1.                  PUBLIC HEARING:   Request from Resource Management Agency to deny the appeal filed by Albert and Fredrica Remmer and uphold the decision of the Administrative Hearing Officer made on June 19, 2006 for Violation No. B397-052, located at 12997 Avenue 80 in Pixley.  Deny the request to waive the $300 filing fee for their appeal.  Further, uphold all liens (not recorded due to the pending appeal), fines, fees, and interest on said property.

2.                  Ratify Proclamation honoring Ellen Brandt as Exeter's Senior of the Year.

3.                  Ratify Proclamation honoring Tulare County Adult Drug Court on the occasion of its 10th Anniversary.

County Counsel

4.                  Authorize the setting of a Public Hearing for October 17, 2006 regarding the proposed use of tax-exempt bonds to finance the construction of a 70 unit multi-family affordable housing project in Visalia.  Authorize the Clerk of the Board to publish a notice of public hearing in the Visalia Times Delta.

Health & Human Services Agency

5.                  Reaffirm Declaration of State of Emergency in the Tulare County Winter Storm.

6.                  Reaffirm Proclamation of Local Emergency executed on July 20, 2006 due to the high number of livestock deaths and an associated reduction in available rendering services.

7.                  Approve an amendment to Agreement No. 21966 with Community Alcohol and Drug Rehabilitation Effort Inc. to extend the term, update compensation, and update budget information for the purpose of providing outpatient alcohol and drug education counseling and rehabilitation to the residents of Tulare County, retroactive to July 1, 2006 through June 30, 2007.

8.                  Approve an amendment to Agreement No. 22003 with Kings View Corporation, Inc. d.b.a. Kings View Substance Abuse to extend the term of the agreement, update services listed, update compensation, and update the budget for the provision of a methadone maintenance program, retroactive to July 1, 2006 through June 30, 2007.

9.                  Approve an agreement with Tulare County Alcoholism Council, Inc. d.b.a. New Hope to provide 24-hour residential care for six (6) adult women with an alcohol and/or drug dependence and a co-occurring mental disorder, retroactive to July 1, 2006 through June 30, 2007.

10.             Approve an agreement with Earlimart School District for Tulare County Health & Human Services Agency, as the Local Government Agency, to act as the claims processing agent of Medi-Cal Administrative Activities claims on behalf of their school district, retroactive to July 1, 2006 through June 30, 2007.

Resource Management Agency

11.             Authorization to submit a grant application to the State of California, Department of Parks and Recreation, Recreational Trails Program, for funding in the amount of $250,000 to install two historic bridges and construct new trails that will connect to other trails and walkways within Mooney Grove Park.

12.             Approve a Memorandum of Understanding between the County of Tulare and the Tulare County Redevelopment Agency for engineering services for the Richgrove Stormwater Drainage, Air Quality Improvement and Recreation Project, as required by the United States Department of Agriculture.
