1.                  PUBLIC HEARING:  Request from Health and Human Services Agency to consider the proposed increase in fee adjustments for the Environmental Health Services Health Fees to cover costs for Fiscal Year 2007/2008.  Approve the permanent adjustment/increase in fees.  Adopt the fees recommended and authorize Environmental Health Services to implement the increase in fees beginning July 1, 2007.

NOTICE TO THE PUBLIC

Background information has been provided to the board on all matters listed under the Consent Agenda, and these items are considered to be routine by the Board.  All items under the Consent Agenda are normally approved by one motion.  If discussion is requested by any Board members on any item, that item will be removed from the Consent Agenda if separate action is required.

 

Board of Supervisors

2.                  Appoint Rose Hachigian to the Alta Cemetery District for term ending March 10, 2008.

3.                  Proclamation declaring the month of May 2007 as National Military Appreciation Month to recognize the contributions of veterans, those on active duty within all branches of the Armed Forces, the National Guard and Reserves, and the families of these service men and women.

County Counsel

4.                  Approve an agreement with InterCare Insurance Services for Workers' Compensation Third Party Claim Administration Services.  Authorize the Chairman to sign the agreement between County of Tulare and InterCare Insurance Services when finalized and approved by County Counsel.

County Administrative Office

5.                  Authorize the County Purchasing Agent to issue a purchase order for the extension of Comcast fiber optic cable to three County offices, not to exceed $190,000.

Fire Department

6.                  Ratify and approve the Cooperative Fire Programs Fire Protection Reimbursement Agreement with Cal Fire, previously California Department of Forestry and Fire Protection, for fire protection services, retroactive to July 1, 2006 through June 30, 2007.  Find that the Board had authority to enter into the proposed agreement as of July 1, 2006 and that it was in the County's best interest to enter into the agreement on that date.

7.                  Waive the second reading and adopt the Ordinance adding Section 1-03-2040 to Article 23 of Chapter 3 of Part 1 of the Ordinance Code of Tulare County, pertaining to the establishment of a Tulare County Fire Department and Office of the Tulare County Fire Chief.

Health & Human Services Agency

8.                  Reaffirm Declaration of State of Emergency in the Tulare County Winter Freeze 2007.

9.                  Ratify and approve an agreement with Golden State YMCA for Tulare County Health & Human Services Agency, as the local government agency, to act as the claims processing agent of Medi-Cal Administrative Activities claims on behalf of their social district, retroactive to July 1, 2006 through June 30, 2008.  Find that the Board had the authority to enter into the proposed agreement as of July 1, 2006 and that it was in the County's best interest to enter into the agreement on that date.

10.             Ratify and approve an agreement with Foodlink for Tulare County for Tulare County Health & Human Services Agency, as the Local Government Agency, to act as the claims processing agent of Medical Administrative Activities claims on behalf of their social district, retroactive to October 1, 2006 through June 30, 2008.  Find that the Board had authority to enter into the proposed agreement as of October 1, 2006 and that it was in the County's best interest to enter into the agreement on that date.

11.             Ratify and approve an agreement with Family HealthCare Network in the amount of $111,559 to provide Medi-Cal and Healthy Families Outreach, Enrollment, Retention, and Utilization services, retroactive to October 1, 2006 through June 30, 2007.  Find that the Board had authority to enter into the proposed agreement as of October 1, 2006, and that it was in the County's best interest to enter into the agreement on that date.

12.             Approve an agreement with the State Water Resources Control Board to provide funding for the Local Oversight Program in Tulare County for Fiscal Year 2007/2008 for the investigation and remediation of leaking underground storage tanks.

13.             Ratify and approve an amendment to Agreement No. 22831 with Psynergy Programs, Inc. to update compensation information, add fee for service information, and the cost report, reconciliation, and settlement, for providing adult residential services at their licensed adult residential service facility, Nueva Vista in Morgan Hills, retroactive to July 1, 2006.  Find that the Board had authority to enter into the proposed amendment as of July 1, 2006 and that it was in the County's best interest to enter into the amendment on that date.


14.             Ratify and approve an agreement with the California Department of Health Services for Outreach, Enrollment, Retention and Utilization County Allocation Program, retroactive to October 1, 2006 through June 30, 2009.  Find that the Board had authority to enter into the proposed agreement as of October 1, 2006, and that it was in the County's best interest to enter into the agreement on that date.  Authorize the Chairman to sign County Allocation Certification Statement authorizing acceptance of the following funding amounts not to exceed $342,638 for Fiscal 2006/2007 (10/01/06 through 06/30/07), $547,995 for Fiscal 2007/2008, and $547,995 for Fiscal Year 2008/2009. Approve the necessary budget adjustments. (4/5th votes)

Probation

15.             Approve an open-end-date agreement with Vitalchek Network Inc. for processing credit card payments, effective May 15, 2007.
