4.                  PUBLIC HEARING:   Request from Resource Management Agency to waive the second reading and adopt the Zoning Ordinance amending Ordinance No. 352 for the Change of Zone No. PZ 06-013 requested by Smee Builders to reclassify 80.88 acres from A-1 (Agriculture) and AE-20 (Exclusive Agriculture-20 acre minimum) to R-1 (Single Family Residential), located west of the intersection of Avenue 308 and Road 76 in Goshen.  Certify the Board has reviewed and considered the information contained in the Mitigated Negative Declaration prepared for the project and find that the project as mitigated will not have a significant effect on the environment.  Direct the Clerk of the Board of Supervisors to return the Notice of Determination to the Resource Management Agency for future filing with the County Clerk.

5.                  PUBLIC HEARING:   Request from Resource Management Agency to certify that the Board has reviewed and considered the information contained in the Negative Declaration prepared for the proposed changes in land use designations to the Goshen Community Plan, Land Use Element, identified as General Plan Amendment GPA 06-009 and find that the project will not have a significant effect on the environment.  Certify the Board has reviewed and considered the information contained in the Environmental Impact Report (EIR) prepared for the proposed changes in land use designations to the Visalia Area Plan, Land Use and Urban Boundaries Elements identified as General Plan Amendment GPA 06-005 (Rancho Sierra).  Find that the project will have a significant effect on the environment, adopt the statement of overriding considerations as recommended by the Planning Commission, certify the adequacy of the EIR and find that the EIR has been completed in compliance with the California Environmental Quality Act and the State Guidelines for the Implementation of the California Environmental Quality Act of 1970, as amended.   As one action, adopt the amendment to the Goshen Community Plan, Land Use Element, and the Visalia Area Plan, Land Use and Urban Boundaries Elements and direct the Clerk of the Board of Supervisors to return the Notice of Determination to the Resource Management Agency for future filing with the County Clerk.

6.                  Approve an amendment to Agreement No. 22604-A with Kronick, Moskovitz, Teidemeann & Girard to extend the term of the Agreement through June 30, 2008 for special outside legal services for the County Assessor with regard to the Tulare County Assessment Appeals Board.

Auditor-Controller/Registrar of Voters

7.                  Approve an amendment to Agreement No. 22631 with the State of California to extend the term of the Agreement through June 30, 2008 for use of Federal Help America Vote Act funds.

Cooperative Extension

8.                  Approve the purchase of a new vehicle to replace one lost in a collision.  Approve the necessary budget adjustments.  (4/5ths vote)

County Administrative Office

9.                  Approve the Memorandum of Understanding between the Tulare County Superior Court and the County of Tulare for Fiscal Year 2007/2008.

10.             Ratify a letter of opposition to H.R. 2421, which would change language in the Clean Water Act from "navigable" to "waters of the US."

Health & Human Services Agency

11.             Reappoint and appoint the following individuals to the Tulare County Child Care Planning Council as follows:

1.                  Valerie Simonich (At-Large Member) for term ending June 30, 2009; Victoria Wright (Child Care Provider) for term ending June 30, 2009; Karen Hansen (Agency Representative) for term ending June 30, 2008; Karen Ball (Agency Representative) for term ending June 30, 2008; and Sherri Casella-Newsom (Community Representative) for term ending June 30, 2008.

12.             Approve an Agreement with Family HealthCare Network in the amount of $352,986 to provide the continuance of Medi-Cal and Healthy Families Outreach, Enrollment, Retention, and Utilization (OERU) services from July 1, 2007 through June 30, 2009 to increase the number of children enrolled in Medi-Cal and Healthy Families.

13.             Approve an Agreement with the Department of Health Services in the amount of $206,973 for the Children's Dental Disease Prevention Program to provide oral health education and prevention to students from Kindergarten through 6th grade in Tulare County from July 1, 2007 through June 30, 2010.

