4.                  PUBLIC HEARING:   Request from Resource Management Agency to introduce and waive the first reading of an Ordinance amending the Zoning Ordinance No. 352.  Waive the second reading and adopt the amendment to Ordinance 352 of the Tulare County Zoning Ordinance pertaining to Medical Marijuana Dispensaries including: a locational strategy of dispersal of medical marijuana uses; selection of appropriate zoning districts in which to locate medical marijuana dispensaries; selection of appropriate buffer distances between medical marijuana dispensaries uses and sensitive land uses; and amortization of existing uses that may become non-conforming through adoption of new zoning regulations.  Repeal the Interim Medical Marijuana Dispensary Zone, Ordinance No. 3336.

5.                  Appoint Dennis R. Medders to the Lindsay-Strathmore Public Cemetery District for a term ending February 10, 2008.

6.                  Appoint Tom Smith to the Visalia Public Cemetery District for a term ending October 20, 2007.

Child Support Services

7.                  Approve the fixed asset purchase of a replacement postage machine not to exceed $18,000.  Approve the necessary budget adjustments. (4/5ths vote)

County Administrative Office

8.                  Approve and ratify the County Administrative Officer's delegated actions regarding Contracts and Personnel Changes for the month of March 2007.

9.                  Authorize the acquisition, under CMAS purchasing programs, of fixed assets, hardware, software, and installation services to implement the Websense Security Suite, a Countywide Internet Security System to protect the County from malicious Internet activities, not to exceed $150,000; to be spent by June 30, 2007.  Approve the necessary budget adjustments.  (4/5ths vote)

10.             Request San Joaquin Valley Power Authority to consider Tulare County for membership in San Joaquin Valley Power Authority.  Authorize the County Administrative Officer to finalize discussions with the San Joaquin Valley Power Authority regarding payment terms and other conditions associated with the County of Tulare's membership in the San Joaquin Valley Power Authority and present the outcome of those discussions to the Board of Supervisors for review and approval at a later date.

Resource Management Agency

11.             Affirm the Annual Jackass Mail Run to be held on Saturday, April 21, 2007, which will proceed along State Route 190 between the communities of Porterville and Springville.

12.             Approve a Grant of Easement Deed granting an easement for roadway purposes to the City of Visalia for Woodland Drive between Mineral King Avenue and Main Street.  Approve a Grant of Easement Deed granting an easement for traffic signal hardware and related appurtenances on Burrel Avenue both east and west of Woodland Drive.

13.             Request from Resource Management Agency to establish a Youth Transportation Service Pilot Program to address the needs of youth in the County's communities by providing reliable bus service.  Approve a "transit service" in the County's Measure R Transit Development Plan (transit expansion) that will serve the Youth Transportation Service Pilot Program; include such service in the "transit expansion plan" in the County's Transit Development Plan; and submit the Transit Development Plan to the Tulare County Transportation Authority for funding.  Approve MV Transit (the County's existing transit contractor) as the transit service provider for the Pilot Program transit expansion.  Authorize the purchase of one used bus for the Transportation Branch Transit Division for the Youth Transportation Service Pilot Program.

14.             Request from County Administrative Office to receive the Fiscal Year 2006/2007 Budget Update Report.  Approve proposed schedule for preparation and adoption of the Fiscal Year 2007/2008 Budget, which incorporates a rollover budget as the operating budget for the period between July 1, 2007 and adoption of the 2007/2008 Budget.  (4/5ths vote)
