Greg Hardcastle to the Financial Advisory Committee for term ending June 30,
2007.

Approve
Letter of Support for the City of Visalia's St. John's River Park Project.
4.
Ratify
Proclamation honoring Robert Line for a half century dedicated to the education
and guidance of Tulare County Residents.
5.
Ratify
Proclamation honoring Jesus Mendez Jr. as Latino Peace Officers Association's
Award recipient.
6.
Ratify
Proclamation honoring Ed Hinojosa as Latino Peace Officers Association's Award
recipient.
7.
Ratify
Proclamation honoring Jon Pree as Latino Peace Officers Association's Award
recipient.
District Attorney

Approve
an agreement with the State of California, Victim Compensation and Government
Claims Board to operate a

Restitution and Recovery Program in the amount
of $76,221 for the period of November 1, 2006 through June 30, 2007. Approve the Human Resources & Development
Resolution to amend the Fiscal Year 2006/2007 position allocation to add one
Paralegal II. Approve the necessary
budget adjustments. (4/5ths vote)
Health & Human Services Agency
9.
Reaffirm
Declaration of State of Emergency in the Tulare County Winter Storm.
10.
Reaffirm
Proclamation of Local Emergency executed on July 20, 2006 due to the high
number of livestock deaths and an associated reduction in available rendering
services.
11.
Approve
acceptance of the California Department of Mental Health 2006/2007 Substance
Abuse and Mental Health Services Administration (SAMHSA) Block Grant funds in
the amount of $856,025 to establish or expand community-based systems of care
for providing mental health services to adults with serious mental illness and
to children with serious emotional disturbances.
12.
Name
the Children's Service Network as the "designated community group"
for Promoting Safe and Stable Families funds for this three-year funding
cycle. Name the Child Abuse Prevention
Council as the "designated community group" for Child Abuse
Prevention Intervention and Treatment (CAPIT), Community-Based Child Abuse
Prevention (CBCAP), and Children's Trust Fund (CTF) funds for this three-year
funding cycle. Accept the following
recommendations of the Children's Service Network for this year's Promoting Safe
and Stable Families funding: CASA of
Tulare County, $40,000; Parenting Network, $58,300; Family Services of Tulare
County, $140,000; and Tulare County HHSA, $242,352.
13.
Authorization
to apply for Substance Abuse Offender Treatment Program funds from the
Department of Alcohol and Drug Programs in the amount of $482,858 for Fiscal
Year 2006/2007. Approve the County match
in the amount of $53,651. Approve the necessary
budget adjustments. (4/5ths vote)
14.
Approve
an amendment to Agreement No. 22525 with EPA for an extension to March 1, 2008
to allow additional time to verify a list of 69 injection well sites within
Tulare County.
15.
Approve
the named facilities as facilities designated by the County and approved by the
State Department of Mental Health as facilities for 72-hour treatment and
evaluation. Approve the named classes of
persons as persons who may, upon probable cause, take, or cause to be taken,
mentally disordered persons described in California Welfare & Institutions
Code Section 5150 into custody and place them into a facility for 72-hour
treatment and evaluation. Approve the
designations under the Resolution effective through June 30, 2007. All previous designations are hereby
revoked. Authorize and direct the Clerk
of this Board to send certified copies of this Resolution to the Director of
each Authorized Facility, the Director of Turning Point of Central California,
and the Director of Tulare Youth Services Bureau.
16.
Approve
an agreement with Staff Care Inc. to screen and obtain references for all Locum
Tenens considered for placement including verification of licensure,
retroactive to September 1, 2006.
Human Resources & Development
17.
Approve
the creation of a proposed Representation Unit comprised of the
Investigator-District Attorney and Investigator-District Attorney-B
classifications. Approve movement of
Investigator-Child Support Supervisor and Investigator-Welfare, Supervisor
Classifications (1 FTE per Classification) to Unit #19 Mid-Management (an
unrepresented group).
Probation
18.
Authorization
to apply for grant funding in the amount of $500,000 from the California
Department of Corrections & Rehabilitation, Corrections Standards Authority
for the Title II Formula Grants Program to provide a gender-specific and
Aftercare Program entitled "The Way Home" for girls in custody and on
aftercare at the Juvenile Detention Facility and Youth Facility.
Resource Management Agency
19.
Authorization
to apply for the California River Parkways grant funding in the amount of
$500,000 to construct new trails, install one historic bridge, and a bronze
sculpture within Mooney Grove Park.
Certify that the applicant understands the Assurances and Certification
in the application. Certify that the
applicant or title holder will have sufficient funds to operate and maintain
the project(s) consistent with the land tenure requirements; or will secure the
resources to do so. Certify that it will
comply with the provisions of Section 1771.8 of the State Labor Code regarding
payment of prevailing wages on projects awarded Proposition 50 funds. If applicable, certify that the project will
comply with any laws and regulations including, but not limited to, legal requirements
for building codes, health and safety codes, disabled access laws, and, that
prior to commencement of construction, all applicable permits will have been
obtained. Appoint the Chairman of the
Board of Supervisors, or designee, as agent to conduct all negotiations,
execute and submit all documents including, but not limited to applications,
agreements, payment requests and so on, which may be necessary for the
completions of the project.
20.
Approve
the Lease Agreement with the Tulare County Historical Society for a 20 year
lease of space for the addition of the "History of Farm Labor and
Agriculture Museum" to the Tulare County Museum in Mooney Grove Park, and
for providing operation and maintenance of the facility. Approve the necessary budget adjustments.

21.
Approve
the 2006/2007 Transit Agreement with the City of Porterville to provide public
transit service for County residents in the Porterville Service Area. Determine that the Board has the authority to
enter into the Agreement retroactive to July 1, 2006, and that it is in the
County's best interest to enter into the Agreement as of that date.
