Agricultural Commissioner/Sealer

Approve
an agreement with the California Department of Food and Agriculture to provide
State subvention funding for the detection/suppression of Glassy-winged Sharpshooter,
effective July 1, 2007 through June 30, 2010.
Designate the Tulare County Agricultural Commissioner to be the local
public entity to receive funds allocated by the California Department of Food
and Agriculture for local assistance in regard to Pierce's Disease and its
vectors. Authorize the Chairman to sign
the Contractor Certification Clauses.

Ratify
and approve an agreement with the California Department of Food and Agriculture
for providing services in support of the eradication of Japanese Dodder within
the County of Tulare, retroactive to July 1, 2006 through June 30, 2007. Find that the Board had authority to enter
into the proposed agreement as of July 1, 2006 and that it was in the County's
best interest to enter into the agreement on that date. Authorize the Chairman to sign the Contractor
Certification Clauses.

Approve
an agreement with the California Department of Food and Agriculture for
disbursement of funds to the County for costs incurred in the enforcement of
the California Organic Foods Act, effective July 1, 2007 through June 30,
2008. Authorize the Chairman to sign the
Contractor Certification Clauses.
7.
Approve
an agreement with the California Department of Food and Agriculture for purpose
of regulating maturity and freeze damage of all oranges, lemons, and mandarins
being produced and/or processed in the County, effective July 1, 2007 through
June 30, 2008. Authorize the Chairman to
sign the Contractor Certification Clauses.
8.
Approve
an amendment to Agreement No. 22018 with Harley D. Greenwood in the amount of
$198,000 for continuing to provide microcomputer and software support services,
effective August 1, 2007 through August 1, 2010.

Approve
an amendment to Agreement No. 22387 with Judy Stewart-Leslie in the amount of
$630,000 for continuing to provide services as the Field Coordinator for the
County's Glassy-winged Sharpshooter Area Wide Management Program, effective

Approve
an amendment to Agreement #21585 with Sterling Security Service to increase the
contract amount by $60,000 to a maximum amount of $477,183 through June 30,
2007 for uniformed Security Guard services at County facilities designated in
the Agreement. Approve the necessary
budget adjustments. (4/5ths vote)
20.
Approve
an agreement with Global Drug Testing Services in the amount of $103,847 from
July 1, 2007 through June 30, 2009 to provide drug testing services for the
Tulare County Recovery Courts and also the Tulare County Drug Court Program.
21.
Approve
an agreement with the Tulare County Alcoholism Council, Inc., in the amount of
$816,027 from July 1, 2007 through June 30, 2008 for the continued provision of
alcohol and drug prevention and/or treatment services at Pine Recovery Center,
New Visions, Mothering Heights, and New Heights for residents of Tulare County.
22.
Approve
an amendment to Agreement No. 21296 with Crestwood Behavioral Health, Inc.
PATCH in the amount of $215,000 from July 1, 2007 through June 30, 2008 for Day
Treatment PATCH services that augment basic mental health services by providing
additional treatment hours over the required amount.
23.
Approve
an amendment to Agreement No. 22016 with Pioneer Home Outreach, Inc. dba Twelve
Step Outpatient Youth Program in the amount of $104,832 from July 1, 2007
through June 30, 2008 to provide non-residential substance abuse services for
adolescents between the ages of twelve (12) and seventeen (17).
24.
Approve
an amendment to Agreement No. 21968 with A S.T.E.P., Inc. in the amount of
$200,210 from July 1, 2007 through June 30, 2008 for the continued alcohol and
drug treatment services for adults in Tulare County.
25.
Authorize
the submittal of the Household Hazardous Waste Infrastructure Grant (16th
Cycle) application to the California Integrated Waste Management Board in the
amount of $155,780 on behalf of Tulare County Health and Human Services Agency
and the participating cities to collect and recycle hazardous waste from
October 2007 through March 2010. Authorize
and empower the Chairman of the Board to execute and sign all grant related
documents, subject to approval as to form by County Counsel, necessary to
secure grant funds and implement the approved grant projects.
26.
Authorize
the submittal of the application to the Governor's Office of Emergency Services
in the amount of $97,738 for the Emergency Management Performance Grant to support comprehensive emergency management
at the State, Tribal, and local levels from October 2006 through September
2007. Authorize and empower the Chairman
of the Board to execute and sign all grant related documents, subject to
approval as to form by County Counsel, necessary to secure grant funds and
implement the approved grant projects.
Human Resources & Development
27.
Approve
Out of County/Ordered Duty Pay of $250 per day for Fire Division Chiefs. Approve annual Uniform Allowance, up to $600
reimbursement, for County Fire Chief and Fire Division Chiefs. Approve a 2 percent Assignment Pay for a
designated Division Chief for special assignment as "Acting
Chief". Amend and adopt compensation
for County Fire Captain-Administrative classification, Range 715, $73,478 Annual,
Step 5. Establish a 7-day work period,
56 hours a week, for the period of May 27, 2007 through June 30, 2007. The authority for the Board to take
retroactive action is permitted in salary resolutions or labor contracts. Establish 24-day work period cycle for Fire
Captain and Fire Lieutenant classifications to qualify for the 207K Overtime
exemption under the Fair Labor Standards Act, effective July 1, 2007.