14.             Approve the installation of an outdoor pet adoptions visitation area to include irrigation, grass, and trees at the Tulare County Animal Control Shelter to be utilized by potential adoptive pet owners.  Approve the receipt of materials and funds to be donated to the Tulare County Animal Control Shelter from the Friends of Tulare County for the proposed pet adoptions visitation area at the Tulare County Animal Shelter.

15.             Approve grant awards to local agencies from the County Children's Trust Fund Child Abuse Prevention Grants as recommended by the Tulare County Child Protection Council for funding child abuse and neglect prevention programs as follows:  CASA of Tulare County, $10,000; Central California Family Crisis Center, $15,000; Family Services of Tulare County, $12,000; Parenting Network, $11,000; Synchrony of Visalia, $3,200; Tulare County Office of Education, $6,645; Tulare Youth Services Bureau, $11,000; and Woodlake Family Resource Center, $11,155.

16.             Approve an amendment to Agreement No. 20861-F with Community Services & Employment Training not to exceed $137,000 for the term July 1, 2007 through June 30, 2008 to cover the costs of employing three Youth Development Specialists who work under the direction of the Project Manager and provide direct services to both youth and their families which have been referred to Neighborhood Accountability Boards.

17.             Approve an amendment to Agreement No. 20935-G with Community Services & Employment Training, Inc. not to exceed $135,000 for the term July 1, 2007 through June 30, 2008 to provide direct services to youth in Goshen and Pixley through community centers.

18.             Approve an open-end-date Memorandum of Understanding between the County of Tulare through the Probation Department and the Superior Court for collection services effective June 19, 2007.

Resource Management Agency

19.             Approve an amendment to Sub-Lease Agreement No. 16760 with the County of Kings to extend the term for five years for repeater space on Case Mountain.

20.             Set a public hearing for July 24, 2007 at 9:30 a.m. in the Board of Supervisors Chambers, 2800 W. Burrel Avenue, Visalia to consider the intent to vacate a portion of Road 122 south of Avenue 480 north of the community of Orosi.  Direct the Clerk to the Board to publish the notice of the public hearing in accordance with the Streets and Highways Code.

21.             Introduce and waive the first reading of an Ordinance amending Section 321 of the Tulare County Ordinance Code for the Tulare County Redevelopment Agency pertaining to acquiring property by eminent domain in the Cutler-Orosi, Earlimart, Goshen, Ivanhoe, Pixley, Poplar-Cotton Center, Richgrove and Traver Project Areas.  Set the Public Hearing to waive the second reading and adopt for June 26, 2007 at 9:30 a.m. in the Board Chambers.

Workforce Investment Board

22.             Approve the Master Subgrant Agreement with the State of California, Employment Development Department, for Workforce Investment Act Funds:  Title I-B Youth Program Years 2007-2009 in the amount of $778,579 to operate youth programs focused on employment and training.

23.             Presentation from the Freeze Relief Task Force with an update on the status of the freeze relief efforts.  Reaffirm Declaration of State of Emergency in the Tulare County Winter Freeze 2007.

24.             Request from County Administrative Office to authorize the County Administrative Officer to give ACS six months written notice of termination of agreement forthwith.  Authorize the County Administrative Officer to negotiate and bring back to the Board of Supervisors an interim agreement for additional technology services to be provided during the in-house IT transitional process.  Subject to satisfying any "meet and confer" requirements, authorize the merging of Radio and Telecom employees into the Chief Information Technology Office.  Subject to developing the necessary classification and compensation specifications by the County Administrative Office and the Human Resources Department, approve, in concept, a change of the Chief Information Technology Officer from Management Unit 11 (Assistant Department Head) to Management Unit 10 (Department Head), and approve, in concept, the following classifications and allocations: one (1) IT Administrative Services Officer; four (4) IT Project Manager IIs; one (1) IT Telecommunications Manager; and one (1) IT Administrative Specialist.  Direct the County Administrative Officer, working in consultation with the Human Resources Department, to return to the Board of Supervisors for approval of the appropriate personnel resolution for the foregoing classifications and allocations.  Approve, in concept, the expenditure of "transitional costs" and direct that a plan for expending such costs be brought back to the Board of Supervisors as soon as possible.
