2.                  PUBLIC HEARING:  Request from the Librarian to consider and approve the establishment of a library fee of $1.00 per page for color printouts from a color printer.

3.                  PUBLIC HEARING:   Request from Health and Human Services Agency to increase the fee for the issuance of Medical Marijuana Identification Cards from $100 to $344 based on staff salary, office expense, equipment expense, and the State fee to be effective March 1, 2007.

Auditor/Controller

4.                  Request from Purchasing to donate an undercover vehicle to the Farmersville Police Department that can be used for surveillance and for transporting property and evidence for crime scenes.

5.                  Request from Purchasing to donate a Scissor Lift to Able Industries for use in their warehouse facility.

Board of Supervisors

6.                  Approve a donation of $5,000 to the San Joaquin Valley Air Pollution Control District to support their Lawn Mower Trade-in Program.  Approve the necessary budget adjustments. (4/5ths vote)

7.                  Appoint Rita Woodard to the Deferred Compensation Committee, Auditor-Controller/Registrar of Voters seat.

8.                  Appoint Rita Woodard to the Employees' Retirement Board, Member 1 - County Treasurer seat.

9.                  Appoint Rebecca Carr to the District 4 position on the Deferred Compensation Committee for a term ending November 11, 2007.

 

Child Support Services

10.             Retroactively ratify a Letter of Support requested by the College of the Sequoias to fulfill a requirement of application for a Career Advancement Academy Grant.  Retroactively grant Peggy Anderson, Department Head, authority to sign the letter.

County Administrative Office

11.             Authorization to apply for 2007 Grant Funding from the Indian Gaming Local Community Benefit Committee, SB 621 Local Government Mitigation Funding.

Fire Department

12.             Approve a Resolution authorizing access to state and federal level summary criminal history information for employment, licensing, or certification purposes.

Health & Human Services Agency

13.             Reaffirm the Declaration of State of Emergency in the Tulare County Winter Freeze 2007.

14.             Approve an agreement with the State of California, Department of Health Services for the California Healthcare for Indigents Program for Fiscal Year 2006/2007.  Accept the receipt of $175,682 in revenues provided by California Healthcare for Indigents Program in the "Fiscal Year 2006/2007 County Allocation" letter dated September 15, 2006.  Authorize the Board Chairman to sign the Board Certification of the Description of Proposed Expenditures of California Healthcare for Indigents Program Funds for Fiscal Year 2006/2007.

15.             Approve an agreement with inTelegy Corporation for consultation services for the development of the service center and imaging processes, retroactive to January 1, 2007.

16.             Approve eight (8) Memorandums of Understanding between Blue Cross of California and Tulare County Health & Human Services Agency under the Medi-Cal Managed Care system:  California Children’s Services; Child Health and Disability Prevention Program; HIV/AIDS Program (Confidential HIV Testing); Immunization Program; Maternal, Child, and Adolescent Health; Sexually Transmitted Disease Program; Tuberculosis and Direct Observed Therapy; and Women, Infants, and Children Supplemental Nutrition Program.

17.             Approve an amendment to Agreement No. 21844 with the Department of Health Services for the provision of Preventative Health Care for the Aging, retroactive to October 1, 2006 through June 30, 2009.  Authorize the Chairman to sign the Contractor Certification Clause.  Approve the necessary budget adjustments. (4/5ths vote)

18.             Set a Public Hearing for March 27, 2007 to conduct a Bielensen Hearing regarding the closure and curtailment of acute care and clinical services at the Tulare County Health Centers in Porterville and Dinuba.  Authorize Health and Human Services Agency to post notices at all County health facilities.

19.             Approve the Personnel Resolution changing the Job Classification to better meet the needs of the Mental Health Services Act requirements to provide the support and accountability required to facilitate the Mental Health Services Act.

20.             Approve and authorize the Chairman to sign the annual Certification Statements for California Children's Services and Child Health and Disability Prevention to ensure that local programs are aware that they may be subject to sanctions and other remedies if they do not comply with all applicable state and federal laws and regulations.

21.             Approve an increase in the Children's Health Initiative appropriations by $400,000 to allow the completion of the assignment of contracts as requested by First 5.  Approve the necessary budget adjustments.  (4/5ths vote)

22.             Approve amending Resolution No. 92-0832 regarding the Emergency Medical Care Committee as follows:  modify the current membership from 23 to 29 members; modify the existing requirement regarding constitution of a quorum; and modify the existing requirement for Board Designation of Chair to a process allowing the committee to vote and select a chairperson.

Human Resources & Development

23.             Approve side letters of agreement changing the benefits eligibility period for new-hires with the following employee organizations:  Central California Association of Public Employees, Service Employees International Union, Professional Law Enforcement Management Agency, United Automobile Agricultural, and Aerospace Workers, Professional Association of Tulare County Physicians, and Tulare County District Attorney Investigators Association.

