Auditor/Controller

1.                  Authorize the Tax Collector to offer for sale by agreement on March 31, 2007 the tax-defaulted property located on APN 073-024-024-000 subject to the power to sell pursuant to Chapter 8 of Part 6 of Division 1 of the California Revenue and Taxation Code.  Authorize the Tax Collector to sell said property to Tulare County Redevelopment Agency per Resolution No. RA 2006-01.

2.                  Ratify Proclamation honoring United Way of Tulare County on the occasion of its 20th Anniversary.

3.                  Ratify Proclamation honoring Community Services Employment Training on the occasion of its 30th Anniversary.

4.                  Ratify Proclamation honoring Scottish Society of Central California.

5.                  Ratify Proclamation commemorating dedication of the new Tulare & Kings Counties Builders Exchange Headquarters on Lovers Lane.

6.                  Appoint Ed Murray - District 1, Jeffrey Nelson - District 2, Stuart Morse - District 3, Rex Clark - District 4, and James Crew - District 5 to the Fish and Game Commission for terms ending September 4, 2008.

7.                  Approve the Letter of Support to Congressman Devin Nunes regarding the water rights negotiations between the Tule River Tribe, the Federal Government, and neighboring downstream stakeholders that would fund a feasibility study to determine the best location and design for a water impoundment facility and delivery system.

8.                  Approve the Resolution to call an Election to fill the position of the Second Member on the Board of Retirement for the three (3) year term commencing January 1, 2007, and adopt the election procedures.

9.                  Approve the Resolution to call an Election to fill the position of the Seventh Member on the Board of Retirement for the three (3) year term commencing January 1, 2007, and adopt the election procedures.

 

Health & Human Services Agency

10.             Adopt the Presidential Homeland Security Directive-5 by approving the Resolution to comply with the National Incident Management System, which would provide a consistent nationwide approach for federal, state, local, and tribal governments to work together more effectively and efficiently to prevent, prepare for, respond to, and recover from disasters, regardless of cause, size, or complexity.  Authorize the Chairman to sign the Resolution.

11.             Approve an amendment to Agreement No. 21948 with Porterville Halfway House, Inc. d.b.a. The PAAR Center for the provision of alcohol and drug recovery services, retroactive to July 1, 2006 through June 30, 2007.

12.             Approve an amendment to Agreement No. 21611 with Porterville Halfway House, Inc. d.b.a. The PAAR Center to provide services to adult women in south Tulare County who require mental health as well as drug and alcohol services, retroactive to July 1, 2006 through June 30, 2007.

13.             Approve an amendment to Agreement No. 21997 with Turning Point of Central California, Inc. d.b.a. Turning Point Youth Services to provide alcohol and drug recovery and prevention services to Tulare County youths and their families.

14.             Approve an amendment to Sub-Agreement No. 22423 with Proteus, Inc. to enhance and expand the County's teen pregnancy prevention program, TeenSMART Outreach, by reaching more communities and allowing for a greater intensity and variety of services.

15.             Authorize the submission of an online grant application to the U.S. Department of Homeland Security for high-tech law enforcement equipment under the Commercial Equipment Direct Assistance Program to provide rural law enforcement agencies with state-of-the-art equipment to help accomplish homeland security goals.

16.             Request from Resource Management Agency to ratify Exhibit "A" Notice of Intent to Purchase Real Property noticing the public that the Board will meet on September 19, 2006 to consummate the purchase of real property.  Determine it would be in the County's best interest to purchase from George and Susan Lucas for the sum of $1,390,098 plus costs of escrow that certain 15.35 acres of real property located South of 5961 S. Mooney Blvd. in the County of Tulare, State of California, also known as a portion of Assessor's Parcel Number 126-230-018 and more particularly described as follows:  the Northeast quarter of the Southeast quarter of Section 13, Township 19 South, Range 24 East, Mount Diablo Base and Meridian.  Excepting therefrom the North 628 feet of the East 378 feet thereof.  Also excepting therefrom the South 631.88 feet thereof.  Approve and authorize the Chairman to execute the Agreement of Purchase and Sale.  Direct the Resource Management Agency Director, or his designee, to file a Notice of Exemption with the Clerk/Recorder.  Authorize County Counsel to approve and execute all additional documents to consummate this sale of County property.

17.             Request from Resource Management Agency to authorize Mr. Scott Roylance of Eagles Meadows Development (GPI 06-003) to file a General Plan Amendment application to change the land use designation on an 8.55 acre portion of Assessor's Parcel Number 298-030-017 from Commercial to Low Density Residential within the community of Pixley.  The General Plan Amendment should also address and mitigate any commercial needs that arise from developing 451 residential units.

18.             Request from the County Administrator to consider, modify as needed, and approve the response to the 2005/2006 Grand Jury's Report regarding the Code Enforcement in Tulare County Trash and Abandoned Vehicles.