28.
Approve
an agreement with Community Services and Employment Training, Inc. to provide
four 5-day summer camps at their Quail Flat Camp facility located near Hume
Lake which will allow 120 local youths the opportunity to participate in
environmental education, gang resistance education, conflict resolution, civic
engagement, goal setting and traditional camp activities from July 9, 2007 to
August 3, 2007.
29.
Approve
an agreement with the State of California, Department of Corrections and
rehabilitation, Corrections Standards Authority, to accept Juvenile
Accountability Block Grant Program funds for Fiscal Year 2007/2008. Agree to provide all matching funds required
for said project, and abide by the statutes and regulations governing the
Juvenile Accountability Block Grant Program as well as the terms and conditions
of the Grant Agreement as set forth by the Corrections Standards
Authority. Find that the grant funds
received hereunder shall not be used to supplant expenditures controlled by
this body.
30.
Approve
an amendment to Agreement No. 21688 with the City of Woodlake and Agreement No.
21719 with the Tulare Joint Union High School District to provide the services
of Probation Officers for the continued operation of the Thunderbolt
Delinquency Prevention Program effective July 1, 2007 to June 30, 2008.
31.
Approve
an amendment to the Probation Department's Fiscal Year 2006/2007 Budget for the
Standards and Training for Corrections Program.

an amendment to Agreement No. 21028 between Tim Bullock, Frank Golden, and the
County of Tulare to extend the lease for offices located at 160 N.

an amendment to License Agreement No. 18561 with Louie Medina Jr. for food
service concession at the Visalia Courthouse.

Approve
an amendment to Agreement No. 13944 with the Woodlake Fire Protection District
for office space and two apparatus bays at 216 E. Naranjo, Woodlake.

Approve
an amendment to Agreement No. 19253 with the United States Department of the
Army for the continued use of a 20' x 20' parcel of land at Kaweah Lake as a
Radio Repeater Station, which will continue to provide communication
capabilities for the lake patrol for an additional five years.

Approve
the Second Amendment to Agreement No. 21757 with Omni-Means LTD extending the
time to complete services under this agreement to June 30, 2009 to provide
preliminary engineering and environmental services to assist the County with
the Avenue 280 Widening Project.

the Sixth Amendment to Agreement No. 20702 with Quincy Engineering, Inc. to
extend the completion date to December 31, 2008 for preliminary engineering and
environmental services for the Avenue 416 Widening Project.

the Final Map for Subdivision Tract No. 778, located on the north side of
Avenue 393, west of Road 34, southeast of the City of Kingsburg. Approve the Agreement with Casey Hollnagel to