24.             Approve an amendment to Agreement No. PA-02 to the Joint Powers Agreement regarding CSAC Excess Insurance Authority to add the Tulare County In Home Supportive Services Public Authority as a member and to join the Excess Liability (GLI) Program per the terms and conditions set forth in the Memorandum of Understanding.

Probation

25.             Approve the annual mid-year modification of Agency 280 funded by the Juvenile Justice Crime Prevention Act.  Approve the purchase of three vehicles for use by the Probation Department.  Approve the purchase of a drug-detection trained canine.  Approve the necessary budget adjustments. (4/5ths vote)

Resource Management Agency

26.             Approve an amendment to Lease Agreement No. 16580 with Cleo York to increase the monthly rental payment from $550 to $600 for the lease of 576 square feet of office space located at 188 S. Main Street in Pixley for use by the Tulare County Agricultural Commissioner's.

27.             Approve an agreement with Southern California Gas Company for the period April 1, 2007 to May 1, 2007, that will continue on a month-to-month basis to provide natural gas transportation services for Non-Core Account No. 155-117-5700 serving the Co-Generation equipment at Bob Wiley Detention Center.  Approve an agreement with Southern California Gas Company for the period April 1, 2007 to April 1, 2012 (5 years with no termination), that will continue on a month-to-month basis, to provide natural gas and transportation services for Core Account No. 157-217-5700 serving the boiler at Bob Wiley Detention Center.

28.             Approve an agreement with the Department of Boating and Waterways in the amount of $15,000 to purchase a replacement outboard motor for a 1999 Wooldridge patrol boat (CF 2040 XC).  Approve the necessary budget adjustments. (4/5ths vote)

29.             Approve the Final Map for Subdivision Tract No. 759 located on the west side of Road 132 (Ben Maddox Way), approximately 1/2 mile south of Avenue 320, north of the City of Visalia.  Accept the Road Right of Way dedications for Subdivision Tract No. 759 as shown on the Final Map. Accept the Grant Deed for the one-foot reserve strips identified on the Final Map for Subdivision Tract No. 759 as Lots A and B.  Accept the required public improvements for Subdivision Tract No. 759 as complete and accept the roads into the County Road System.

30.             Approve the 2006/2007 Transit Agreement with the City of Tulare to provide public transit service to County residents in the Tulare Service Area.  Determine that the Board has the authority to enter into the 2006/2007 Transit Agreement with the City of Tulare, retroactive to July 1, 2006 and that it is in the County's best interest to enter into the Agreement as of that date.

31.             Approve and adopt revisions to the Tulare County Home Investment Partnerships (HOME) Program, First Time Homebuyer (FTHB) Participation Guidelines as follows:  an increase to the subsidy limit from $70,000 to $90,000; deletion of continued income eligibility re-evaluation; update current HOME Program Maximum Purchase Price/After-Rehab Value Limits for the County (currently $247,000 for a single-family unit, per the January 1, 2007 update to the FHA Mortgage Limits); and elimination of Below Market Interest Rate loan options and eliminate provisions for loan assumptions.

32.             Authorization to initiate proceedings to form Assessment District No. 06-781R-PORTERVILLE, to pay for the continuing cost of maintenance of the public streets and roadways within Subdivision Tract No. 781 located north of Porterville.  Designate the County Engineer as the Engineer for the purpose of these proceedings.  Direct the Engineer to prepare and file a report with the Clerk of the Board.

33.             Authorization for the installation of STOP signs at the intersection of Ducor Avenue (LA 56) and Dennis Road (LR 235A) creating a two-way STOP intersection in the community of Ducor in accordance with Section 21354 of the State of California Vehicle Code.  The intersection substantially satisfies the criteria for this installation as stated in the California Manual on Uniform Traffic Control Devices (CA MUTCD).

34.             Accept the required public improvements as complete and accept the roads into the County Road System for Subdivision Tract No. 764, located on the north side of Avenue 404, east of Nancy Road in Cutler.

Sheriff/Coroner

35.             Approve an agreement with the State of California, Department of Fish & Game for a twenty month grazing lease of 485 acres at Stone Corral Ecological Reserve located at Sequoia Field, adjacent to County property.  The State is leasing the land for grazing to provide some control on the non-native annual grasses.

36.             Approve the purchase of a search and rescue twenty-foot trailer by the Sheriff's Department to be reimbursed from HR2389 Title III, Safety Net funds.  Approve the necessary budget adjustments. (4/5th votes)

42.             Request from Resource Management Agency to authorize the Planning Director to consider the modifications as a minor revision to Tentative Subdivision No. TM 741.  The original project proposed a private gated community with private access roads.  The minor revision is to provide public roads instead of private roads.

43.             Request from County Administrative Office to approve reinstitution of the Tulare County Water Commission as defined in the Tulare County Ordinance Code (Sections 1-03-1455 through 1-03-1485).  Direct the Clerk of the Board to post vacancies for the Tulare County Water Commission pursuant to the Maddy Act (Government Code Section 54970 - 54974).
