2.                  PUBLIC HEARING:    Request from Resource Management Agency asking that the Board provide direction to staff regarding the appeal filed by Mangano Homes for Planning Commission's denial of Planned Development No. PD 07-001 and Tentative Map for Tract 774, for a single family residential subdivision of 113 acres into 176 residential lots, two common area lots and one public facility lot, located east of the intersection of Road 124 and Liberty Avenue (Avenue 124) south of Visalia.

Background information has been provided to the board on all matters listed under the Consent Agenda, and these items are considered to be routine by the Board.  All items under the Consent Agenda are normally approved by one motion.  If discussion is requested by any Board members on any item, that item will be removed from the Consent Agenda if separate action is required.

 

 

 

Auditor-Controller/Registrar of Voters

3.                  Approve an agreement between Springville Memorial District and County of Tulare to collect and distribute special taxes/assessments on the Secured property tax roll.

Board of Supervisors

4.                  Ratify Proclamation declaring August 6-12, 2007 Childhood Cancer Awareness Week in Tulare County.

Health & Human Services Agency

5.                  Ratify and approve an amendment to Agreement No. 21965 with Addiction Research and Treatment, Inc. (ART) d.b.a. BAART in the amount of $1,155,948 for the provision of a Drug/Medi-Cal and Drug/Medi-Cal Perinatal Methadone Maintenance Program, retroactive from July 1, 2007 through June 30, 2008.  Find that the Board had authority to enter into the proposed agreement as of July 1, 2007 and that it was in the County's best interest to enter into the agreement on that date.

6.                  Ratify and approve an Agreement with Family Services of Tulare County, Inc. in the amount of $165,500 to provide a community-based Family Preservation, Family Support, and Family Reunification Program, retroactive to July 1, 2007 through June 30, 2008.  Find that the Board had authority to enter into the proposed agreement as of July 1, 2007 and that it was in the County's best interest to enter into the agreement on that date.


 

7.                  Approve and authorize the submission of an application to the California Office of County Health Services for California Healthcare for Indigents Program (CHIP) Funding for Fiscal Year 2007/2008 to help finance the delivery of health care to low-income individuals not otherwise eligible for State or Federally sponsored assistance.

8.                  Authorize the submittal of an application to the Department of Housing and Community Development, in response to the 2007 Notice of Funding Availability, for an allocation of funds not to exceed $800,000 of Home Investment Partnerships Program funds to implement an Owner-Occupied Housing Rehabilitation Program in the unincorporated communities of Tulare County.  Authorize the waiver of building permit fees in the amount of $12,000 which is consistent with the County's Adopted Housing Element Program.  Agree that, if the application for funding is approved, the County hereby agrees to use HOME funds for eligible activities in the manner presented in its application as approved by Housing and Community Development and in accordance with the statutes and regulations cited above.  Authorize the Chairman of the Board, or authorized designee, to act on behalf of the County, to execute in the name of the County of Tulare, the application, the Standard Agreement, subject to County Counsel approval as to form, and any and all other documents or instruments necessary or required by U.S. Department of Housing and Urban Development or Housing and Community Development for participation in the HOME Program.  Adopt HOME Housing Rehabilitation Participation Guidelines for use in administering the HOME Program.

9.                  Authorize the commitment of Tulare County Redevelopment Agency Housing Set-aside funds in the amount of $30,000 to be provided by the Earlimart budget RE4-RE4-2000 ($20,000) and Pixley budget RP4-RP4-2000 ($10,000), as local leverage for the 2007 Home Investment Partnerships Program grant application, which, if funded, would rehabilitate approximately seven (7) substandard residences fo income-eligible households in the unincorporated communities of Tulare County.  Find that leveraging financial resources to achieve the greatest return possible for these communities:  (a) is consistent with the adopted Affordable Housing Components of the Redevelopment Plans for areas mentioned above; (b) implements the affected redevelopment plans by assisting in the eradication of blight caused by vacant or empty lots, and deteriorated and dilapidated housing units; and (c) is consistent with the affected implementation plans adopted pursuant to Health and Safety Code Section 33490.  Find that there is no other reasonable available means of financing local match/leverage, and that the County does not have available funding for this purpose.

10.             Consider and adopt the Preliminary Report for the Pixley Redevelopment Project Area Redevelopment Plan Amendment.


 

11.             Accept the donation of a modular office building from the Richgrove Community Services District to be used as a classroom and office for the Tulare County Redevelopment Agency's Construction Trades Training Program at Sequoia Field Airport.

12.             Request from the Auditor-Controller/ Registrar of Voters to approve the Special District Candidate Statement Regulations and Printing Fees for the November 6, 2007 Consolidated Districts Election.  Require each candidate filing a statement to pay in advance the estimated cost.  The estimated fees will be adjusted to actual upon completion of the election.  Candidates will be refunded or billed for the difference.  Limit each Candidate's Statement to no more than 200 words for Special Districts.

13.             Authorize the formation of an assessment district for the Three Rivers Community Services District as required by the United States Department of Agriculture Rural Development for the upgrade of an aging water system.  Approve the proposed resolution of intention for the Three Rivers Community Services District.  Approve the plat or map showing the boundary line for the proposed assessment district for the Three Rivers Community Services District.
