3.                  PUBLIC HEARING:                                                         Request from Resource Management Agency to approve the Tentative Map for Tract 776/PSR, submitted by DCM Enterprises, Inc. for a single family residential subdivision of 67 acres into 40 residential lots in the PD-F-M (Planned Development - Foothill Combining - Special Mobilehome) Zone on property located 1,600 feet north of Avenue 176, one mile west of Road 320, southwest of Springville and adopt the Findings, subject to the conditions recommended by the Planning Commission Resolution No. 8168.  Certify the Mitigated Negative Declaration prepared for Tentative Map 776/PSR and find that although said subdivision map may have a significant cumulative effect on the environment, there will not be a significant effect in this case because the mitigation measure described in the conditions of approval have been incorporated into the application.  Adopt the Mitigation Monitoring and Reporting Program.  Direct the Clerk of the Board of Supervisors to return the Notice of Determination to the Resource Management Agency for future filing with the County Clerk.

4.                  PUBLIC HEARING:    Request from Resource Management Agency to consider a proposed extension of Tulare County Ordinance No. 3333 adding Part 95 of the Supplementary Zoning Map of the County of Tulare pertaining to the limitation of development of radio, microwave, and television tower uses in designated areas of the County for an additional period of ten (10) months and fifteen (15) days.  Receive, consider, approve and issue a written report from the Tulare County Resource Management Agency describing the measures taken by Tulare County to alleviate the condition which led to the adoption of Tulare County Ordinance No. 3333.  Adopt pursuant to Government Code Section 65858, the proposed Ordinance extending Tulare County Ordinance No. 3333 for an additional period of ten (10) months and fifteen (15) days. (4/5ths vote)  Approve the summary of the Ordinance extending the Interim Zoning Ordinance and direct the Clerk of the Board to publish such summary within five (5) days and to post a certified copy of the complete Ordinance within fifteen (15) days as required by law.

5.                  PUBLIC HEARING:        Request from Resource Management Agency to deny an appeal filed by Nina Hood regarding Violation No. V103-010 and uphold the decision of the Administrative Hearing Officer.

13.             Request from Resource Management Agency for authorization to issue a Request for Proposal to construct a Solar Power Electrical Generation System at the Government Plaza in Visalia.

14.             Request from Resource Management Agency to approve the Memorandum of Understanding between the County of Tulare and the Yokohl Valley Ranch Company, LLC to define the relationship for processing a General Plan Amendment and the financial and consultant sub-agreements.  Approve the Reimbursement Agreement with Yokohl Valley Ranch Company, LLC to set the rates for reimbursement of the County's costs for all internal staff time and incidental expenses associated with the project and direct costs for a consultant's preparation of the California Environmental Quality Act documentation and other consultants or services as needed.  Approve the Consulting Agreement with Post, Buckley, Schuh & Jernigan, Inc. for the preparation of a programmatic Environmental Impact Report (EIR) for the Yokohl Ranch Plan in compliance with CEQA and any technical studies deemed necessary to peer review or validate findings in the Environmental Impact Report.
