Approve
and ratify the County Administrative Officer's delegated actions regarding
Contracts and Personnel Changes for the month of December 2006.
District Attorney
11.
Accept
continued grant funding from the Governor's Office of Emergency Services for
the Central Valley Rural Crime Prevention Program in the amount of $685,315 for
Fiscal Year 2006/2007. Approve the Grant
Award Facesheet and ratify the Chairman's signature, retroactive to July 1,
2006 through June 30, 2007. Certify that
the grant funds received hereunder shall not be used to supplant expenditures
controlled by this body. Approve the
necessary budget adjustments. (4/5ths

12.
Accept
continued grant funding from the Office of Emergency Services for the Violence
Against Women Vertical Prosecution Program in the amount of $105,000 with a
County match of $35,000 for a total of $140,000 for Fiscal Year 2006/2007. Approve the Grant Award Facesheet and ratify
the Chairman's signature, retroactive to July 1, 2006 through June 3,
2007. Certify that the grant fund
received hereunder shall not be used to supplant expenditures controlled by
this body.
Fire Department
13.
Approve
submittal of a grant proposal to the Federal Emergency Management Agency in the
amount of $102,724 to fund the purchase of a Fire Safety Trailer, Smoke
Detector Program, and Juvenile Fire Setter Prevention Videos.
Health & Human Services Agency
14.
Authorization
to pay expenses incurred by Community-Based Organizations, Stakeholders, and
volunteers who attend training, workshops, advisory council meetings, and
related activities when operating at the request of the Health and Human
Services Agency. Authorize the Health
and Human Services Agency Director, or his designee, authority to approve the
Expense Claim Form to be submitted to the Auditor's Office for payment of
travel expenses submitted.
15.
Accept
and sign the "Certification Statement Regarding Composition of Local
Planning Council Membership" form. The certification confirms that the
composition of the Tulare County Child Care Development and Planning Council is
within state guidelines.
16.
Accept
the following new award recommendations in the second round of funding as
proposed by the Children Service Network and the Child Abuse Prevention Council
in the following amounts: Woodlake Family Resource Center, $20,374 -
Differential Response Demonstration Project; Lindsay Unified School District
Family Resource Center, $23,569 - Differential Response Demonstration Project;
and Visalia Unified School District Family Resource Center $25,207 -
Differential Response Demonstration Project.
Accept the following recommended increases in existing contract awards,
previously funded by your Board, in the following amounts: CASA of Tulare
County, $22,450 - Intensive Family Support Services; Family Services of Tulare
County, $20,000 - In-Home Parenting Skills Training; Boys & Girls Club of
Tulare County, $17,900 - Child Safety Program; Central California Family Crisis
Center, $4,232 - Counseling; Parenting Network, $7,000 - Resource and Referral
Services; Synchrony of Tulare County, $4,000 - Parenting Classes and
Counseling; Tulare Youth Services Bureau, Inc., $3,500 - Counseling for Child
Victims of Sexual Abuse; Family Services of Tulare County, $2,000 - Parent
Education Classes/Parent Support; and Woodlake Family Resource Center, $6,368 -
Group Therapy for Child Victims of Abuse.
17.
Approve
an amendment to Agreement No. 21996 with the County of Stanislaus d.b.a.
Stanislaus Behavioral Health Center to increase the Administrative Day Rate
from $299.80 to $310.68 and the Non Medi-cal Rate from $149.90 to $155.34, as
established by the California Department of Mental Health Services, retroactive
to August 1, 2006 for the provision of short-term inpatient psychiatric
services.
18.
Approve
an amendment to Agreement No. 20917 with the
Department of Health Services - Office of AIDS Grant, Housing
Opportunities for Persons with AIDS Program to decrease budget year three (3)
Fiscal Year 2006/2007 from $50,739 to $50,675, retroactive to July 1,
2006. Approve the necessary budget
adjustments. (4/5th vote)
19.
Approve
an agreement with California State University Bakersfield for the Nursing
Intern Program through June 30, 2009.
Human Resources & Development
20.
Approve
an amendment to Memorandum of Understanding No. 22574 with the Tulare County
Corrections Association covering the period of July 1, 2005 through June 30,
2009 to provide for specified pay increases, generally 10% for selected
classifications, a shortened probationary period (from one year to six months)
for Probation Correction Officer I, and certain other modifications to the
contract including the elimination of the 6% shift differential for Probation
Correction Officers working the graveyard shift; and a 5% pay increase for the
unrepresented position of Probation Institution Supervisor to avoid compaction
and to preserve an equitable pay structure; and such increases to coincide with
the regularly scheduled pay increases commencing December 24, 2006.
21.
Approve
salary and benefit adjustments for unrepresented employees including department
heads both elected and appointed, in accordance with past practice and
negotiated agreements, effective December 24, 2006 as follows: approve an
across the board salary increase of 5% for all unrepresented classifications; and
increase the Benefit Amount by 1% of salary, but not less than $300 per year
nor less than the minimum amount to cover the premium for the employee-only
$1,000 deductible plan.
Library
22.
Authorize
the County Librarian to submit an application to First 5 of Tulare County for a
special project grant for the creation of Story Board handouts to promote early
literacy skills.
Probation
23.
Terminate
and rescind the existing Memorandum of Agreement No. 22812 with San Diego
County. Approve the Memorandum of
Agreement with San Diego County for the operation of the Office of Traffic
Safety Funded Driving Under the Influence Intervention and Supervision Project,
retroactive to July 1, 2006. Approve the
necessary budget adjustments. (4/5ths

Resource Management Agency
24.
Approve
an agreement with the California Department of Transportation (Caltrans
Agreement No. 06-5946R) for reimbursement of Federal-Aid projects. Approve Program Supplement No. N033 for
shoulder widening and shoulder stabilization on Avenue 144 from State Route 43
to State Route 99.
25.
Approve
an amendment to Agreement No. 22620 with the California Department of
Transportation (Caltrans) to reduce the County's contribution to $58,500 for
the construction of a traffic signal at the intersection of State Route 198 and
State Route 245/Road 204 east of the City of Visalia.
Sheriff/Coroner
26.
Approve
and ratify an amendment to Agreement No. 22548 with Transcor America LLC to
transport prisoners, who flee County jurisdiction, back to Tulare County for
prosecution, retroactive to July 1, 2006 through June 30, 2007.
