Recorder . Direct
the Clerk of the Board to cause a certified copy of the resolution accepting
the Irrevocable Offer of Dedication to be recorded in the office of the Tulare
County Recorder.

Transportation, Inc. for the management and operation of Tulare County Area
Transit services.

Request
from Resource Management Agency to allow a request from Ms. Donna Shamley of
Roberts Engineering for Mr. and Mrs. Jeff Kurz, GPI 05-007 (Kurz) to file a
General Plan Amendment application to change the Strathmore Community Plan Land
Use Designation from Low and Medium Density Residential to Industrial on three
parcels located at 19560 Taylor Road, on the southeast corner of Taylor Road
and Avenue 196, Strathmore with the requirement of a traffic study to determine
the impacts of trucks on surrounding roads and that the zone change includes
the Site Plan Review overlay zone.
